INCIDENT COMMAND SYSTEM

According to the article, the incident command system emerged in the 1970s. This
was because of a series of fires that occurred in California, which highlighted the
failures in disaster management.
These deficiencies were due to several factors such as:
- Lack of real data on the event.
- Lack of an orderly and systematic planning process.
- Poor communication as a result of non-standardized terminology.
- Lack of defined methods to effectively integrate agency requirements into the
planning and management structure.
- Lack of a common, coordinated, flexible and pre-designed management structure
that would allow commanders to delegate responsibilities and efficiently manage
workloads.
This is why the ICS was born, which deals with event management through a
standardized approach that addresses any risk and scenario. This plan allows you
to adopt an integrated organizational structure to address one or more incidents.
The ICS gives you the flexibility to meet various needs, making it a very effective
and inexpensive management method for simple or complex situations.
Among the main benefits of the ICS are:
- Saving money by avoiding repetition of efforts.
- Meeting the needs of incidents of any magnitude.
- Being applicable for planned or routine events, as well as large and complex
incidents.
- Allow officials from different agencies to quickly organize under a common
management structure.
- Provide logistical and administrative support to ensure that operational personnel,
such as entomologists and veterinarians, can meet tactical objectives.
Therefore, ICS is a worldwide system created for the attention of large or small
emergencies that allows a better response to an emergency.
