UNIT 5: Ecuadorian Economy
TOPIC 24: Human Development In Ecuador
To discuss the concept of "development" in contrast to Good Living,
SKILL: from an integral perspective that includes nature, humanity and
sustainability.

A NEW CONCEPTION OF DEVELOPMENT

Until the thirties of the twentieth century, this was called PROGRESS, but then the concept
of development began to be used as a synonym of well-being and wealth. In 1990, the
United Nations published its first global report on HUMAN DEVELOPMENT causing a
historic change in this conception.
HUMAN DEVELOPMENT - CONCEPT:

According to the United Nations:

▪ Human Development not only economic growth but also
means empowerment of people, attention to basic needs, and the
provision of social protection networks, political and cultural
freedoms and other aspects of people's lives.

According to human development, etc. has three essential components:

✓ EQUITY: Sense of equal opportunities for all:
✓ SUSTAINABILITY: So that the new generations have the same welfare as the
current ones.
✓ PRODUCTIVITY: What it means to promote a favorable environment so that
people can develop their potential.
✓ EMPOWERMENT: Understanding that development must always have the
participation of people.
HUMAN DEVELOPMENT IN ECUADOR:
Inequity, the persistence of poverty, unemployment, underemployment and economic
informality have allowed a complete human development. That is why it is necessary to
direct public policies and international resources for development, the fruits of economic
growth and technological progress towards the eradication of poverty, social inequality and
guarantee of sustainability.

FUTURE PERSPECTIVES:
There are three basic guidelines that the State should undertake for human development:
✓ STRENGTHENING OF HUMAN CAPITAL in the fields of education, nutrition,
health and infrastructure.
✓ PROMOTION OF PRODUCTIVE EMPLOYMENT: In order to take advantage
of the potential of small, medium enterprises for productive and social generation,
such as the production of food, tourism and environmental services.
✓ SEARCH FOR EQUITY AS AN EXPLICIT OBJECTIVE OF SOCIAL
POLICIES, which also includes access to information.
