II. Rationale

Nowadays, our country is facing different dilemma caused by natural disasters,


climate change and health problems such as COVID19 and epidemic from other countries,
from which beyond our control. As respond to this catastrophe, the Local Government Units
(LGUs) thru Republic Act No. 7160 otherwise known as the Local Government Code of
1991 are mandated to undertake the functions of providing immediate basic relief assistance
to the indigent families such as food and many more.
Upon poverty is increasing, together with the Local Government Unit we should help
indigent groups especially we are facing the pandemic, that’s why they make the “CASH
FOR WORK” in order to help those who belong to indigent families.

The Local Government Unit of Bantay, Ilocos Sur in coordination with the
Municipal Social Welfare and Development Office and Municipal Environment and Natural
Resources Office, would like to conduct a Tree Planting Program, Drainage Canal and
Community Cleaning through Cash for Work. Hence, this proposal.

III. Project Description

Cash for Work is a short term intervention to provide temporary employment to


displaced and unemployed individuals by participating the activities in their communities or
barangays. The Cash for Work will provide temporary employment to our thirty (30)
beneficiaries including those families who are categorized as low- income earners.

The purpose of the activity is to help indigent families to solve their immediate
problems. And the main goal of this program is to provide financial assistance to the indigent
families in order for them to have a time to buy such as basic needs. On the other hand, as
part of that said program, the Barangay Health Worker initiated the project “Cash for Work”
for Tree Planting Program, Drainage Canal and Community Cleaning. The beneficiaries
target two (2) weeks to ensure the successful implementation of the project.

The program will be in form of Tree Planting Program, Drainage Canal and
Community Cleaning. The program will run for two (2) weeks. The program will be
monitored by the Municipal Social Welfare and Development Office from the start until the
conduct of the program be fully executed.

And the main objectives of this program are to provide temporary employment to
farm workers/laborers and especially those families under the low income earners category or
indigent families and to encourage community preparation in implementing a community
defined project.
