During conception, for the first six week of prenatal growth, the male and female embryos look identical, how ever, if a Y chromosomes is present, the embryo start to develop testes and provide testosterone. This stimulate the growth of the male reproductive organ which are the penis and other male structure. In the absence of testosterone, how ever, the embryo develops female reproductive organs, hence you can conclude the nature primary impulse is to create female in there would only be a difference when testosterone is present.
