2 INTRODUCTION

Qatar Foundation has appointed Bilfinger Tebodin Middle East to provide the Design
Consultancy Services for the Shell Space Fit-out and Modification Works for several Office
spaces in the CIS Menaretein Building for Tendering and eventual Construction.

The Scope of Work for Construction SHALL include the demolition and modification of the
existing Office and Shell spaces which will involve Architectural, Mechanical-Electrical-
Plumbing services, ICT, Public Address and Instrumentation works.

3 CODES, STANDARDS AND GUIDELINES


CONTRACTOR SHALL carry out the Services in accordance with Authorities and Employer’s
requirements, good engineering practices and the latest revisions of all recognized National
and International Codes of Practice, Standards and Specifications, together with all their

addenda. In the event of conflict between any of them, the order of precedence SHALL be

4. COMPANY Specifications

Any conflicts between the requirements of this document, related Specifications, Standards,
Codes and data sheets SHALL be referred to COMPANY and/or CONSULTANT for
clarification and approval before proceeding with the manufacture or procurement of the
affected parts.

4 SCOPE OF WORK
The Scope of Work is not an exhaustive description of the Works and any item of work not
mentioned specifically but is an integral part of the Building and its Services SHALL be deemed
to have been included by the CONTRACTOR.

The Scope of Work SHALL include but not be limited to the following activities:

4.1 GENERAL
1. CONTRACTOR SHALL supply all temporary and permanent materials, manpower,
equipment, machineries and tools, and temporary facilities & utilities necessary to
commence and complete the WORKS in a satisfactory manner and in accordance with
the Contract Documents. Temporary facilities include site offices & furniture, plumbing,
drainage, power supply, telephones, internet. Ref. to BOQ Preambles for details.

2. CONTRACTOR SHALL provide for his own staff and workers' messing and sanitary
facilities in his work areas. Such facilities SHALL meet the standard prescribed by
Government authorities for migrant workers. CONTRACTOR SHALL abide by all the
rules and regulations being imposed by the Government and other regulatory bodies
with respect to the welfare and well-being of his workers.

3. CONTRACTOR SHALL comply with the Specifications with respect to materials and
workmanship. Material submittals SHALL be prepared complete, including samples,
and submitted to COMPANY for approval prior to procuring the materials. Proposal to
use of substitute material, equal and approved, SHALL be justified by the
CONTRACTOR.

4. CONTRACTOR SHALL submit for COMPANY approval his QA/QC Plan for the
WORKS. Inspection and Test Plan (ITP) SHALL be submitted clearly identifying hold
points for inspection and testing. Request for Inspection or Testing (RFIT) SHALL be
submitted at least one day ahead.

5. CONTRACTOR SHALL be responsible to obtain permits from authorities, should these


become necessary in order to carry out the WORKS. He SHALL be responsible for
traffic control in his work areas. It is expected that various fronts will be opened by the

CONTRACTOR for carrying out the WORKS. CONTRACTOR SHALL effectively


barricade his work areas. Plans for traffic control and barricading SHALL be discussed
and agreed with the COMPANY or his authorized Representative prior to
implementation. CONTRACTOR SHALL ensure minimum disruption to Tenant
activities, if such cannot be totally avoided. CONTRACTOR will be responsible for
coordination with Authorities, CONSULTANTs & COMPANY.

6. CONTRACTOR SHALL put up signs in his areas of work clearly indicating flow of traffic,
no entry, hazardous areas such as deep excavations, and laydown areas for materials
and stockpiles. Whenever and wherever necessary, CONTRACTOR SHALL assign
personnel or safety watches to control such areas.

7. CONTRACTOR SHALL be responsible for isolation of building services such as electric


power, water supply, telephone and data, landscape irrigation, etc., which may be
affected by the WORKS. CONTRACTOR SHALL coordinate with
COMPANY/CONSULTANT FM or his authorized Representative in isolating a service
and reconnecting the same. Isolation SHALL be done without interrupting the activities
of the premises and other Neighboring buildings and its users.

