doing what is required of them, but always beyond what their duties and responsibilities are.

it possible that you can move to the higher career stage? Knowing where you are,
what professional development goals could you prepare based on your strength and
areas for improvement?

I strongly believe that I can do all the indicators under the beginning stage which fall under the

C. Resolve the issue

Teacher A is a Teacher III in Rizal Elementary School for 5 years. She was able to earn a master’s
degree in educational leadership and management with specialization in Curriculum, Instruction, and
Assessment. Coincidentally, there is one Master Teacher I (Salary Grade 19) item available in the
school and one Senior Education Program Specialist (SG 19) in the division office. The division office
and the school are situated in the city. Given the situation, if you are Teacher A, which position would
you choose? Why?

If I am Teacher A, I would choose to be promoted as a Master Teacher I because my

qualifications would be suited in this position. And based on R.A. 1080 (Teacher) the qualifications are
the following: Bachelor’s Degree for teachers or Bachelor’s degree with 18 professional units in
Education; 24 units for Master’s Degree in Education or its equivalent, at least 3 years’ experience and
Have at least 25 points in leadership, potential and Accomplishments OR has been demonstration
teacher in the District level plus 15 points earned under Leadership, Potential and Accomplishment.

D. My Gains

Answer the questions that follow.

1. What did you learn about professional development? What is the connection between
personal growth and professional development?
 Professional development is needed to grow and take a higher stage in our career. It also
helps us to become the better version of ourselves. It helps us to improve our teaching
strategies so that we may become an effective teacher.

2. How does professional development affect your teaching performance?

 Professional development affects my teaching performance in a good way. Various

strategies and practices can be acquired by engaging in developing ourselves professionally.

3. Would you recommend these professional development activities to your colleagues?

Why or why not?

 Yes. Because these activities will help them grow and improve.

E. Beginning with an End in Mind

Knowing your own strengths and weaknesses, draw a professional development road map. Make this
activity an illustration of your personal journey, and how you view yourself 6 years from now.

Here’s what’s required on the road map:

 The first stop on the road map should be your entry to public school system; you can decide
how the map “ends” in 10 years from now.
 There should be five other “stops” on the map, representing different key concepts that could
help or hamper your journey in achieving professional development. They may be
experiences that you have or have yet to experience.
 Record three major future events that you hope will happen on your road map. Indicate on
your map your age when you want these things to happen. (Possible examples- graduating
from graduate school, getting promoted, implemented innovations, and improved teacher
development stage etc.)
 The map should have small illustrations of each event—this can be a symbol, picture, magazine
cut-out, clip art, etc.
 The map should be in color! How you decorate and map out your professional growth journey
is up to you.
(See rubric page 60)

The first step is to sketch out your life map before you actually start the project. Use the space
below to create a rough sketch.

Reflection

Choose ONE of the two writing prompts to write a well-developed response in paragraph form.
1. From your map, choose two events to write about. Consider the following questions when writing
about each of these: why did you choose to include this event on your map? How will this event
affect your pursuit for professional development?
OR

2. From your map, choose your top future entry (goal) and clearly describe what steps you could take
to help you reach this goal (minimum of three steps). Describe what resources you would need to meet
these goals. Why is it important for you to achieve such professional growth?

Goal setting is a powerful process for thinking about your ideal future, and for motivating
yourself to turn your vision of this future into reality.

The process of setting goals helps you choose where you want to go in life. By knowing
precisely what you want to achieve, you know where you have to concentrate your efforts. You'll also
quickly spot the distractions that can, so easily, lead you astray.
FAMILY GOAL
To provide financial resources to achieve each member's personal goals.
To maintain good health for all family members.
To maintain a home of which you are all proud.
To have a son or daughter join the family business.
To enjoy leisure time as a family.

GRADUATE SCHOOL GOAL

To start a new career in a chosen professional field and prepare for graduate study at the doctoral level
To expand my knowledge of fields related to their current areas of professional specialization
To acquire skills in new technologies and methods that have developed in field of teaching and
prepare for future rankings that require expertise in a specific field of study

PUBLIC SERVICE
To continue fostering a classroom environment that makes students want to attend- through building relationships with them and allowing
them to build relationships with each other, our classroom will continue to grow as a welcoming and warm classroom for 21st century
learners.
To make the most out of my intervention minutes with my students to make solid gains and build
skills they can utilize out in the community
To see my students keep making progress

SESSION 6: MAGNA CARTA FOR PUBLIC SCHOOL TEACHERS

Pre-test

Fill in the blank with the correct answer.

