CASE STUDY OF CLAS IN PERU: OPPORTUNITY AND EMPOWERMENT IN HEALTH EQUITY
It is rare to see a Shared Administration Program implemented in the world. As a result of a

private-public contract, Peru, a Latin American country, demonstrated the importance of and

effectiveness of people working together for the community through the local government

Ministry of Health (MOH) and a private non-profit Comunidad Local de Administration de

Salud (CLAS) (Altobelli, 2008).

Vision of project:

The purpose of this program is to demonstrate the importance and effectiveness of people

working together for the community and empowering each member individually to take part in

solving the community's health problems.

Community empowerment: By empowering local communities, health disparities can be

reduced, and better health outcomes can be achieved. People will have the best chance of

developing sustainable solutions if they are involved in identifying and defining their health

problems (Thompson et al., 2016).

Collaboration decision-making: Health disparities can be reduced or eliminated through

community empowerment (Thompson et al., 2016). Social determinants of health or SDH create

barriers to health services. In a Social determinant of health, individuals are assessed for their

cultural, economic, and social differences within the community. As a result of social

participation in these services, the quality of the services is improved, equity is strengthened, and

the impact on health is improved.

Strategies: Empowering communities and involving them in managing public resources can lead

to the successful implementation of sustainable programs.
