We allow to come to you because we are facing a legal issue that affects our business and investments in
Ethiopia.
My husband, Mr. Million Negash and myself, Mrs. Odile Negash, have invested in Ethiopia in a lodge located
in Chebera Churchura called Chebera Safari Lodge. We have been working on this project since 2015-2016.
We invested with our own funds. At the same time, we own a travel agency called Tropical Tours. We
continued to work during the Covid and the war in Tigray with the expatriate community in Ethiopia as well
as with tourists coming from outside. We are personally committed to developing the tourist influence of
Ethiopia. I myself am Vice-President of the Franco-Ethiopian Business Club in charge of tourism sector.

In June 2022, we obtained the right to import 3 duty-free vehicles with a Franco-Valuta payment. A first
vehicle returned to Ethiopia in July 2022. According to the authorization granted in June 2022, we have 12
months to bring in the other 2 vehicles We purchased the other 2 vehicles in July and have an agreement
with an importer to bring in the other 2 vehicles later in the year.
Due to a serious health problem (having a major surgery), I went to France to establish a diagnosis and get
treatment. I returned to Ethiopia in October 2022. My husband being in Chebera Churchura to follow our
project, we were unable to follow the legislative evolution.
We have recently discovered the legislative developments. We are facing a major difficulty of interpretation
which has major economic consequences for us.
We obtained an authorization to import 3 vehicles in duty free with a free valuta payment on June 25, 2022
in which it is indicated that we have the right to import 3 vehicles. We purchased 3 vehicles in July 2022. We
imported the first vehicle to Ethiopia in July 2022. It arrived in August 2022 in Addis Ababa. Due to the
health problem mentioned above, we have in good faith suspended the import of the 2 other vehicles which
remained in Djibouti.
On the authorization, it is indicated that we have 12 months to import the other 2 vehicles. We request the
application of this authorization because we believe that the Directives published a posteriori cannot apply
because of the principle of non-retroactivity of the law to decisions already granted.
These 2 vehicles are absolutely necessary for our activities to develop our agency and to develop the
reputation of our lodge and to bring high-level international customers.

The roads to access Chebera Churchura are bad and hamper its development. We invested with equity
without bank or government institution support. We have invested more than 700,000 euros directly and
indirectly so far.
The deprivation of this duty-free import authorization will significantly affect our future investments in the
country.
My husband has worked for over 20 years in tourism in Ethiopia. He has developed a real know-how and enjoys a very
good reputation with his customers and his colleagues. We have committed a lot of money to Ethiopia.
We ask for your fair treatment and your support in the interpretation of the Directives to help us apply our duty-free
import authorization for the 2 vehicles that we have purchased and are currently in Djibouti.