1. An Act to promote and improve the social and economic status of public school teachers is called RA
4670 or Magna Carta for Public School Teachers.

2. All persons engaged in classroom teaching in any level of instruction whether full or part time
basis are called Teachers.

3. In Sec. 3 Of R.A. 4670 minimum educational qualification is only one of the criteria on
recruitment, selection and promotion appointment of teachers.

4. Cost of living allowance and special hardship allowance are under the Hours of Work and
Renumeration in the Magna Carta for Public School Teachers.

5. Free compulsory medical examination, free medical treatment and or hospitalization, and
reimbursement for travelling expenses in regions where there is a scarcity of medical facilities
are under the provision of Magna Carta on Medical Examination and Treatment.

6. The additional unit requirement to be taken in case a person is a graduate of bachelor’s degree in
arts and sciences is called Professional Unit In Education.

7. The act that states before any person is allowed to practice as a professional teacher in the
Philippines, one must have a valid certificate of registration and a valid professional license from
the PRC is known as "Philippine Teachers Professionalization Act of 1994."
8. The actual number of hours of classroom teaching in a day that a teacher needs to render is six
hours.

9. Study leave and indefinite leave are kinds of entitled leaves given to a teacher under the Leave
and Retirement Benefits of the Magna Carta.

10. The section on 27 Freedom to Organize of the Magna Carta for Public School Teachers allows the
teacher to establish and join organizations to further and defend their interests.
Activities andAssessment

Activity 1. Throwback. Recall a time when you were recruited and employed at DepEd. What were the
challenges and problems you encountered and how did you overcome them.
1. Illustrate the process experienced on the manner you were recruited, selected, and appointed.

The recruitment, selection, and placement (RSP) system is a core

component of the overall strategic Human Resource Management
system of the Department of Education (DepEd), ensuring that the
organization and its manpower are able to respond to challenges and
opportunities of the 21st century with a focus on the delivery of
quality, accessible, relevant, and liberating basic education.

2. Illustrate the things and objects symbolic of the process of recruitment, selection, and
appointment you have experienced. For example, a small stone signifies an easy process and a huge
to very huge stone indicates the degree of difficulty on a particular stage of your recruitment,
selection, and appointment.

There is no denying that teaching in a public school provides job security. You become an employee of
the government, so you are entitled to tenure. Barring any legal actions or unfortunate circumstances
that may cause you to be removed or retired from teaching, you are likely to be a public-school teacher
until the time of your retirement. When it comes to salary, the public-school system often offers more
benefit packages than the private school system. This is why more graduates are competing for public
school jobs.

So, here are the steps to apply as a public-school teacher:

Gather Your Application Materials

Submit Your Application

Prepare for Your Interview

Demo a Lesson Plan

Take the English Proficiency Exam

Wait for Your Results

Activity 2. Answer the following questions by putting a check mark inside the circle if you Agree or
Disagree to the following statements and then justify your answer on the space provided.
1. As teachers are professionals and hired as the right people to the right position, it follows that in
exercising professionalism in teaching, they need to know the standards that they need to teach,
and the need to know on how to teach in the most effective ways.

 Agree. Every teacher must develop the characteristics of a professional and model
professionalism every day.

2. Being well-compensated in monetary and other benefits in teaching, it is a must for teachers
to render exemplary performance.

 Agree. I believe that if there is passion in what you do, everything will just follow. In the
teaching profession, teacher training institutions perpetuate the belief that more than
any other professions in the world, teaching is the noblest profession in the world, and
teachers would not be particular of the monetary aspect.

3. If the teachers teach well in their 6 hours of actual teaching loads and care more about their
students, the result would bring a favorable impact to students to do well and to do better in
their studies.

 Agree. You know the lasting impact a great teacher can have on a student perhaps
having even experienced it yourself and you want to make a positive impact on
someone else. You want to be a role model. To commit yourself to teaching means
you
care about education, but once you actually become a teacher, that vague concept
becomes more defined: It becomes real, specific and tangible. Once you become a
teacher, you care, not just about education, but about your students’ education. Great
teachers care about their students. They want them to succeed and are committed to
helping them achieve their goals. Moreover, teachers care about their students’
happiness, well-being and life beyond the classroom.

