Call for Expression of Interest for a CONSULTANT TO DEVELOP LEAD LOCAL HIV
POLICY under TLF SHARE Collective for the PSFI PROTECTS GRANT.

DESCRIPTION

TLF SHARE Collective, Inc. (TLF Share) is the sub-recipient (SR) of the Matching Fund for
Human Rights of the Philippines Response in Optimizing Testing, Empowered Communities,
Treatment and Sustainability (PROTECTS) Project, implemented in partnership with
Pilipinas Shell Foundation, Inc. (PSFI). One of the key activities of the grant is the provision
of technical assistance in local HIV policy development.

ESSENTIAL JOB FUNCTIONS

In close coordination with TLF SHARE, the consultant shall:

• Facilitate consultation meetings involving stakeholders

• Lead the development of local policies in provincial, cities, and municipalities
• Provide policy advocacy support, including attendance in hearings and
presentations to policymakers
• Conduct policy analysis and development workshops
• Conduct training on facilitating policy analysis and development workshops

QUALIFICATIONS

• Three (3) years of proven expertise in developing local HIV policy

• Proven expertise in facilitating training
• Strong communication, writing, research, and policy development skills
• Has expertise in working with multi-sectoral and gender-diverse environment

CONTRACT DURATION

The contract will commence on March 15, 2023 and ends on December 15, 2023.

TLF SHARE Collective, Inc. Technical review of documents and interview will be facilitated
and the most qualified applicant will be contracted by TLF SHARE.
