PROPOSED PROMOTION POLICY

JANUARY 2023
PROMOTION POLICY
➢ Mandatory deployment tenure, qualification and on Job training are pre-
requisites for promotion to next rank / BPS

➢ Promotion for BPS-19, 20 and GM slot will be through selection board.


Only three boards shall be held for promotion to BPS- 19 & 20 and only
one board for slot of GM

➢ Promotion be made irrespective of availability of seats. Till then


additional change (Name) will be given

➢ TSU will be abandoned for BPS-17 & above

➢ Female officers shall also fulfill criteria for promotion to next rank or
render certificate for not claiming promotion
GREY AREAS

➢ No HR Planning

➢ Unjustifiable length of services

➢ Promotions are related to vacant positions

➢ Poor Performance Evaluation Mechanism – Hard to distinguish


between Performers & Non-performers

➢ Vigilance Report – Employee deprived of defense opportunity

➢ Prolonged Inquiries without time duration

➢ Effect of penalty – employee score deduction in every promotion
