8th Oceania Taekwondo Championships & 4th Oceania Para Taekwondo Open Championships

It is our great honour and pleasure to invite you and your team to participate at the 8 th Oceania
Taekwondo Championships & 4th Oceania Para Taekwondo Open Championships 2018.
The Championships will be held in the city of Mahina in French Polynesia (Tahiti) from the 02nd August to
the 05th of August.
All competition area’s will be equipped with video replay and Daedo electronic body protectors and
headgear. This Championships will have the best referees in order to guarantee maximum transparency,
fair play & impartiality for the athletes.
Please mark our event in your calendar and make sure not to miss this high level, quality championship.
Our professional organisation team is working hard to make this event successful! If you need any
assistance, please do not hesitate to contact the organisation team.

Oceania MNAs can enter a maximum three (3) quota places per division for black
belt Cadets, Juniors and Seniors in the 2016 Oceania Championships as per follows:
General Qualification
Cadet, Junior and Senior black belt divisions (WT Sanctioned):
1 standard quota place, to be decided by the MNA (normal national team entry);

If an MNA (other than AUS & NZL) did not participate in the President’s Cup in a
particular division, they may enter 2 athletes per national team entry in that
division.
For example, if Tahiti qualified 1 athlete via President’s Cup in a division then they
General Qualification can enter 1 more athlete in that weight class via national team entry. If Tahiti did
(cont.) not have any athletes entered in the President’s Cup in a division, then they may
enter 2 athletes per national team entry in that division.

Individual awards:
Coaches / Trainers that do not have the WT/WTO Coach License (or a CU
coaches license) shall pay a $ 200.00 USD fine at the registration desk before
any coaching accreditation can be issued.
During the preliminary rounds, coaches shall wear either a neat tracksuit or a
shirt, pants and suit jacket.
Please note that for semi-finals and finals it is a WT requirement that coaches wear

During the Head of Team meeting, further information about dress code shall be
provided to the teams.
DAEDO Gen. 2 is being used as the PSS. The Organising Committee will provide
DAEDO trunk protector and DAEDO E-headgear.

IMPORTANT NOTE: Each athlete to bring their own DAEDO sensor socks.
The respective participants shall be responsible for ensuring that they have validly
completed and agreed to the relevant declarations during registration, thus
indemnifying the organizers and the WTO, its officials and other contestants from

participation in this championships or any activities thereto.

All athletes in WT sanctioned divisions will be seeded according to the WT Global
Ranking as per July 2018. The draw sheets and brackets will be available the day
before the start of the competition of the respective weight category.
Weigh-in of the athletes takes place the day prior to the start of the respective
weight category they compete in. During the weigh-in, the male athlete shall wear
underpants and the female athlete shall wear underpants and brassiere. However,
the athlete may weigh in nude if he/she wishes to do so.
Weigh-In
Each athlete shall have one (1) attempt to pass the weigh in. However, one (1)
extra attempt is allowed for those athletes who did not qualify the first time. This
extra attempt shall be done within the time limit of the official weigh-in.
An official invitation letter can be issued to assist your visa application by emailing it

The Organizing Committee cannot guarantee entry into French Polynesia (Tahiti) and
can only offer assistance. It is the responsibility of each athlete and team to apply
for and secure the correct entry visa.

FEES, REGISTRATION AND DEADLINES
Coaches & Officials Registration: for all events, coaches will need to register via

WTO reserves the right to accept or reject any late entries, but if accepted, an additional fee of $25.00
USD on top of usual entry fee will apply.
Each request for a weight category change is subject of an administration fee of $50.00 USD

GENERAL INFORMATION

Cadets, Juniors and Seniors in the 2018 Oceania Championships as per follows:
Registration will only be accepted through the WT Event Registration System and
registration is only possible with a valid 2018 WT Global Licence:
The following documents are required for all participants and must be uploaded and
approved by the National Federation and WT before you are able to register through
the WT Event Registration System.
1. Valid National ID or Passport of the National Federation you are registering for
a WT Global Licence;
2. WT Signed Event Liability Waiver (page 3 only) – valid for 5 years;
3. Colour Portrait ID picture.
4. Dan/Poom certificate issued by the Kukkiwon, CU or WT (athletes only); and
Event registration 5. To register a Doctor – Proof of Medical Doctor/Physio therapist certificate in
English.

The entry fees must be paid online at the time of registration by Credit Card, without
which the team/individual will not be able to register for the event.

