    and discuss the followings:

    - From the perspective of the welfare theory, why do governments have to


    intervene in the promotion of innovation?
    * Because we may suffer from the undersupply or over-consumption of
    inventions.

    The public good are subjected to unique danger. The danger is that unless
    government stimulates in someway their production, they will be generated in
    socially suboptimal quantities.

    5 main circumstances that can exacertbate the public good problems and thus
    heightened the need for government invervention to overcome it

    - Please discuss the advantages and disadvantages of the innovation-promoting


    remedies?
    - As a remedy to promote innovation, what are the main characteristics of
    intellectual property system?

    - Why IP system is considered as a second-best solution?


    * Keyword: second-best solution financial./ negotiation or reconcilation is just
    a way to come to a solution. The best solution is that 2 sides get win-win.
    The author gains more benefit, the public sacrify more as they cannot enjoy it
    freely.
    - What are the main concerns when designing IP policies?
    * - deadweight loss: the social loss when the economy doesnt reach its optimal
    level of operation in a perfect market (it is a market where there is no barriers)
