RESOLUTION NO. 2021-01

A RESOLUTION REQUIRING ALL BARANGAYS OF CALBAYOG CITY TO ATTACH

CERTIFICATION FROM THE OFFICE OF THE LIGA NG MGA BARANGAY PRESIDENT
IN THE ENCASHMENT AND DEPOSIT OF THEIR RESPECTIVE CHECK BEFORE THE
LAND BANK OF THE PHILIPPINES, CALBAYOG BRANCH

WHEREAS, in lieu of Accountant’s Advice, a Punong Barangay Certificate (PBC) is

required for the encashment or deposit of Barangay Check before the Land Bank of the
Philippines, pre-checking by the City Accounting Office if the transaction is in accordance to
accounting and auditing rules and regulation is no longer required;
WHEREAS, some barangays abused this set-up by:
1. Disbursing barangay funds even without the approved Annual
Appropriation (Annual Budget);
2. Disbursement without proper documentation and supporting documents;
3. Disbursement beyond what is appropriated.
WHEREAS, some barangays are not submitting the required reports and pertinent
documents to concerned government agencies/department;
WHEREAS, during the Liga ng mga Barangay Meeting last June 9, 2021, the
members appealed for some interventions from the Department of the Interior and Local
Government (DILG) regarding this matter;
WHEREAS, to ensure that barangays will exercise Good Financial Housekeeping
and Good Governance, the Liga ng mga Barangay – Calbayog City Chapter and DILG
decided that aside from the Punong Barangay Certificate (PBC), a Certificate from the LNB
President must be a requirement before they can transact at Land Bank of the Philippines,
Calbayog Branch;
NOW THEREFORE, on joint motion of the Liga ng mga Barangay members,
RESOLVE AS IT HEREBY RESOLVED to require all barangays of this city to attach a
Certification from the Office of the Liga ng mga Barangay President before they can transact
business to the Land Bank of the Philippines, Calbayog Branch.
RESOLVED FURTHER, to furnish copy of this resolution to DILG Calbayog City,
Land Bank of the Philippines Calbayog Branch and all Punong Barangays.