8. CONTRACTOR SHALL ensure compliance with COMPANY HSE rules and


regulations relating to all aspects of the WORKS. Utmost care SHALL be taken in the
use of materials especially the ones classified as hazardous material. All safety
precautionary measures prescribed in the material's Tebodin Middle East Ltd SHALL
be strictly implemented. Only applicators certified by the Manufacturer of the materials
SHALL be permitted to install and apply the materials. The presence of the
Manufacturer’s representative or supervisor may be required to ensure that
workmanship is up to the standard.

9. CONTRACTOR SHALL procure, construct, install and commission all works as


described in this tender document and to complete the Scope to its successful
operational stage.

10. CONTRACTOR SHALL provide fully coordinated, functional and operational office
space in accordance with the Project Requirements, local/International regulation and
all to the approval of the COMPANY/CONSULTANTs.

11. Prior to commencing any activities related to Procurement & Construction,


CONTRACTOR SHALL submit shop drawings, which SHALL identify the key
construction activities. CONTRACTOR SHALL also submit a project Construction plan,
project quality plan, and procurement/Construction program prior to commencing
design works.

12. CONTRACTOR SHALL exercise all reasonable skill, care and due diligence in the
performance of the Services and such performance SHALL be in accordance in all
respects with the terms and conditions of the Contract, with sound engineering
principles, processes and practices and to a quality compatible with the internationally

recognized engineering, design and construction standards.

13. CONTRACTOR SHALL carry out all construction works according to the “Approved for
Construction” drawings and project specifications. Any area disturbed by the
construction activities SHALL be reinstated to its original state.

14. CONTRACTOR SHALL prepare construction method statements and procedures to


be adopted in order to carry out construction activities. This SHALL include
requirements for supervision and inspection.

15. CONTRACTOR SHALL prepare Job Safety Analysis prior to any construction activities.

16. CONTRACTOR SHALL work as per the material specification. COMPANY SHALL
approve any required material specification, which is not mention here.

17. CONTRACTOR SHALL prepare Sustainability and Environmental Management and


Monitoring.

18. CONTRACTOR SHALL prepare Health and Safety monitoring and management.

19. Technical support of construction works; and Compliance reporting and approval of
completed assets.

4.2 ARCHITECTURAL
The Scope of Work SHALL include but SHALL not be limited to the following activities:

4.2.1 DEMOLITION WORK


General classification of demolition works is applicable to all floor levels within the Scope
limit as marked in the drawings as scope clouds. The Demolition Work SHALL include but
not be limited to the following activities;

1. ARCHITECTURAL drawings must always be read in conjunction with all other relevant
discipline drawings and contract documents. Any discrepancy is immediately brought
to the notice of the engineer and his approval will obtain prior to any WORKS. Building
elements, fittings, and fixtures that are indicated on any drawing for any design
discipline SHALL be deemed as indicated on all related drawings and therefore part of
the contract unless otherwise noted.

2. Mark the limits of demolition work for Architectural floor plans based on the drawing
nos. 7170169-A021, 7170169-A031, 7170169-A041, 7170169-A051, 7170169-A061,
and 7170169-A071.

3. Mark the limits of demolition work for Architectural reflected ceiling plans based on the
drawing nos. 7170169-A034, 7170169-A044, 7170169-A054, 7170169-A064, and
7170169-A074.

4. Mark the limits of demolition work for Architectural floor finishes plans based on the
drawing nos. 7170169-A025, 7170169-A035, 7170169-A045, 7170169-A055,
7170169-A065, and 7170169-A075.

5. Existing furniture to be relocated as marked in the demolition and modification plans.


All furniture such as workstations, cabinets, shelves, seats, tables, TV screens,
wallboards, storage racks, and etcetera that is no longer to be use after modification
SHALL be carefully dismantled and handed over to the CLIENT Facility Management
for proper storage. See section 4.2 .1 item no.1.

6. Existing furniture in Open Carrels Lounge in D.02.007 to be removed and handed over
to the CLIENT Facility Management for proper storage.

7. Existing floor boxes to be carefully dismantled for relocation. Refer to Electrical power
demolition and modification layout. Any damaged floor boxes within the scope limit shall
be removed and replaced. See section 4.2 .1 item no.1.

8. Existing room signage’s within the scope limit SHALL be replaced as per new room
occupancy title as detailed in the space planning on drawing nos. 7170169-A003,
7170169-A004, 7170169-A005, 7170169-A006, 7170169-A007, 7170169-A008, and
7170169-A009. See section 4.2 .1 item no.1.

