AWARDS AND INCENTIVE FOR
SERVICE EXCELLENCE (PRAISE)
1. Section 32, Book V of the Administrative Code of
1987 (Executive Order No. 292, s. 1987);
2. CSC Memorandum Circular No. 01, s. 2001,
“Program on Awards and Incentives for Service
Excellence (PRAISE)”;
3. CSC Resolution No. 010112 dated 10 January
2001, “Revised Policies on Employees Suggestions
and Incentive Awards Systems (ESIAS)”; and
4. PVAO Program on Awards and Incentives for
Service Excellence s. 2001.
II. OBJECTIVES:
1. General

To encourage, recognize and reward PVAO


officials and employees, individually and in
groups, for their outstanding
accomplishments/performance demonstrated
through concrete contributions such as
innovative ideas, suggestions or inventions;
exemplary ethical behavior; heroic acts or
services; or long and dedicated service with the
agency.
III. SCOPE

The Rewards and Recognition System


shall apply to all career positions in the
first, second, and third level in the
agency. It may also include non-career
positions.

5.1 NATIONAL AWARDS

5.1.1 Presidential or Lingkod Bayan Award -


conferred on an individual for consistent,
dedicated performance exemplifying the best in
any profession or occupation resulting in the
successful implementation of an idea or
performance, which is of significant effect to the
public or principally affects national interest,
security and patrimony.

5.1 NATIONAL AWARDS

5.1.2 Outstanding Public Official/Employee or


Dangal ng Bayan Award - granted to any public
official or employee in government who has
demonstrated exemplary service and conduct
on the basis of his or her observance of one of
more of the eight (8) norms of behavior
described under RA No. 6713 or the Code of
Conduct and Ethical Standards for Government
Officials and Employees.

5.1 NATIONAL AWARDS

5.1.3 Civil Service Commission or the


PAGASA Award - conferred on a group of
individuals or team who has demonstrated
outstanding teamwork and cooperation, which
resulted in the successful achievement of its
goal or has greatly improved public service
delivery, economy in operation, improved
working conditions or otherwise benefited the
government in many other ways.

5.2 AGENCY AWARDS

The agency shall develop and initiate


the search for deserving employees
who may be included in the
screening of candidates for awards to
be given such as:

5.1.6 Gawad ng Katangi-tanging


Pinuno - an award given to a
Division Chief or Head of an
organizational unit who has shown
exemplary leadership and
outstanding achievements in one’s
area of responsibility.

5.1.1Exemplary/Model Supervisor Award -
granted to an individual or individuals
who excelled among in a functional
group, position or profession. A cash
award of not less than the amount
provided under relevant existing laws
shall be given to outstanding employees
plus a plaque/certificate of recognition or
other forms of incentives as the
committee may decide.

5.2 AGENCY AWARDS
5.1.2 Exemplary/Model Employee Award -
granted to an individual or individuals who
excelled among in a functional group, position
or profession. A cash award of not less than the
amount provided under relevant existing laws
shall be given to outstanding employees plus a
plaque/certificate of recognition or other forms
of incentives as the committee may decide, e.g.
Model Division Supervisor, Model Division
Employee, Best Secretary, Best Legal Officer,
Best Utility Worker and other similar awards.

5.1.3 Dangal ng PVAO Award (Exemplary
Behavior Award) -
This award shall be given to employees who have
demonstrated any of the eight norms of
behavior under RA 6713:

- Commitment to Public Interest

5.1.4 Perfect Attendance Award

This award shall be given to employees who have


completed the required 40 hours work week,
have not been tardy nor incurred any
undertime; and have not incurred unauthorized
leave of absence except privilege leave provided
under CSC MC 6, s. 1996, MC 8, s. 2004 (Solo
Parent Act), forced leave, paternity leave or
compensatory time off for a period of one year.

5.1.5 Gantimpala Agad Award - given
outright to employees commended by clients
for their courtesy, promptness, efficiency and
dedication to duty.

5.1.6 Best/Better Organizational Unit


Award - granted to the top organizational units
on the basis of meeting organization’s
performance targets and other determined
criteria regarding the grant of the Performance
Based Bonus.

5.1.7 Best FSEO Award - granted to the top
FSEO on the basis of meeting organization’s
performance targets and other determined
criteria.

5.1.8 Best Shrine Unit Award - granted to


the top Shrine Unit on the basis of meeting
organization’s performance targets and other
determined criteria.

5.1.9 Cost Economy Measure Award -
granted to an employee or team whose
contributions such as ideas, suggestions,
inventions, discoveries or performance of
functions result in savings in terms of manhours
and cost or otherwise benefit the agency and
government as a whole. The monetary award
shall not exceed 20% of the monetary savings
generated from the contribution.

5.3 TYPES OF INCENTIVES

5.3.1 LOYALTY INCENTIVE


An incentive granted to an employee who has
continuously and satisfactorily served the PVAO
for at least ten (10) years. He/she must not also
have been imposed a penalty of suspension
during the period of the grant.

5.3.3 CAREER DEVELOPMENT INCENTIVE

An incentive given to employees who excelled in


their field of study.

Academic Achievement Incentive

An incentive given to employees who completed


Doctoral, Master’s or Bachelor’s Degree at their
own expense and time shall be granted the
incentive.

5.3.3 CAREER DEVELOPMENT INCENTIVE

a. Academic Achievement Incentive


The employees must have served the PVAO for a
period of not less than two (2) years and have
obtained at least satisfactory performance
rating for two (2) rating periods immediately
prior to the completion of the degree.

Employees who complete the degree shall receive


Php10,000.00.

5.3.3 CAREER DEVELOPMENT INCENTIVE
Performance in Licensure Examination Incentive

An incentive given to employees who passed the


Bar or Board Examinations.

The employee must have been in the PVAO for at


least two (2) years holding plantilla position.
The employee must have obtained Very
Satisfactory performance rating or its equivalent
for the last two (2) rating periods in the PVAO
prior to conferment of incentive.

5.4 LENGTH OF SERVICE INCENTIVE - given to


an employee who has rendered at least three
(3) years of continuous satisfactory service in
the same position. The cash award shall be
incorporated in the salary adjustments following
the Joint CSC-DBM Circular No. 1, s 1990.

5.5 Performance Based Bonus (PBB)/Productivity
Enhancement Incentive (PEI) - The Performance
Based Incentive System (PBIS) consisting of the
Productivity Enhancement Incentive (PEI) and the
Performance-Based Bonus (PBB) which were
authorized under EO No. 80 s. 2012 and EO No. 201,
s. 2016 will continue to be an integrated scheme of
rewarding exemplary performance in government
through the grant of incentives linked with actual
performance and in recognition of employees who
play a greater role and carry a heavier responsibility
in attaining performance targets and delivering
results.

INCENTIVES

6.1 Compensatory Time-Off - granted to an


employee who has worked beyond his regular office
hours on a project without overtime pay.

6.2 Flexiplace - work assignment allowed for


qualified employee/s who has demonstrated
responsibility, initiative and capacity to produce
output/result and accomplishment outside of the
workplace subject to established guidelines.

6.3 “Salu-Salo” Together - meal hosted by
superiors or supervisors for employees who have
made significant contributions.

6.4 Personal Growth Opportunities - incentives


which may be in the form of attendance in
conferences on official business, membership in
professional organizations, books, journal, tapes,
travel packages and other learning opportunities.
