SANITATION MANAGER

SMART Planning Information System

Introduction
CURE under its USAID supported ‘Technical Cell’ is building ‘Planning Information System’ to aid Urban Local Bodies
realize their goal under Swachh Bharat Mission. The information system helps take Smart and Intelligent decisions to locate
new public toilets and help allocate resources for their effective management. The system also helps optimization of
manpower for efficient solid waste management’ in an area. Sanitation Manager (abbreviated SANMAN) has a collection of
SMART Geospatial Tool providing automated solution for desired outputs. Once the task is decided for e.g. ‘which of the
urinals need investments?’ the respective tool/s are selected, and the spatial and the non-spatial data is fed into the
system. The system then assists to generates a range of maps on GIS platform that can be overlaid on each other to
enable administrators assess the current situation, shortfalls, future requirements and resources needed for improvements.

SANMAN has been piloted for East Delhi
Municipal Corporation (EDMC) to assist
the Corporation in planning,
implementation and monitoring of its
Sanitation Services.

their resources efficiently by planning collection
routes, connect toilets to sewerage systems,
link drains to outfalls and monitor service
delivery. The exercise helped EDMC perform
better than its counterparts in the recently held
Swachhta Sarvekshan too.

After successful implementation of SANMAN for


East Delhi, CURE is replicating the tool for
other cities that wish to plan their sanitation
services. These cities are Agra, Noida, North
MCD, Shamli, Ajmer, Dharamshala and in cities
of Odisha - Rourkela, Bhubaneswar and
Gopalpur.

Prospects of SANMAN
Apart from sanitation, SANMAN has a potential

other services handled by Urban Local Bodies,

delivery in areas, Spatial Evaluations for
education services and Infrastructure and
Human Resource Allocation. CURE will soon
develop the tools to be used by corporations
and undertake the above tasks alongside
sanitation planning. It also wishes to embed all
the non-spatial data available with the
corporations in to SANMAN and make it a
single tool for all planning and monitoring
purposes.
