MINUTES OF THE REGULAR MEETING OF THE MUNICIPAL CULTURE AND ARTS

COUNCIL OF THE MUNICIPALITY OF BADIANGAN,ILOILO HELD AT THE MAYOR
CONFERENCE ROOM ON AUGUST 11, 2022 AT 10;30 AM.

I. CALL OF DUTY

The honourable Mayor Suzette A. Mamon called the order of the meeting at
3:54PM.

II. ROLL CALL

Hon. Suzette A. Mamon did the roll call and out of 12 members, 8 were present
and 4 are absent, therefore, Mayor Suzette A. Mamon declared a quorum.

V. BUSINESS FOR THE DAY

Hon. Suzette A. Mamon said that the agenda was all about the annual cultural
development plan that should be formulated and approved by the municipal culture and
arts council which is a necessary documentary requirement for the annual investment
plan and it’s a mandatory attachment for the budget approval and review.

Secondly, Hon. Suzette A. Mamon added that the Municipality of Badiangan shall
enhance and develop the cultural promotion aside from the tourism aspects of the
municipality therefore there’s a need of the formulation of the annual cultural
development plan.
Indeed, Hon.Suzette A. Mamon said that Mrs. Fe Martinez, being the designated
tourism officer, should provide or proposed an annual cultural development plan as
reference and for the review of the members of the body, since there’s formulated plan,
the Municipality of Badiangan must formulate the said plan.

Furthermore, Hon.Suzette A. Mamon insinuated that the approval of the plan is not only
for the purposes of our budgetary requirement but likewise in order to have the roadmap
for our cultural enhancement and tourism in the Municipality of Badiangan.

As a matter of fact Hon. Suzette A. Mamon gave the floor to Mrs. Fe Martinez to
present the proposed annual cultural development plan, that is only proposed so that
they can change, If the members have other inputs so that the budget officer will
incorporate to AIP.

Mrs.Fe O. Martinez talk about the proposal of the annual cultural development plan for
2023.

Mrs. Fe O. Martinez present first the cultural mapping , she also presented the
proposed plan without the costing.

Hon. Suzette A. Mamon asked if we should not only working groups but mapping of the
result.

Mrs. Fe Martinez answered that “mapping sa kabarangayan para sa tawo nga maka
research”

Hon. Suzette A. Mamon said that she only means that “it should not be a working group;
but your output is going to inventory.

Mr.Jose Ben Abono added suggestion that it’s like “daw banking bala nga tawag nga
listahan ka tanan”.

Hon. Suzette A. Mamon asked Mrs. Fe O. Martinez if where she did that template.

Mrs. Fe O. Martinez answered that she researched from the annual cultural
development plan of the province.

Hon. Suzette A. Mamon added that the target output should come up with the inventory
or list of the cultural historical heritage or structure if tangible or intangible and what
activities.

Hon. Suzette A. Mamon suggested that they should do as a group “na intchindihan da
nga kung ano ang e map da sa brgy”.

Hon. Suzette A. Mamon suggested that BNHS that have a museum that have antique
properties,

Hon. Suzette A. Mamon said to Mrs. Fe O. Martinez that the target output to the office
of cultural is coming up of the cultural structures and the activities is briefing, orientation
and creation and should look for the standard for planning template, and coming up
within the list of inventories.

Hon. Atty. Suzette A. Mamon asked to the budget-

Hon. Atty. Suzette A. Mamon answered that it’s P30,000

Hon. Atty. Suzette A. Mamon suggested to advice on “BOBET” to assist.

Mrs. Fe O. Martinez proceed to the presentation of the annual cultural development

plan which is the activation of Badiangan Artists Association; to exhibit their artworks
and to have a ________and cultural contests.

Mr. Jose Ben Abono asked for previous topic about mapping “what would be for next
steps? Jan ikaw na dulog, or taguon mo lang data” what would be your objective why
you should have a mapping for the culture”

Mr. Jose Ben Abono suggested that you should have next the creation of the museum
for exhibit.

Mrs. Fe O. Martinez answered “jan dun ran sir nga part of the pandayan museum”.

Hon. Atty. Suzette A. Mamon said that “ma mapping kita tapos e preserved mo; e
enhance mo.”

Hon. Atty. Suzette A. Mamon suggested about the enhancement, Improvement and
preservation, “ indi lng guro ang museum, cultural/projects dulang kag sa dalom amo
nalng na ang museum.

Mr. Jose Ben Abono also suggested that every program had a sub task for every
activities to achieve your programs and you should have the list of the activities.

Hon. Atty. Suzette A. Mamon also suggest to ask on “BOBET”

Hon. Atty. Suzette A. Mamon- we should include the “simboryon” and she think si Joy
Gallon ma bulig dugang and ka girls scout para sa pandayan” and we should record the
BNHS, Agusipan Museum.

Hon. Atty. Suzette A. Mamon suggest that its duly a local museum “ Indi dun
pagpasulod sa pandayan”. Mr. Jose Ben Abono – additional about the cultural
properties “ daw tourist Spot bala”

Additional at everybody is to have a mapping for the cultural properties and markers like
in Simbonyan and a century old trees, to become a tourist spot.
Atty. Suzzette Mamon asked about pandayan “ diin mafall ran Mrs Fe? Mafall ran sa
celebration or sa foundation day? Everyone are asking of the name of the statue in front
of the church in the triangle to make it as our tourist spot, and everybody has agreed to
the plan about the museums and the festival.

Mrs. Fe Martinez said about the local and national celebration of the culture and arts to
have an activities from national to have a participation and also to have a budget from
the national and also it will become a cultural heritage-

Atty. Suzzette Mamon; asked about the budgeting requirements. Atty Suzzette Mamon
suggest that will have an 100,000 budget for it; and also for the activation budget
20,000.

Atty. Suzzette Mamon suggest that to make template connect and has a program,
consular mapping project, Creating activities(PPA) and the target output is the inventory
and list, and also check in the template of the standard plan.\

Atty. Suzzette Mamon ask for additional suggestions about the meeting/ capt dev

Maam Sheila, suggested that in Bingawan there was ang pottery making to include in
mapping.

Atty Suzzette Mamon suggest to polish the proposal and to meet for approval on August
17, 2022 at 3:00pm and also check the approval to Mr. Jose Ben Abono and SB Ian
Mamon.

VI ADJOURNMENT:

Since there is no business to discuss with, on the motion of Mr. Jose Ben Abono and
seconded by Mrs. Aileen Mamon. The meeting was adjourned at 12:00 noon.