9. Existing floor carpets to be demolished whenever there is a requirement of relocating


and adding new floor boxes and/or installation of new power cables to floors. The old
carpets SHALL be replaced with new carpet of the same specification as the existing.
See section 4.2 .1 item no.3.

10. Existing drywall partitions along with all attached accessories to be demolished as
marked in the demolition and modification plans. Refer also to MEP drawing for other
demolition works regarding the services such as switches, access controls, power
sockets, data ports, and etcetera. See section 4.2 .1 item no.1.

11. Part of the existing drywall partitions are to be demolished to create openings for the
new doors as marked in the demolition and modification plans. The size of the structural
opening shall be as per the door schedule requirement. See section 4.2 .1 item no.1.

12. Part of the existing concrete wall partition are to be demolished to create openings for
the new glass door and panels as marked in the demolition and modification plans. The
size of the structural opening shall be as per the door schedule requirement. Refer to
drawing no. 7170169-A031_002.

13. Existing pantry equipment and furniture to be carefully dismantled and SHALL be
handed over to the CLIENT Facility Management for proper storage. Refer to drawing
no. 7170169-A031_002.

14. Existing doors along with all the accessories such as ironmongeries, stoppers,

automatic closer, access control, and etcetera within the scope limit SHALL be
dismantled carefully for re-use. Dismantled doors that are not to be re-used SHALL be
handed over to the CLIENT Facility Management for proper storage. See section 4.2
.1 item no.1.

15. Part of the existing glass panel partition SHALL be dismantled to construct new door
and part drywall partition. Dismantled glass panels that are not to be re-used SHALL
be handed over to the CLIENT Facility Management for proper storage. Refer to
drawing no. 7170169-A041_001.

16. Existing A/V rack cabinet to be demolished. The A/V equipment SHALL be handed
over to the CLIENT Facility Management for proper storage. Refer to drawing no.
7170169-A061_004.

17. Existing printers to be removed. The printer equipment SHALL be handed over to the
CLIENT Facility Management for proper storage. Refer to drawing no. 7170169-
A061_003.

18. Part of the existing server counter to be modified to construct new drywall partition.
Refer to drawing no. 7170169-A061_003.

19. Existing ceiling to be demolished and/or partly demolished whenever there is a


requirement of room modification. Refer also to MEP drawing for other demolition
works regarding the services such as lighting, HVAC supply and return, sprinklers,
detectors, public address system, and etcetera. See section 4.2 .1 item no.1 and item
no.2.

20. Existing furniture, TV screen, counter, and kitchen equipment in Graduate Lounge to
be removed and handed over to CLIENT Facility Management for proper storage.
Refer to drawing no. 7170169-A021_002.

21. Existing Glassdoor and panel in Graduate Lounge to be modified, Refer to drawing no.
7170169-A021_002.

22. Existing TV and stand pole to be demolished in Prayer/Multi-purpose Hall at First Floor
Level. Refer to drawing no. 7170169-A081.

23. Part of the existing ceiling to be demolished (above the cut-out area) in Prayer/Multi-
purpose Hall at First Floor Level to provide mechanical roll-up folding door partition.
Refer to drawing no. 7170169-A081 and 7170169-A083.

24. CONTRACTOR SHALL be held responsible for any damages made to adjacent area,
which is not part of the scope of work during the demolition. In case of unexpected
damages, CONTRACTOR SHALL reinstate the damages and SHALL not affect the
project cost and schedule.

25. CONTRACTOR SHALL reinstate any unwanted damage in existing structure and
utilities in accordance with QCS and applicable international code of practice or as
existing.

26. CONTRACTOR SHALL conduct a detailed site visit. Any discrepancy SHALL be
brought to the notice of the engineer and his approval will obtain prior to any WORKS

27. CONTRACTOR SHALL perform demolition WORKS in accordance with Project


Procedures and the latest QCS requirements.

28. CONTRACTOR SHALL construct and reinstate any unwanted damage to the existing
structure in accordance with the QCS and applicable international code of practice or
as existing.

