SUMMARY OF REPUBLIC ACT 9163 - STUDY GUIDE NO. 2
In 1935, NSTP started with the passage of Commonwealth Act No. 1, also
known as the National Defense Act, under the presidency of President Manuel
Quezon. This act provides the National Defense of the Philippines, penalizing
certain violations, appropriating funds, and other purposes. On August 8, 1980,
Commonwealth Act No. 1 was revised to give existence to Presidential Decree
No. 1706, known as the National Service Law. This law mandates compulsory
national service to all citizens of the country. It is composed of three main
component programs, which are the Civic Welfare Service (CWS), Law
Enforcement Service (LES), and Military Service. In the years 1986-1887, the
National Service Law, except for the provisions of military service, was
suspended by Presidential Memorandum Order No. 1 by President Corazon
Aquino. The National Service Law became Basic Reserve Officer Training Corps
or ROTC. In 1991, the Implementing Rules and Regulations of Republic Act 7077
was enacted. On January 23. 2002, the Republic Act 9163, or the National
Service Training Program (NSTP), took effect from the school year 2002 to 2003.
According to Section 12 of Republic Act 9163 (NSTP Act of 2001), the
Commission on Higher Education (CHED), Technical Education and Skills
Development Authority (TESDA), Department of National Defense (DND),
Philippine Association of State Universities and Colleges (PASUC), and Council
of Private Education Association of the Philippines (COCOPEA) are institutions
that jointly issued the implementing rules and regulations to implement the
provisions of this act.
On the other hand, the three components of the National Service Training
Program were also discussed in the video. These components include the
Reserve Officers Training Service (ROTC), Literacy Training Service (LTS), and
Civic Welfare Training Service (CWTS), and every component has its own duties
and responsibilities. The ROTC is assigned to give military training to tertiary
students, LTS is to train students to become teachers of literacy and numeracy
skills, and CWTS is contributory to general welfare and betterment of life for the
enhancement of its vicinity.