4. These are the following criteria with respective points used in the evaluation and selection
procedure in the hiring of Teacher 1. Education 20%, Teaching Experience 15%, LET/PBET Rating
15%, Specialized Training Skills 10%, Interview 10%, Demonstration Teaching 15%, and
Communication Skills 15%.

 Agree. Faithful to the merit and fitness principle of the Civil Service Doctrine of the Constitution
and DepEd’s continuing thrust to enhance the quality of basic education, these hiring
guidelines are hereby promulgated for Teacher I positions consistent with the pertinent
provisions of existing laws, rules and regulations. In addition, The issuance of these Guidelines
aims to integrate and further institutionalize the primary objective of the K to 12 Basic
Education Program, which is to enhance the overall quality of basic education in the country by
hiring highly-competent teachers, and to uphold the Department’s mandate under the Magna
Carta for Public School Teachers (Republic Act 4670) to promote and improve public school
teachers’ employment and career opportunities as well as to attract more people with proper
qualifications to the teaching profession. The hiring process is based on pointing and ranking
system. You will be scored based on your qualifications and performance during the application
process. The higher your rank is, the more chance you have in getting hired immediately.

5. No teacher may be transferred without his or her consent. Should there be an urgent need or
demand for transfer, the school superintendent must notify the teacher beforehand and state
the reasons.

 Agree. Except for cause and as herein otherwise provided, no teacher shall be transferred
without his consent from one station to another. Where the exigencies of the service require
the transfer of a teacher from one station to another, such transfer may be affected by the
school superintendent who shall previously notify the teacher concerned of the transfer and the
reason or reasons therefor. If the teacher believes there is no justification for the transfer, he
may appeal his case to the Director of Public Schools or the Director of Vocational Education,
as the case may be. Pending his appeal and the decision thereon, his transfer shall be held in
abeyance: Provided, however, that no transfers whatever shall be made three months before
any local or national election
6. Any dues can be deducted to teachers aside from what is stipulated by law.

 Disagree. During disciplinary procedures, teachers are not entitled to due process and must
not be given a written notice, a time to access evidence, to make a defense, a time for
preparation and appeal.

7. If a teacher reaches the age and service requirements for retirement, he or she is allowed to
enjoy the one-range salary raise.

 Agree. Public school teachers having fulfilled the age and service requirements of the
applicable retirement laws shall be given one range salary raise upon retirement, which shall be
the basis of the computation of the lump sum of the retirement pay and the monthly benefits
thereafter.

8. It is just to pay additional compensation to a teacher who renders 8 hours of actual teaching.

 Agree. Any teacher engaged in actual classroom instruction shall not be required to render
more than six hours of actual classroom teaching a day, which shall be so scheduled as to give
him time for the preparation and correction of exercises and other work incidental to his
normal teaching duties: Provided, however, That where the exigencies of the service so
require, any teacher may be required to render more than six hours but not exceeding eight
hours of actual classroom teaching a day upon payment of additional compensation at the
same rate as his regular remuneration plus at least twenty-five per cent of his basic pay.

9. If a teacher is married to one who is also a public-school teacher, they are not allowed to teach
in the same school.

 Disagree. Whenever possible, the proper authorities shall take all steps to enable married
couples, both of whom are public school teachers, to be employed in the same locality. It has
never been a problem. In my area married couples can work in the same school as long as
one is not supervising the other. So both could be at the same school as long as they are both
teachers.

10.During disciplinary procedures, teachers are not entitled to due process and must not be given
a written notice, a time to access evidence, to make a defense, a time for preparation and appeal.

 Disagree. It is envisioned to provide programs for the promotion and improvement of the well-
being and economic status of public-school teachers.

Activity 3. Challenge yourself by justifying your answer to uphold the integrity and professional duties
of a teacher.
1. Any teacher engaged in actual classroom instruction shall not be required to render more than 6
hours of actual classroom teaching per day with all the classroom teaching preparation, checking of
given exercises and other related work to their normal teaching duties. Provided however, that where
the exigencies of the service so require, any teacher may be required to render more than 6 hours
but
not exceeding 8 hours of actual teaching hours a day. How does this affect your integrity and
professional duties as a teacher?

