The diplomatic service is a particular type of public service that differs from other types of
public service in its specificity. It is not possible to define the specificity of the diplomatic
service without understanding what diplomacy itself is. The concepts of foreign policy,
diplomacy, diplomatic service and diplomat are used time and again in examining international
life. Often these concepts are seen as absolutely identical and without distinction. The word
"diplomacy" is especially often used with a variety of meanings, sometimes far removed from
the real meaning of the word. A prominent English diplomat points out that "in colloquial
language, the word 'diplomacy' is used to mean a number of very different things. Sometimes it
is used synonymously with foreign policy.... At other times it refers to negotiation.... The word
also serves to name the procedure and apparatus by which negotiations are conducted. It is also
used to refer to the foreign part of the Foreign Office.... Finally, this unfortunate word denotes a
special ability, which manifests itself in dexterity in the good sense, when negotiating
internationally, and in the bad sense, in cunning in such matters". For all the intertwining of
these concepts, each has its own particular meaning. However, none of these meanings reveals
the concept of diplomacy.
