rainfall is 5 mm or more. The Agricultural drought is a period of four such consecutive weeks in the
period from middle of May to October or six such consecutive weeks during the rest of the year.

Accordingly weekly rainfall analysis has been made and no. of hoblis with 4 or more consecutive
weeks of dry spell in each of the week is depicted in the fig given below.

2. KHARIF AGRICULTURE SITUATION

2.1 Kharif Agriculture Situation 2016

The south-west monsoon plays a major role in Kharif agricultural situation of the state. The kharif
area sown, production and productivity are mostly determined by the temporal and spatial
distribution of south-west monsoon rainfall. During the current kharif, the monsoon started in time
and finally by the end of season, the total coverage was 71.67 lakh hectares.

2.2 Normal area under different crop groups and actual coverage during
Kharif 2016 in Karnataka State
Table no. 2.1 provides the normal area for different crops and the actual area covered during the
current kharif season. During kharif 2016 a total of 71.67 (64) lakh hectares was sown as against the
normal of 69.19 lakh hectares.

51
During kharif 2016, the total coverage by all crops for the State as a whole was 104% (93%) of the
normal. The coverage in general was not good for cashcrops and cereals. There was much
reduction in the coverage of individual crops particularly in case of Horsegram, Avare, Sesamum,
Niger, Mustard which registered acoverage of 30%, 76%, 62%, 40%, 51% of their respective
normals.

3. SATELLITE BASED VEGITATION STATUS ASSESSMENT OVER THE
STATE

The agriculture condition has been monitored at Hobli/Taluk/District level using Modis Terra (250
m) data and NOAA/AWiFS / WiFS data for the entire State.
Among the various spectral vegetation indices commonly derived from remote sensing data,
Normalized Difference Vegetation Index (NDVI) is most widely used for operational drought
assessment because of its simplicity in calculation, easiness in interpretation and also its ability to
partially compensate for the effects of atmosphere, illumination geometry etc. NDVI is derived using
the formula (NIR – Red) / (NIR + Red), where NIR and Red are the reflectance in visible and near
infrared channels. Various colours in the NDVI image (Fig.3.1 to 3.5) - Yellow through Green to
Purple - indicate increasing vegetation vigour. The legend of colour bars and the vegetation index
values are provided along with the vegetation index image. Water, clouds and snow have higher
reflectance in the visible region and consequently NDVI assumes negative values for these features.
Bare soil and rocks exhibit similar reflectance in both visible and near IR regions and the index
values are near zero. The NDVI values for vegetation generally range from 0.2 to 0.6, the higher
index values being associated with greater green leaf area and biomass.

Time composite NDVI images are generated for June, July, August, September, October, November
and December months separately for the agricultural area of the State. The NDVI image generated at
the end of each month is given in Fig.3.1 to 3.5.

3.1 Month wise status assessment:

June 2016:

The Karnataka State compared to a normal year (2010) NDVI values were lower due to deficit
rainfall. Deficit or Scanty rainfall in most of the districts of Karnataka resulted in lower Area
Favorable for Crop Sowing in June 2016.

Vegetation and moisture condition is good in south interior part while northern part have very poor
vegetation and moisture condition.

4. WATER BALANCE METHODOLOGY FOR MONITORING OF
DROUGHT PERIODS AND THEIR SEVERITIES DURING AGRICULTURAL
GROWING SEASON

The understanding of agricultural drought pattern requires not only analysis of rainfall
records but also adequacy of soil moisture patterns and deficiencies of the same during the crop
growing season of a particular year or between different years. It is more realistic to adopt a suitable
method of water budgeting and deal with the soil moisture available in a crop growing season.
Drought occurs when there is insufficient moisture in the root zone of the crop. Where direct
measurement of soil moisture and its determination are not possible, the concept of potential evapo-
transpiration and the water budgeting provide an indirect method for determining actual evapo-
transpiration (AE) and changes in soil moisture.

Moisture adequacy Index :

The ratio AE / PE expressed in percentage known as Moisture Adequacy Index (MAI) is a

useful index for scientific crop planning and drought monitoring. The systems analysis approach
using the distribution of Moisture Adequacy Index with in crop growing season would help in
determining optimum times for sowing, selection of suitable crop varieties and other cultural
operations for specific regions.

Decrease of MAI from 100% would indicate soil moisture stress conditions experienced by the
crops. Up to MAI value of 75%, there would be hardly any moisture stress. So period with MAI
>75% can be denoted as humid period. Many dry land crops would experience only slight moisture
stress even up to MAI of 50%. So period for which MAI is 50% or above is considered as
agricultural growing season. When MAI is between 25% and 50% crops would experience only
moderate drought conditions. So some of the drought resistant crops like Jowar, Ragi, Bajra, Minor
millets, Groundnut, Sunflower and Pulses etc., would be able to withstand such droughts for a
limited period. But when MAI becomes less than 25% severe drought would set in. The results of
moisture adequacy index studies at the end of the South-West Monsoon season are presented in the
figures 4.1.

The Salient findings are as follows :

At the end of September 2016, due to Normal rainfall over major parts of the state and the 16.5% of
the area is falling under moderate condition. and remaining 83.5% of the geographical area is
falling under normal agriculturally favorable condition

98
99
Aridity Index Anomaly :

The water deficiency or drought over a station is also estimated on the basis of the difference
between actual and normal values of aridity index in respect of the period concerned which is
generally called the anomaly of aridity index.

The results of aridity index anomaly studies at the end of the season is presented in fig. 4.2

The Salient findings are as follows :

At the end of September 2016, due to Normal rainfall over major parts of the state and the
17.4% of the area is falling under moderate to severe deficit condition. and remaining 88.6% of the
geographical area is falling under mild to Normal condition.

5. Major Reservoir levels in the state:

The position of reservoir levels from 23rd Standard week (01.06.2016) to 39th Standard week
(30.09.2016)- their respective maximum levels, previous year levels reservoir level during recent 10
years depicting maximum, minimum and average levels during particular standard weeks, difference
in RL compared to the 10 years average level and difference in RL compared to the previous year
level during the South-West Monsoon has been given in table no. 5.1 to 5.12

Hydel Generation Reservoirs:

Linganamakki, Supa and Varahi are the three main Hydel generation reservoirs of the state which
come under west coast basin. The state receives maximum rainfall in the catchments of these basins
and the annual rainfall is about 3000 to 4000 mm.

During the water year 2016, the levels in Linganamakki reservoir levels in most of the standard
weeks were lesser compared to the recent 15 years average levels. Maximum rise in reservoir level
of 11.10 feet was during 27th std week. The highest level of 1796.70 feet was reached during 39th
std. week against full reservoir level of 1819 feet. The level during the season was less by 12.00 feet
compared to the average level and more by 4.70 feet compared to previous year level.

In the Supa reservoir, levels in most of the standard weeks were higher compared to the recent 15
years average levels. Maximum rise in reservoir level of 11.58 feet was during 28th std. week. The
highest level of 1795.69 feet was reached during 39th std. week against full reservoir level of
1849.39 feet. The level during the season was less by 9.15 feet compared to the average level and