$ 75.00 USD per registered athlete shall be paid.
The WT Anti-Doping Rules, and where necessary the Code of the World Anti-
Doping Agency, shall apply throughout the competitions.
Anti-Doping Anti-doping tests will be carried out for all finalists, while random tests will be

The WT and/or WADA may carry out random out-of-competition testing prior to the
competition. Therefore, all participating contestants are required to submit their
latest and most accurate Athlete Location (Whereabouts Info) Forms to the WT.
Athletes who take any substance or medicine listed in the “Prohibited List” of the WT
Anti-Doping Rules and Anti-Doping Code of World Anti-Doping Agency (WADA) for
therapeutic purposes are requested to visit the website of WADA and make online filing
of their TUE applications on ADAMS http://www.wada- ama.org/en/ADAMS/ and report
to the WT Sport Department at sports@wtf.org by no later than 16 JULY 2018.

WT SANCTIONED DIVISIONS - POOMSAE (G4)

Participating contestants must wear the WT-recognized Poomsae Competition uniform. As per WT
poomsae rules contestants must present at inspection desk wearing approved uniform in order to
proceed to competition area:
➢ Cadet Division (Ages 12-14): White top with red and black collar,
plus blue pants for males; the same top, but with red pants, for
females. This includes Poom belt half red half black same as
dobok collar.
➢ Junior and Senior Division (Ages 15-50): White top with dark
blue pants for males; white top with light blue pants for females.
➢ Master Division (Ages 51 and up): Yellow top and dark blue
pants for both males and females.
The end of the athlete’s belt must be at least 10cm or higher above the knee.
No sponsor or other marking other than manufacturers loge is allowed on uniform.
No colourful hair ties/accessories and no jewelery or colour nail polish is to be worn.
(Optional) National flag shall be located between 3.5cm below the right shoulder line of upper
garment. Flag size should be 10cm width x 7cm height.
(Optional) NOC Code is a three-letter National Olympic Committee abbreviation, and it shall be printed at
the back of the upper garment of Poomsae competition uniform in black colour and centred 12cm from the
top line of the upper garment within the size of 30cm width x 12cm height. The font of the letters shall be in
bold “Verdana”

the preliminary, semi-final and final rounds for all divisions. The Poomsae to be assigned for each division

WT SANCTIONED PARA DIVISIONS – KYORUGI (G4) & POOMSAE (G2)

The Oceania Para Taekwondo Championships holds a G4/G2 World Ranking and will be open to
athletes from all corners of the world for Kyorugi (K40). Participants from the Oceania region will be
counted towards the G4 World Ranking points. The G2 World Ranking is awarded to the
participants from non WTO Member National Associations. Athletes with an intellectual impairment
(P20) and motor impairment (P30) from around the world will be able to take part in the Para
Taekwondo Poomsae competitions.
1. QUALIFICATIONS:
In accordance with Article 4: Qualification of Contestant and Article 22: Para Taekwondo of the WT
Competition Rules, the contestant must be:
CRITERION #3: Holder of 3-1 Gup recognized by WT MNA or Dan/Poom recognized by Kukkiwon
or WT (* A copy of the Gup/Dan certificate should be enclosed when registering for accreditation. In
case a contestant has applied for a Kukkiwon Dan certificate but has not received it yet, a copy of
the Dan application form and the remittance certificate sent to the Kukkiwon must be enclosed
when registering for accreditation. Please refer to the Kukkiwon Web site (www.kukkiwon.or.kr) for
more information.)
CRITERION #4: Holder of valid WT Global Athlete Licence (GAL). Any questions on the WT GAL
application please contact the WT Global Licence Administration Manager at gmsadmin@WT.org
CRITERION #5: An athlete must be at the age of at least 16 years old of the 2 nd Oceania Para
Taekwondo Championships. Athlete must be born before December 31st, 2000.
CRITERION #6: Athlete must go through classification and be assigned Sport Class and Sport Class
Status before the competition. Classification of kyorugi athletes will be prior to competition. A schedule for
teams and athletes will be set up by the WTO in consultation with the WT and communicated to all teams
in due course.

KYORUGI AND POOMSAE EVENTS
A. Kyorugi
The Para Taekwondo Kyorugi (K40) competitions for athletes with a physical impairment is recognized by
IWAS, the International Wheel Chair and Amputee Sport Federation.

they have been classified in accordance with the "WT Para Taekwondo Classification Master List" as of
August 1st, 2016 that is available on the WT website.
B. Poomsae
The Para Taekwondo Poomsae (P20) competitions for Intellectually Disabled athletes is recognized by
INAS, the International Sports Federation for Persons with Intellectual Disability.
The Para Taekwondo Poomsae (P30) competitions for athletes with a neurological impairment is
recognized by CPISRA, the Cerebral Palsy International Sport and Recreation Association.

