We are so proud of you all!
The season came to an end for our Glasgow Scotties
in a fiercely-fought battle with the Wolf Point Wolves
as to who would advance to the State B Tournament
to be be played in Great Falls March 9-11. And what
a game it was! The Scotties held an 18-13 halftime
lead and trailed the Wolves 30-28 heading into the
fourth quarter. From there it was an all-out battle until
the Wolves took control of the game with under a
couple of minutes to go to win 50-41. It was a game
that featured seven lead changes and five ties, much
of those occurring in the final frame. Our beloved

Applications now available for VCCF grants and scholarships
Deadlines have been set for this year’s grants
and scholarship applications from the Valley County
Community Foundation. The first is March 31 for
grants, April 15 for the Feda Scholarship, June 15 for the
Fuhrman scholarship, and September 30 for the Markle
Scholarship. Applications, along with 2023 requirements,
are found at www.valleycountycf.net.
Over the years, VCCF has awarded $332,587 in
grants, including eight last year that ranged from $10,000
to $1,200. Projects expected to be completed by Oct. 1,
2023, are eligible to apply. Organizations within Valley
County with the 501(c) 3 charitable IRS designation,
along with local governments and educational institutions

may apply. Grants are given in five areas: arts and culture,
basic human needs, economic development, education,
and natural resources and conservation. Applications for
annual or capital campaigns, other endowment funds,
debt retirement, and religious activities are discouraged.
High school seniors with plans to attend a
trade school are encouraged to apply for the Feda
Scholarship for the Trades. First-time applicants must
be graduating from a Valley County high school this
spring or receiving a home school certificate or a GED.
In addition, students who received Feda Scholarships in
the past may apply for a second scholarship, providing
they have successfully completed one semester of study.
All applicants must be residents of Valley County.
Applicable course work includes, but is not limited
to, plumbing, electrical, drafting, mechanics, welding,
carpentry, medical technology, computer technology,
or criminal justice.
College and trade school students from Valley
County who have completed one year of post-high
school study may apply for the Clarence and Charlotte
Fuhrman Memorial Scholarship. Applicants must have
attended a Valley County High School consecutively
for three years and received their diploma from a Valley
County High School. Applicants may present a Home
School Certificate or GED while residing in Valley
County for a period of three years.
The Thomas and Cynthia Markle Scholarship is
designed to assist students with roots in Valley County as
they continue and complete advanced level studies at the
masters, doctorate, or post-doctorate level. Applicants
must be admitted to an accredited college or university
studying in the United States or studying abroad through
an accredited institution in the United States.
Funding for these grants and scholarships is
provided by The Valley County Community Foundation.
The VCCF board is committed to using these resources
to fund the highest quality projects throughout Valley
County and to help worthy students achieve their goals.

URGENT Commissioner meeting Wednesday
We attended a Valley County Commissioner’s meeting
on Thursday, January 5, 2023 called to order by Chair
Mary Armstrong with Paul Tweten and John Fahlgren in
attendance. The only agenda available prior to the meeting
was posted inside the Valley County Courthouse, not
online as the regular Wednesday meetings are posted at
Valleycountymt.net.
The agenda for the meeting this day pertained to the
Refuse District and amounted to unabashed harassment of
the Valley County Refuse Manager, Brian Austin. Agenda,
item 3 stated Refuse Manager - Daniels County, which led
me to believe that the Daniels County Manager would be
attending the meeting. He was not present.
The Commissioners’ involvement in this matter
started when Mike Lund, Daniels County Commissioner,
called. Per Page 180 of the Dec 6, 2022 minutes he stated:
“The landfill only has one year of life left……It appears
they are running out of time to locate a different pit……..
Commissioner Lund is researching the viability of having
Valley County or another landfill accept their refuse.”
Somehow after this phone call, Commissioner
Fahlgren stated that Scobey seemed to be caught by
surprise that their landfill was at the end of life stage.
Brian Austin, wanted to learn some facts about this
situation knowing that Daniels County utilizes the same
engineering firm Valley County uses, Barry Damschen
Consulting, LLC out of Helena, MT. This means that
Daniels County would have received the same type
of reports and information as Valley County receives.
The reports are also filed with the MT State Dept of
Environmental Quality and also used for closure and
post closure cost calculations. The knowledge was there,
one year left for Daniels County and close to 130 years
for Valley County.
Our Commissioners do not seem interested in
taking Daniels County refuse because they do not want to
generate more income for the Landfill. Rather, they want
to spend $50,000 for another landfill study by a different
Engineering firm. They say there is grant money available
but we pay up before the grant comes in.
I believe that the commissioners should have taken the
time to attend the meeting in Scobey to learn more before
refusing the income opportunity. The Commissioners are
acting as the Refuse Board since they disbanded the nine-
member board, and they could stand to gain some hands-
on knowledge about it.
It is this dilemma at Mr. Lund’s landfill that created
the topic for hostile browbeating of Valley County’s
Refuse Manager. Mr. Austin was asked to report to the
Commissioners about his attendance at a Daniels County
Commissioners meeting in Scobey. Austin stated that he
attended the meeting on his personal time, in his own
vehicle, using his own fuel to further his knowledge of the
situation. What I witnessed was unbelievable in the context
of bullying an employee that takes his job seriously enough
to spend his time and money to further his knowledge and
instead of rewarding him, Ms Armstrong shamed him for
not informing the Commissioners.
During this power struggle, Austin was challenged
for attending the Scobey meeting to represent the Valley
County Refuse District which he explained that he was
not. If he was representing Valley County he would
have requested a company vehicle and expenses. This
discussion continued on the topic of the cost charged to
entities outside of Valley County that bring their garbage
for processing and Austin was accused by Mr. Tweten of
quoting Daniels County a price of $40 per ton. Austin
stated that he did not give them a price because he has no
authority to do so and was not at the meeting to represent
Valley County Refuse District.
Austin has almost thirty years working at the Landfill
and is familiar with government requirements and the
Engineering firms studies and reports of information
which includes the lifespan. Austin’s motive was to gain
knowledge about the Daniels County situation and the
possibility that Damschen Engineering (the firm that
Valley County utilizes) was getting “thrown under the bus”
for allegedly not informing Daniels County as suggested
by Commissioner Fahlgren, that their landfill was at the
end of its useful life.
As it turns out, there was no surprise except in
Fahlgren’s imagination. Austin handed out newspaper
copy from the Daniels County Leader from an October
issue about the landfill closure problem on the front page.
Turns out Damschen is and has been doing quality work
for 18 of the 23 Landfill Contracts he services.
It appears to me that the Commissioners’ egos were
more of the problem than the employee’s actions. Austin
was asked if, at any time, the thought occurred to him to
inform the Commissioners. In his personal time during
non-working hours, could he or should he, have informed
them? Asked their permission?
Maybe some of you could attend the meeting on
Wednesday, March 1st at 10:30 where the Commissioners
have Mr. Austin on the Agenda AGAIN, to drag him
through the same knot hole, AGAIN.
