2. What are the changes in the Philippine Educational System under each administration?

o 1976 - Realignment of educational system towards the manpower requirements of

development, upgrading of quality education, and full democratization of educational
opportunity begun.

o 1978 - Programs that go well beyond classroom training to provide skills training to out-of-
youth and to adults were being instituted.

o Scholarships have been strengthened to support vocational and technical schools, schools
for adult education, in barrio high schools, and in manpower training services. This is to
answer the manpower needs of development and employment opportunities.

o 1980 - Every year there is an increase in the number of enrolled pupils/students. This is
because it is not only that the administration gives free elementary and secondary
education, but also grants educational benefits to state institutions.

o 1981 - Intensified efforts were provided to further improve the quality of education through
conversion of public high schools into technical, vocational and technological or agricultural
high schools.

o Provision for a free subsidized education has periodically stretched upward to higher levels
of schooling.

o State facilities have been vastly expanded, and attention has been given to the development
of more agricultural universities.