 Teachers are not exempted from the 8 hours a day, 5 days a week or a total of 40 hours a week
work schedule. It Is true that RA 1880 provides exemption for schools and the Omnibus Rules
exempts those covered by special laws from the said requirement. The said provisions,
however, are not a grant of exemption. There must be a valid law expressly granting such
exemption. There being no such law, teachers cannot claim exemption from the said working
hours. There is nothing in the law which limits the hours of work of teachers to only 6 hours.
What is limited to 6 hours is the actual classroom teaching of the teachers. The school principal

I realized that…

Teacher as role model

A role model is a person who inspires and encourages us to strive for greatness, live to our fullest potential and see the best
in ourselves. We, as teachers are the most influential and life-changing role models are teachers. We set goals of education
through our collective roles of unique teaching and learning process. We motivates students to always and understand the
problems every students in both ways personally and professionally.

Teacher’s personality

A teacher of personality development helps a person to get positive thought pattern, gain confidence, improve behavior, learn
better communication and develop a healthy physique. Many people still think that personality is related to the physical
appearance of a person.

Teacher’s social adjustment

As social beings we live in a society, we form opinions about others and others have opinions about us. Everybody wants
acceptance and recognition from and within society. As teachers we should emphasize on the adjustment of the student in the
school. It is the teacher's responsibility to help the student cope with the existing situations of the school. For this we should
contribute to improving the social environment of the school. A well-adjusted person will be able to have a good relationship
with everyone.

Teacher’s professional growth and development

In contemporary world of rapidly changing information and technology conditions with many uncertainties, relativity, the
knowledge we have is not helpful in all cases, in finding answers to questions, that we have, so the employee himself should
make decisions that are the best to the current situation. In order to meet the current issues of education, teachers' demands
for continuous improvement, flexible response to the emerging teaching and learning situations, the combination of theoretical
knowledge and practical experience. The problematic issue of the research is formulated: how to organize teachers' personal
professional development by promoting reflective practice. Using the methodology of scientific literature analysis and
qualitative research, it has been established that in schools it is important to develop reflective practices that promote the
personal and professional development of each teacher.

Teacher’s accountability

Teachers help in implementing the goals and the groundwork set by the school and the administration, parents and the
community. They shape the academic, oratory, characteristics and personality, spiritual and virtuous capabilities of the
students. A teacher works in honing their skills and also correctly plans and executes their activities. A teacher is also able to
avail proper facilities and analyze the needs of the classroom. A teacher experiences greater freedom as they are held
accountable for the curriculum they set. In this way, a teacher can also adjust the things in favor of the students. The
teaching program becomes inclusive, unbiased and non-discriminatory. A teacher is expected to assess every student based
on their capabilities and not based on their culture, gender, traditions or preferences. Quality education is ensured, and public
resources are put into proper usage. The expectations of the parents and the public can sometimes be a burden on the
teachers as well. A parent cannot leave the entire responsibility of their ward on the school and the educators. Constant
communication should be established between the teachers and parents so that a child experiences the best growth and
learning environment.
Activities and Assessment

Activity 1. After reading the key concepts, work on the following:

Self-Reflection

Effective teachers are first to admit that no matter how good a lesson is, our teaching strategies can
always be improved—oftentimes it’s why we seek out our colleagues’ opinions. However, we run the
risk of our audience making snap judgments about our instruction without truly having the context to
support it. Self-reflection is important because it’s a process that makes you collect, record, and
analyze everything that happened in the lesson so you can make improvements in your teaching
strategies where necessary.

Reflection

“I AM VALUED AND REWARDED”

Write insights gained and perceived on teacher’s entitlements benefits, rewards, and
recognition.

Teaching is an opportunity to get to share my knowledge and expertise with others and see the
smiling faces of those who’ve learned and grown and i help shape the future by instilling
knowledge and making students even better than they were before. I also get to help turn their
lives around by helping them learn good behaviors and study habits so they may have started
off on the wrong path or displayed poor attitudes and/or been poor students. Teaching
modifies the behaviors and improve the students' level of performance.

So, with teaching, it’s all helping students to become successful in whatever they are in
or decide to become. And it doesn’t matter whether teaching public school, on the college-level,
or doing corporate training, teaching is all about helping your students grow, learn, and be
successful. I’ve done all these kinds of teaching and have found them all to be equally
rewarding. Some only have been exposed to one type of teaching.

I’m fortunate enough to have been exposed to all the various forms of teaching,
including online learning. And I can say that no matter what level of teaching you’re doing, who
your students happen to be, or what form your learning happens to take place in, knowing
you’re helping to better others and make them successful and grow is extremely rewarding.
Teaching is not all about the money. It’s all about our love of sharing our knowledge and
expertise with others and helping others grow and better themselves. So we do it for them, not
ourselves!