***A consolidated athlete will be declared winner of his/her respective class and category. He or she will need to
compete in the class in which or she he has been consolidated into for further medals.
2. CLASSIFICATION
1. Kyorugi
Only athletes that has not previously been classified, i.e. athletes with a New "N" Sport Class
Status will be classified.
Classification of Kyorugi athletes will take place prior to the competition. A schedule for teams and athletes
will be set up by the WTO in consultation with the WT and communicated to all teams in due course.
This group includes athletes with limb deficiency and impaired muscle strength, or loss of passive range of
motion (PROM). The limb deficiency group includes individuals with traumatic amputations or dysmelia.
The impaired muscle strength group includes loss of strength secondary to peripheral nervous system
(PNS) damage or a brachial plexus lesion. The impaired strength group can also include ambulatory
neurological impairments such as monoplegia, or mild hemiplegia. The loss of PROM can be due to joint
contractures, joint abnormalities, or soft tissue restrictions. Finally this group could also include loss of
great toe, or all of toes in one foot Minimal Impairment Criteria (MIC) Amputation/Dysmelia:
➢ Unilateral amputation, through or above wrist (i.e., no carpal bones present in affected limb).
Arthrodesed wrist joints are not eligible.
➢ Unilateral dysmelia in which the length of the affected arm measured from acromion to
fingertip is equal in length or shorter than the combined length of the humerus and the radius
of the unaffected arm.
1. Must lose three muscle grades - e.g Daniels and Worthington grade 2 cannot complete one heel
rise to 25 degrees. In lying may complete full range of motion with resistance. (See Muscle testing
Daniels Worthinghams 8th edition pp 229, 231).
2. Brachial plexus - loss shoulder abduction loss of three (3) muscle grade points of muscle strength
and same for shoulder flexion.
3. Loss of two (2) grade points of muscle strength in elbow flexion and extension.
4. Meets one criteria for PROM restriction in either the lower extremity or upper extremity.
2. Poomsae (P30)
This Athlete may appear to have near normal function when running but the Athlete must demonstrate a
limitation in function to Classifiers based on evidence of spasticity (increased tone), ataxia, athetosis or
dystonic movements while performing on the field of play or in training. The Athlete may walk with a slight
limp but runs more fluidly.

Pre-Screening Classification
In the case that you are uncertain if your athlete will meet the Minimal Impairment Criteria (MIC) for
participation in the K40 or P30 classes please contact the WT at para-tkd@WT.org and a classification
pre- screening can be made to help advise you if the athlete will meet the MIC or not.
Please be advised that Pre-Screening does not replace classification and that the athlete will still have to
go through classification at the championships.
3. Poomsae (P20)
Intellectually Disabled (ID) athletes require INAS provisional eligibility as seen on the INAS Master list
http://www.inas.org/technical/eligibility-and-classification/inas-master- list/.
Applications for INAS provisional eligibility shall be made through the INAS member organizations which
can be found on the following link: http://www.inas.org/about-us/member-organisations/.
In the case that a WT MNA does not have an INAS member organization the application for provisional
eligibility can be processed through the WT.
We ask that you get this process started as soon as possible as it can take INAS up to 30 days to
process your applications.
The WTO reserves the right to combine classes and divisions in the case of insufficient participation.
Combination of classes and/or divisions will be made by WT Head of Classification. In the case of
insufficient number of athletes, participating in a sport class consolidation of classes shall be made as
follows:

*Once an athlete has been consolidated into another class he/she will compete for medals in that
class.

GENERAL INFORMATION
Eligibility Refugee athletes are allowed to compete applicable to their country of residence so
requirements long as they fulfill the minimum eligibility requirements set by the WT other than
‘Nationality’. Such athletes must have official Refugee status as of the date of the
entry deadline.
The entry fees must be paid online at the time of registration by Credit Card or
PayPal without which the team/individual will not be able to register for the event.

INFORMATION
Team Registration and Accreditation
1. Only allow one (1) Team representative from each registered Team will be permitted to attend
Registration.
2. Prior to collecting your Teams ID cards etc any outstanding payments eg coach fine for not having
an WTO coach accreditation must be paid prior to you receiving any Team IDs etc.
A receipt will then be provided.

1. Kyorugi athletes will be disqualified if they fail to proceed to the Inspection Desk after three (3) calls.
(Article 10.1 WT Rules )
2. Kyorugi athletes are reminded that they must be present fully equipped with a coach when the
centre referee calls the players at the commencement of the match otherwise they will be deemed to
have withdrawn (Article 10.4.1)
3. Compulsory Poomsae will be drawn priort to the competition day and will be posted on WTO
Facebook page, copies will also be available at Poomsae Team/ coaches registration.
4. Poomsae competitors must wear the correct WT Dobok as per info package to avoid
disqualification, including Poom Belt for Cadets.

1. No one is permitted to the Field of Play (FOP) without Official ID provided by the WTO that permits
them to be on the field of play.