29. CONTRACTOR SHALL clean up the work areas inside the building for subsequent
works after demolition.

30. CONTRACTOR SHALL cart away and dispose off to approved dump site(s) debris
from demolition works.

31. CONTRACTOR SHALL refer to other Engineering discipline’s scope for additional
demolition works which is not mention here but with minor impact to architectural plans
such as to reflected ceiling plans, floor finishes plans and wall partition plans.

4.2.2 MODIFICATION WORKS


The Scope of Work SHALL include but SHALL not be limited to the following activities:

CONTRACTOR SHALL Procure, Construct and Install the complete works. All details of
the work SHALL comply with approved Construction drawings, Specifications and all
applicable Codes and Standards.

1. ARCHITECTURAL drawings must always be read in conjunction with all other


relevant discipline drawings and contract documents. Any discrepancy
is immediately brought to the notice of the engineer and his approval
will obtain prior to any WORKS. Building elements, fittings, and fixtures that are
indicated on any drawing for any design discipline SHALL be deemed as indicated
on all related drawings and therefore part of the contract unless otherwise noted.

2. CONTRACTOR SHALL verify all actual dimensions at site prior to commencement


of WORK. Any discrepancy is immediately brought to the notice of the engineer
and his approval will obtain prior to any WORKS

3. CONTRACTOR SHALL perform site preparation in accordance with Project


Specifications and latest QCS requirements.

4. CONTRACTOR SHALL construct and reinstate any unwanted damaged to the existing

structure in accordance with the QCS and applicable international code of practice or
as existing.

5. CONTRACTOR SHALL not to disturb or modify any main structural elements of the
building.

6. CONTRACTOR SHALL conduct a detailed site visit to proposed work area of


modification.

7. CONTRACTOR SHALL provide shop drawings and COMPANY/CONSULTANT’s


approval shall be obtained prior to any WORKS by the CONTRACTOR.

8. CONTRACTOR SHALL submit shop drawings (2 sets hard copy 1 set native copy) and
SHALL be approved by the COMPANY/CONSULTANT prior to commencement of any
activities related to procurement & construction.

9. CONTRACTOR SHALL supply and install floor screed and tile finish to existing shell
space unfinished floors. Refer to Architectural Floor Finishes – Color Scheme Layout.

10. CONTRACTOR SHALL supply and install floor carpets to affected areas by the
modification. The new floor carpets SHALL match the type, color, and design pattern
of the existing ones. Refer to Architectural Floor Finishes – Color Scheme Layout.

11. CONTRACTOR SHALL supply and install floor tiles to affected areas by the
modification. The new floor tiles SHALL match the type, color, and design pattern of the
existing ones. Refer to Architectural Floor Finishes – Color Scheme Layout.

12. CONTRACTOR SHALL conduct removal and shifting of existing furniture and
equipment to new location as marked in the drawings. Excess furniture and equipment
shall be handed over to CLIENT Facility Management for proper storage.

13. CONTRACTOR SHALL supply and install wall-mounted cabinets in the offices. The
new wall-mounted cabinets SHALL match the type, color, and design pattern of the
existing ones.

14. CONTRACTOR SHALL supply and install new floor boxes. Refer to Electrical power
layout drawing for the location of new floor boxes.

15. CONTRACTOR SHALL perform removal and relocation of existing floor boxes along
with the accessories. Refer to the Electrical power layout drawing to identify the
modification required for the floor boxes.

16. CONTRACTOR SHALL perform floor chipping to supply and install floor cable trays
concealed to concrete. After chipping, the floor SHALL be reinstated with the same
finish as existing. Refer to the Electrical power layout for the cable routing modification.

17. CONTRACTOR SHALL supply and install low fixed glass panel partition. Refer to
Architectural plans 7170169-A022 & 7170169-A052 and Glass Panel schedule on
drawing no. 7170169-A013.

18. CONTRACTOR SHALL supply and install fixed glass panel to office spaces. Type,
color, STC rating, ironmongeries, design configuration, and construction detail SHALL
match the existing. Refer to schedule 7170169-A013.

