BACKGROUND:
Upon announcement of Councilmember Ana Sandoval that she would be stepping down from
her role as Councilmember for City Council District 7, effective January 29, 2023, the Office of
the City Clerk opened the application process to temporarily fill the vacancy in accordance with
Section 2-36 of the City Code by posting the notice on the City’s website on January 26, 2023.
Notices in the Legal Section of the San Antonio Express News were published on Sunday,
February 12, 2023 and Sunday, February 19, 2023.
Deadline for submission of required application documents was Friday, February 24, 2023 at
noon. The full packet required for application included the completed Application, Letter of
Interest, Resume, Financial Disclosure Report and FDR Addendum.
At the March 1, 2023 B Session Meeting, City Council will review the applications and select up
to three of the applicants to be interviewed on March 2, 2023. Applicants will be offered 3
minutes to make a statement regarding why they are the best candidate to serve.
Council will vote on the candidates and select an Interim Councilmember for District 7, and the
appointee will take office upon swearing-in, anticipated to be March 2, 2023.
The appointee will serve until the expiration of the unexpired term of office on May 31, 2023.
ISSUE:
Included in this packet for Council consideration are redacted versions of the completed
Application, Letter of Interest, and Resume for all applicants who met the filing deadline and
were deemed eligible by my office. FDRs are available upon request.

SUBJECT:
Consideration of applicants and selection of candidates to interview to fill the City Council District 7
office for the remainder of the unexpired term.
SUMMARY:
On January 17, 2023, Councilmember Ana Sandoval announced her resignation from the City
Council of the City of San Antonio to assume new employment beginning January 30, 2023,
creating a vacancy in the District 7 office. On January 26, 2023, the City Council initiated the
process as provided by Section 2-36 of the City Code to select a councilmember for the City Council
District 7 office.
BACKGROUND INFORMATION:
On January 17, 2023, Councilmember Ana Sandoval announced her resignation from the City
Council of the City of San Antonio to assume new employment beginning January 30, 2023.
On January 26, 2023, the City Council initiated the process as provided by Section 2-36 of the City
Code to select a councilmember for the City Council District 7 office. On February 13, 2023 at 8:30
a.m., the Office of the City Clerk began accepting applications for a temporary councilmember to fill
the vacancy for the City Council District 7. The deadline to submit an application and all required
documents is Friday, February 24 by 12:00 p.m.
On March 1, 2023, the City Council will consider the applications received by the City Clerk and
may select candidates to interview to temporarily fill the City Council District 7 office.
On March 2, 2023, the Mayor and City Council may interview the selected candidates and select a
councilmember for the City Council District 7 office for the remainder of the unexpired term.

ISSUE:
The District 7 vacancy is being filled in accordance with the provisions outlined in Section 8 of the
City Charter and Section 2-36 of the City Code which states that the Mayor and Council may appoint
a person to serve as a Councilmember on a temporary basis.

FISCAL IMPACT:
None.
RECOMMENDATION:
The City Clerk recommends City Council select candidates to interview on Thursday, March 2, 2023
at 9:00 am to temporarily fill the City Council District 7 office.
