REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING FOR SOFTWARE DEVELOPMENT AND INTEGRATION SERVICES–


FIRMS SELECTION) COUNTRY- ETHIOPIA

NAME OF PROJECT- National ID Program under the Office of the Prime Minister
Assignment Title: For the development and integration of applications software for the Ethiopian
National ID Program

1. Introduction
Ethiopia is working to digitize its economy by 2025 through a digital transformation strategy. One of
the four pillars of the digital transformation strategy is digital identification (ID) for all citizens and
residents. NIDP intends to issue Digital IDs to over 70 million citizens and residents in Ethiopia by the
end of 2025. Ethiopia has therefore started a national ID initiative, as part of this initiative, Ethiopia
National ID Program is looking for an IT firm to help it create additional systems that are totally
necessary for the strategy's success. Embracing uncertainty is necessary to enable innovation.

2. Objectives - The objective of this is to hire a competitive firm that can:

● Understand and model NID’s business requirement


● Develop and integrate expected products with Fayda IDMS
● Provide required human resource
● Conduct end-user training for NID staff
● Provide support and maintenance for the developed systems

3. Scope of Work

The foundational ID platform for the national ID program is named Fayda, and it is interoperable with
different biometric devices and other ID ecosystem products. Fayda is a foundation for important
government and private services in Ethiopia. In order to improve and expand the system's capabilities,
further software modules or systems must be developed for this platform.

The systems identified for development are as follows:

3.1 Registration Data Validator System: - The registration data validator system has a backend stage
that will be integrated with the core Fayda IDMS platform and front-end portal that is accessible via
the NID VPN. The system provides demographic, biometrics, the document attached, and other
relevant detailed information on each registration data for further evaluation of the registration data
by the back-office supervisors.

3.2 VeriFayda: - is an authentication tool, both in the form of a website and native mobile application,

that uses public-private key cryptography. It allows Relying parties to verify the authenticity of
credentials issued by National ID.

3.3 TSP/Relying Party Management System: - A trusted Service Provider (TSP) provides the
authentication services of Fayda to the relying parties. These are basic authentication, electronic
Know Your Customer(e-KYC), and token seeding. TSP management system enables onboarding of
these authentication service providers and manages authentication transactions per service provider.
3.4 Manual Adjudication System: - In order to decrease false positives (matching) of ABIS results,
the core platform needs human intervention. Whenever there are matches Fayda IDMS will forward
them to Manual Adjudication, then adjudicators can investigate the details of the match and mark it
as duplicate or not duplicate.
3.5 Enrollment Operation Management System: - The Enrollment Operation Management system
needs to manage activities related to the overall NID registration ecosystem including onboarding
enrollment agents, removing/deactivating agents, and related activities.
4. Main Activities: - Fully understand the technical details, modules, components, features, and
deployment environment of the Fayda IDMS platform and implement required systems.
● Customize the core platform or other systems of the Fayda IDMS.
● Understand the business requirement of the to-be-developed systems.
● Develop and integrate the above systems with the Fayda IDMS.
● Provide training for technical personnel and system administrators for NID staff.
● Provide technical assistance for system administrators and users
● Provide troubleshooting, maintenance, and support service
● Prepare user manuals and training documentation
5. Deliverables: -
● Systems requirement and design documents
● All developed modules with source code
● End users and administrators’ manual document
● All systems must not require a license and should follow open standards.
● All systems must comply with Fayda API security requirements.
● All systems development should follow microservice architecture (cloud native)

6. Project Cost: - The overall cost of the project will be determined by the scope of the project/work.
The Firm is responsible to cover all types of costs. These include: all software configuration,
training, business requirement related, third-party tools & maintenance and support, required
experts’ deployment… etc
7. Project management: - The firm is expected to have established project management processes
for dealing with quality problems, scope/ schedule variances, project risks, and issues arising from
stakeholders.

8. Reporting: - The firm should report the status of the project office to the National ID Program
for every milestone throughout the lifetime of the project.

9. Project Duration: - The support is expected to be provided for one year starting from the project
sign of date.
Minimum Short-Listing Criteria

● Expertise experience in software development for a minimum of 8 years.


● Expertise Having background and exposure to the digital identity ecosystem MOSIP is a plus
● Expertise with Conceptual and practical experience in deploying and customizing MOSIP is a
plus
● Demonstrated knowledge of integrating a central identification platform with Biometric
Systems such as Biometric SDK and ABIS technology
● Demonstrated knowledge of cloud-native software applications using technologies like docker,
Kubernetes, open shift, etc.
● Expertise with Virtualization technology system administration such as Hyper-V, KVM
and other Hypervisors.
● Expertise in project management and digital identity is a plus.
