1.0 Introduction
MICRENCH GLOBAL RESOURCES is a 100% wholly owned Nigerian indigenous company with
its head office and operations base at 106 Old Aba Road, Port Harcourt. The company is
engaged in Facility Maintenance, Dredging, Well sweeping, Construction, Offshore and
Onshore Installation and oilfield-related activities and we are committed by virtue of the
guiding philosophy and as such we fully understand and appreciate the importance of Nigerian
indigenous capacity building and developmental efforts of the Government and as such the
issue of Local Content is given the due attention it deserves in all our contracting obligations.
The implementation of Nigerian Content is therefore monitored at the highest level of the
management of our organization to ensure the desired dividend and objective is achieved.
Our measurement of Local Content shall be based on a combination of parameters that take
into consideration the Turn Over resulting from our Maintenance activities, our manpower/
human resource spread (local community/Nigerian vs. foreign nationals), the amount of
involvement and local commerce generated as a direct consequence of our activities, the
result of which shall be made manifest via the degree of social stability induced in our
environment as a direct outcome of our activities.
In the project implementation, MICRENCH GLOBAL will utilize the existing fabrication
facilities, onshore equipment, offices and fleet of marine barges and vessels owned and
operated MICRENCH GLOBAL RESOURCES.
Our organisation currently has well experienced personnel in its employment with over 98%
Nigerians and has indeed made substantial investment and commitment required to enable a
Nigerian indigenous owned company to successfully compete for and execute major projects
utilizing its own resources.
Based on our past experience(which was acquired from Trans-Coastal Group and Seaweld
Engineering (Nigeria) Limited), and recognizing the importance of indigenous development,
our organization have made substantial investment towards building up of infrastructures and
construction resources with over US$800 million dollars in assets within Nigeria as part of our
developmental process.
All aspect of this project (engineering, procurement, fabrication etc.) shall be carried out in
Nigeria

