Solon urges govt and private sector to support PNRC fund drive
A lawmaker today urged the various government institutions and the private sector to participate in the fund drives of the Philippine National Red Cross to produce additional revenues for the agency. House Bill 4874, authored by Rep. Erico Aumentado (2nd District, Bohol), mandates all government institutions for purposes of solicitation to provide financial support to the fund drive of the PNRC. Aumentado said these fund raising campaigns shall be conducted independently of other fund drives and service needs. Given the various functions of the PNRC, there is an imperative need to ensure the availability of funds to support the institutions purposes and humanitarian goals, Aumentado said. The bill seeks to amend Republic Act 10072 otherwise known as the Philippine Red Cross Act of 2009. Aumentado said RA 10072 recognized the PNRC as the voluntary, independent and autonomous nongovernmental society auxiliary to the authorities of the Republic of the Philippines in the humanitarian field. RA 10072 mandates PNRC to assist authorities in discharging the obligations set forth in the Geneva Conventions and the Statutes of the International Red Cross and Red Crescent Movement, Aumentado said. Aumentado said the organization is tasked to cooperate with public authorities in the prevention of disease, the promotion of health and the mitigation of human suffering by their own programs in such fields as education, health and social welfare, for the benefit of the community. Aumentado said the PNRC is directed to act in matters of voluntary relief and of communication between the people of the country and the armed forces, in time of peace and in time of armed conflict, and to act in such matters between similar national societies of their countries and the governments and the people and the Armed Forces of the Republic of the Philippines. The Philippine Red Cross shall establish and maintain a system of national and international relief in time of peace and in time of armed conflict and apply the same in meeting emergency needs caused by typhoons, floods, fires, earthquakes, and other natural or man-made disasters, and to devise and carry on measures for alleviating the suffering caused by such disasters, Aumentado said. Aumentado said the PNRC shall devise and promote such other services in time of peace and armed conflict as maybe found desirable in improving the health, safety and welfare of the Filipino people and of all peoples in general and devise such means as to make every citizen and/or resident of the country as a member of the PNRC.