19. CONTRACTOR SHALL supply and install fixed glass panel partition to divide the
existing room D.010.012 Mini Library office. Type and construction detail SHALL match
the existing. The new glass panel shall be frosted. Refer to drawing no. 7170169-A042

20. CONTRACTOR SHALL supply and install glass windows on rooms C.04.019 and
C.04.019.01 at fourth floor. Type and construction detail SHALL match the existing.
Refer to drawing no. 7170169-A071 and 7170169-A010-004.

21. CONTRACTOR SHALL construct drywall partition with all necessary fillings similar to
existing. Type, color, design configuration, and construction detail SHALL match the
existing partitions. Refer to Architectural drywall details on drawing no. 7170169-A011.
All new drywall SHALL be erected from finished floor level up to soffit of top slab and/or
bottom of the roof structure with end sealant.

22. CONTRACTOR SHALL supply and install new skirting to new drywall partitions with all
necessary fillings similar to existing. Type, color, design configuration, and construction
detail SHALL match the existing.

23. CONTRACTOR SHALL supply and install new door panels. Type, color, STC rating,
ironmongeries, design configuration, and construction detail SHALL match the existing.
Refer to Architectural Door and Window Schedule on drawing no. 7170169-A011.

24. CONTRACTOR SHALL verify all opening sizes at the site; submit shop drawings, and
samples for approval prior to fabrication and installation of doors and windows.

25. CONTRACTOR SHALL construct drywall enclosure for the existing fire hose reel and
DB panels in shell space A.00.040. Refer to drawing no. 7170169-A032

26. CONTRACTOR SHALL construct a drywall enclosure for the new fire hose reel. For
the location, refer to Fire Fighting drawings.

27. CONTRACTOR SHALL construct new cabinets for AV rack matching the existing.
Refer to Architectural Modification Plans.

28. CONTRACTOR SHALL construct a new dis-abled toilet complete with toilet
accessories and waterproofing requirements as stated by building codes and standards
in shell space A.00.040. Refer to drawing no. 7170169-A032.

29. CONTRACTOR SHALL construct a new toilet for Deans’ office complete with toilet
accessories, sanitary fixtures, finishing tiles, and waterproofing requirements as per the
drawing.

30. CONTRACTOR SHALL supply and install washbasin counter to Dean Toilets and shall
match the existing Dean’s toilet. Refer to drawing nos. 7170169-A032, 7170169-A062
& 7170169-A038.

31. CONTRACTOR SHALL supply and install sanitary ware and fittings to toilet as
indicated in the drawings and as specified in specifications.

32. CONTRACTOR SHALL construct be 100mm block work with rendered plastering
enclosure to the new toilets. Toilet internal finish such as floor tiles, wall tiles, and
wallboard panels shall match the existing Dean’s toilet. Refer to drawing nos. 7170169-
A032, 7170169-A062 & 7170169-A038.

33. CONTRACTOR SHALL supply and install new room signages as per new occupancy.
Refer to drawing nos. 7170169-A004 to 7170169-A009.

34. CONTRACTOR SHALL supply and install new window blinds. Type, color, design
configuration, and construction detail SHALL match the existing.

35. CONTRACTOR SHALL supply and install new false ceiling to modification area. Refer
Reflected Ceiling Plan on drawing nos. 7170169-A034, 7170169-A044, 7170169-
A054, 7170169-A064, and 7170169-A074. Refer to other services drawings such as
HVAC, Sprinklers, Detectors, Lighting, ICT, Public Address System, and etcetera for
other ceiling modification scope of work.

36. CONTRACTOR SHALL supply and install suspended ceilings including all specified
insulation layers and other MEP services as per approved drawings & specifications.
CONTRACTOR to provide coordinated reflected ceiling drawings for CONSULTANT’s
approval.

37. CONTRACTOR SHALL perform modification work to the existing false ceiling as
marked in the Reflected Ceiling Plan drawings. Refer to other services drawings such
as HVAC, Sprinklers, Detectors, Lighting, ICT, Public Address System, and etcetera
for other ceiling modification scope of work.

38. CONTRACTOR SHALL supply and install access panels to the ceiling.
The location and size of the panels are to be determined based on actual site
conditions.

39. CONTRACTOR SHALL supply and install paint to new and existing walls including
surface preparation where modifications are required. Paint type, color, and
specification SHALL match the existing.