I. Training
It is the policy of MICRENCH GLOBAL RESOURCES to maintain the availability of trained staff.
We have training facility located at our Head Office at 106 OLD ABA ROAD, Port Harcourt, and
Rivers State, Nigeria.
The training facilities consist of a lecture room with 25 seats furnished with air-conditioning
units, slide projectors, video / TV screen.
The skills and qualification of inspection personnel are further upgraded by sending the
inspectors to inspection course and subsequent examination scheme given by Authorized
Certifying bodies such as; ASNT, CSWIP, ASME,NACE,SSPC,API and AWS.
MICRENCH GLOBAL in line with the Nigerian Content Requirement is having an Agreement
with OGTAN Trainer who will be responsible for coordination of the training activities during
execution of the DREDGING WORKS IN THE NIGER DELTA (CAPITAL AND
MAINTENANCE DREDGING) CONTRACT
The experienced Training Coordinator will be engaged to coordinate the program and be
responsible for its planning and execution. The Training Coordinator will deal directly
with COMPANY in all aspects of the program including reviews, approvals and performance
reporting. Main responsibilities include:
The Project Management Team (PMT) Office shall be located in Nigeria at MICRENCH GLOBAL
NIG building located at 106 OLD ABA ROAD, Port Harcourt Industrial Layout, Port Harcourt,
and Rivers State.
All Project Management activities shall be carried out in this location. Nigerian Nationals shall
be actively invloved in the management of this project.
Health, Safety and Environment issues are at the centre of all MICRENCH GLOBAL work.
MICRENCH GLOBAL is also committed to the implementation of Quality Assurance and Quality
Managemet in all aspects of project execution.
Contracts undertaken by MICRENCH GLOBAL are managed on a project oriented basis. The
main features of the company’s management approach are as follows:
2. The Project Manager has the responsibility and authority to undertake all actions
necessary to ensure that the stated objectives are met.
3. The resources to undertake the project are provided by the various Divisional
Managers. The Project Manager notifies his requirements (for personnel,
equipment, production capacity, etc) to the Divisional Managers, who have the
directive to satisfy project requirements.
4. Once the resources have been provided, they are under the full control of the
project manager, and may not be released from the project without his permission.
Should these resources not be provided from within the company, the Project
Manager is empowered to source them externally
a. Procurement
MICRENCH GLOBAL will carry out the procurement and material controls in line with of
this Contract MICRENCH GLOBAL will engage Company elected vendors to procure and
supply all materials for the project except Company provided items.
MICRENCH GLOBAL shall receive the free-Issued materials from the company after
due inspectionand will ensure they are properly handled, stored and preserved in
accordance with the manufacturer’s instructions and company specifications.
MICRENCH GLOBAL shall ensure that the schedule for procurement as per the contract
scope is developed in line with the project schedule. MICRENCH GLOBAL shall also
ensure that all free issued materials supplied by Company conform to specification and
project schedule to enhance smooth project execution.
MICRENCH GLOBAL shall procure consumable materials and equipment for the
installation to the correct specification, quantity, quality and price and timely delivery
to work site. It places demand on skill and expertise of all procurement activities.
The detailed materials procurement procedure for the project describes the activities
and requirement for the procurement of materials, equipment and services. It covers
the procedure for controlling requisitions, selection and evaluation of vendor /
subcontractors, and expediting activities.
MICRENCH GLOBAL recognises that early procurement of goods is a crucial element to
the overall success of the project.
The content and compilation of all enquiry requisitions shall be the responsibility of
the requisitioner, either the procurement officer or Discipline Engineer. The enquiry
packages shall be analyzed and a bidder list compiled and approved based on
technical, commercial, delivery and QA previous performance, as available. The list
must be endorsed by the Project Manager.
Materials take off for bulk items shall be prepared by the appropriate engineering
discipline. All materials and equipment shall be subjected to a criticality assessment
and a criticality rating index shall be produced, which determines the degree of quality
surveillance to be applied to a specific scope of supply.
A quality questionnaire shall be included within all enquiry packages issued to new
supplier to assess the maturity of the supplier’s quality system. All bids shall be
assessed commercially and technically against requirements specified and completed
quality questionnaires, short listed bidders may be invited for bid clarification meeting.
b. Materials Management.
The following describes the plan for materials management from receiving, inspection,
storage of Materials.
i. Receiving Inspection.
The P.O./ item No. shall be indicated in the Material Receiving Report (MRR) to enable
traceability to manufacturers test certificates, vendor documents and to the vendor/
supplier. The receiving inspection performed on incoming materials will confirm the
traceability of the identification markings on the material (such as P.O./item No, heat
number, batch number) to materials test certificates or to vendor documents.
ii. Storage.
The accepted materials shall bear “acceptance tags or stickers” or marked “accepted”
directly on the materials. The accepted materials shall be marked with MRR No. and
P.O./ item No. The rejected materials shall be segregated in delimited area and
positively identified to avoid inadvertent use for Dredging. The “rejected materials”
shall be painted with red stripe, marked with Non-Conformance Report (NCR) Number
and with P.O/ item No. The materials shall be stored in a manner that will prevent
corrosion and deterioration.

MICRENCH GLOBAL shall also ensure the utilisation of Nigerian resources (including

MICRENCH GLOBAL Plans to offer 100% Nigerian Constructionin her Fabrication Yards
at Plot 100 Rumuagholu Rupkoku Airport Road. Additionally we will utilize an
indigenous sub-contractor as a clearing agents.
MICRENCH GLOBAL would be utilizing her marine resources available in Nigeria i.e.Lay
barge, Cargo barges, Supply boats & tugs which are already captured in the NOGIC
JQS Potral of Nigerian Content Development Management Board (NCDMB) and other
logistic support with a view to increasing the Nigerian participation in the development
of this Project.MICRENCH GLOBAL will also respect MOA between the COMPANY and
the host community. We are going to identify and consider NAOC local communities
contractors to perform supplies for this project.
