Dear Merck Foundation,

A need exists in our country for trained and skilled experts to improve access to
specialty care in the country.

The following list of proposed applicants have been identified by the Human Resources
and Development team of Ministry of Health of (Country) based on the eligibility criteria:
Medical graduate with a minimum of two years’ experience (according to individual
University admission requirements), English proficiency certificate and gap of specialists
in the respective area. Moreover, all proposed applicants did not receive this training
before.

The proposed applicants have provided the assurance that they will comply to the
University requirements and commit to create enough time to be able to complete the
course assignments and clear the modules within the prescribed timeframe. They have
also confirmed that they have stable internet connection to participate effectively in the
Online course.

The Ministry of Health’s aim is to provide accessible and equitable quality healthcare
services to the public but limited by funds. Moreover, the average wages of each
Doctor is ……., which cannot support self-payment of their training. Hence, we request
Merck Foundation to provide Scholarships to these shortlisted applicants who have
undergone rigorous interviews and identified from different parts of the country, to
support our healthcare system to offer specialized disease management in the
respective fields.

We request Merck Foundation to cover the cost of Tuition fees for the above-mentioned
Doctors under the Online Merck Foundation Scholarship Program and for in-campus
training the cost of flight tickets, tuition fees and living cost expenses, where applicable.