APPENDIX A SCOPE OF WORK

40. CONTRACTOR SHALL supply and install paint to new and existing ceiling including
surface preparation where modifications are required. Paint type, color, and
specification SHALL match the existing.

41. CONTRACTOR SHALL refers to other Engineering disciplines’ scope


for additional scope of works, which is not mentioned here, but with minor impact to
architectural plans such as to reflected ceiling plans, floor finishes plans and wall
partition plans.

42. CONTRACTOR SHALL supply and install internal signage. CONTRACTOR


SHALL submit a shop drawing as per COMPANY standard for
CONSULTANT/COMPANY approval.

CANTEEN WITH KITCHEN

43. CONTRACTOR SHALL supply and install concrete block wall to new Canteen with
Kitchen area in Graduate Lounge at Basement Level. Refer to modification plan
drawing no. 7170169-A020 & 7170169-A023.

44. CONTRACTOR SHALL supply and install new wall cladding material to existing
window glass panels in kitchen area finished with vitrified wall tiles. The internal face of
the window glass panel shall receive dark film prior to installation of the cladding.

45. CONTRACTOR SHALL supply and install new back painted glass wall panel to existing
and new block wall. The new back painted glass type and color shall match the existing.
Refer to drawing no. 7170169-A026.

46. CONTRACTOR SHALL supply and install new stainless steel skirting 100mm in height.

47. CONTRACTOR SHALL supply and install new Equipment to Buffet, Kitchen, and Dish
wash Area as per modification plan on drawing no. 7170169-A020 & 7170169-A023.

48. CONTRACTOR SHALL supply and install a new Servery/Buffet Counter in the buffet
area. For the counter design, refer to drawing no. 7170169-A026.

49. CONTRACTOR SHALL supply and install new Bin Cabinet in the buffet area. For the
counter design, refer to drawing no. 7170169-A026.

50. CONTRACTOR SHALL modify the existing External glass door and panels. Refer
to modification plan drawing no. 7170169-A020 & 7170169-A023.

51. CONTRACTOR SHALL supply and install roll-up shutter to the kitchen (food pass) and
dish wash (dirty dish) area.

52. CONTRACTOR SHALL supply and install new vitrified unglazed tiles to floor. Color to
be approved by CONSULTANT and/or CLIENT.

APPENDIX A SCOPE OF WORK

53. CONTRACTOR SHALL supply and install new vitrified glazed tiles to the wall. Color to
be approved by CONSULTANT and/or CLIENT.

54. CONTRACTOR SHALL supply and install a new suspended ceiling to the kitchen area.
Refer to modification plan drawing no. 7170169-A024.

PRAYER HALL / MULTI-PURPOSE HALL

55. CONTRACTOR SHALL provide a cutout opening to existing drywall partition including
the requirement of new wall supports. For cutout size, refer to drawing no. 7170169-
A081.

56. CONTRACTOR SHALL modify the existing ceiling in Prayer/Multi-purpose Hall at First
Floor Level to provide mechanical roll-up folding door partition. Refer to drawing no.
7170169-A080 to 7170169-A083.

57. CONTRACTOR SHALL reinstate the floor with the same finish as existing after wall
cutout

58. CONTRACTOR SHALL supply and install paint to wall and ceiling.

4.3 CIVIL

4.3.1 EARTHWORKS
Excavate for Grease Trap and Pump Sump Chamber, the details of which is shown on
Drawing Nos. 7170169-M221 and 7170169-M234. Excavation shall include adequate
working space around the chamber.

Compact bottom of excavation to minimum 95% MDD when tested to Nuclear Density Test
(NDT), to receive blinding concrete.

Excavate for piping trenches in accordance with the layout and trench details shown.

Upon completion of the chamber and piping works, backfill and compact excavation in layers
not exceeding 200 mm thick to achieve 95% MDD when tested to NDT.

4.3.2 CONCRETE WORKS


Lay lean concrete blinding on polythene sheet to receive waterproofing system for base of
Grease Trap and Pump Sump Chamber.

Lay waterproofing system in accordance with specified waterproofing details shown on the
drawings.

Construct the reinforced concrete base of the Chamber with kicker and proper construction
joints for construction of the Chamber walls. Construction joint shall have water bars.

Construct the reinforced concrete Chamber walls and extend waterproofing system to walls.
