Subject:
Letter dated November 11, 2022 from Hon. Judy Chin-Amante, City Mayor, this City, addressed
to the Honorable Members of the Sangguniang Panlungsod, thru Hon. Rey G. Jamboy, City Vice
Mayor, requesting this August Body to pass a resolution authorizing to sign the Memorandum of
Agreement with the Caraga State University (CSU), represented by Dr. Rolyn C. Daguil,
President, pertaining the Dali Anna ang Gidahom nga Katawhanong Opportunidad sa Turismo
(DAGKOT) Program, a collaboration of CSU and the City Government of Cabadbaran which
aimed to establish Tourism Industry Sustainability and to provide tourism-related data through
research process that would help in the planning and operation of tourism activities in the City,
for appropriate action.
Action Taken:
The Committee On Education had conducted a committee meeting on January 24, 2023 at
2:00 PM, Conference Room , 2nd Floor, SP Building, Cabadbaran City to discuss the above
subject with the attendance of the following:
Findings:
The Committee finds that Dali Anna ang Gidahom nga Katawhanong Opportunidad sa Turismo
(DAGKOT) program aims to establish tourism industry sustainability and to provide tourism-
related data through research process that would help in the planning and operation of the
tourism activity in and for the City of Cabadbaran. The Memorandum of Agreement (MOA)
relates to the willingness of the Caraga State University (CSU), as first party, to collaborate in
the Local Government Unit (LGU) to establish an academe-community linkage through its
Research and Extension Program under Dali Anna ang Gidahom nga Katawhanong
Opportunidad sa Turismo (DAGKOT) Program.
The City Tourism, Culture and the Arts Office (CTCAO) has an available budget of 250,000.00
pesos to support this program that is projected to start this year, 2023. The specific projects
under this program will be based on the Tourism Master Planning Workshop to cultivate and to
enhance the skills of our tourism industry workers and to also improve the services of our
tourism establishments. Program assessment will be conducted in order to determine its
effectiveness and productivity.
Recommendation:
In view of the above findings, the committee hereby recommends for the adoption of this
Committee Report No. 2022-002. The committee also submits a resolution authorizing the City
Mayor to sign the Memorandum of Agreement.

WHEREAS, presented for consideration is the letter dated November 11, 2022 from Hon. Judy
Chin-Amante, City Mayor, this City, addressed to the Honorable Members of the Sangguniang
Panlungsod, thru Hon. Rey G. Jamboy, City Vice Mayor, requesting this August Body to pass a
resolution authorizing to sign the Memorandum of Agreement with the Caraga State University
(CSU), represented by Dr. Rolyn C. Daguil, President, pertaining to the Dali Anna ang Gidahom
nga Katawhanong Opportunidad sa Turismo (DAGKOT) Program, a collaboration of CSU and the
City Government of Cabadbaran which aimed to establish Tourism Industry Sustainability and to
provide tourism-related data through research process that would help in the planning and
operation of tourism activities in the City;
WHEREAS, the program aims to establish sustainable livelihood projects for the Tourism
Industry Workers and residents of the City of Cabadbaran through research programs and
enhancement trainings;
WHEREAS, the Local Government Unit (LGU) and Caraga State University (CSU) will cooperate
and participate to support the research and training activities of the program, will communicate
in regards to the success or barriers on the improvement of the program and will check and
review the status of the projects related to the program.
NOW THERFORE
RESOLVED FURTHER, to transmit copies of this Resolution to Hon. Judy Chin-Amante, City
Mayor, this city, and to Caraga State University (CSU), represented by Dr. Rolyn C. Daguil,
President, for their information and appropriate action.
