DEFINITION OF TERMS

 “TMSA” means Tijaniyyah Muslim Students Association


and still refers to TMSA-UDS WA CAMPUS
 “BOARD” means a group of people with a defined role or
responsibility under the Association.
 The “UNIVERSITY” means University for Development
Studies
 “HE” equally refers to female person.
 “TARIQAT’TIJANIYYAH” means the path of Tijaniyyah.
 “MURID” mean students under TMSA.
 “WAZIFA” means the Spiritual congregational devotion of
Tijaniyyah.
 “ZAWIYA” means the ground of WAZIFA.
 “MAWLID” in this context means birth of the prophet
Muhammad (S.A.W).
 “MADAHA” means someone who praises the prophet
Muhammad (S.A.W).
 “AZKAAR” means forms of remembrance of Allah.
 “UMMAH” means the Islamic Community.
 “SHUYUKH” mean all scholars of Tariqat’ Tijaniyyah.
 “KHULAFAA” means successors of renowned saints in
Tariqah.
TMSA PROPERTY

All property, mobile and immobile of every sort current or hereafter


belonging to TMSA shall remain and be vested in TMSA. And trusts as
well as similar instruments of common legal effect for all activities
undertaken or to be undertaken by the Tijaniyyah Muslim Students
Association in accordance with the provisions of this constitution shall
leave a legacy for the ultimate benefits of TMSA.

PREAMBLE

In the name of Allah, most Beneficent, most Merciful. Peace and


Blessing be upon the holy prophet Muhammad (S.A.W), His household
and all His companions.

We the disciplined members of TMSA-UDS WA CAMPUS sincerely


appreciate the need for us to have rules of conduct regulating our affairs
on campus. Yearning to create and sustain a disciplined society and
resolving to go by the Islamic Law as well as the principles and
doctrines of the TIJANIYYAH Sufi Path, we do hereby enact, employ,
ordain and legally assign to ourselves this blueprint.
ARTICLE ONE 1

NAME AND SUPREMACY OF THE CONSTITUTION

I. NAME: The Association for which this constitution is drafted shall


be identified as TIJANIYYAH MUSLIM STUDENTS
ASSOCIATION hereinafter referred to as (TMSA-UDS WA
CAMPUS).
II. SUPREMACY OF THE CONSTITUTION: Subject to the
constitution and law of the Republic of Ghana, regulations of the
University, the Islamic rule of conduct and the principles of
Tariqat’ Tijaniyyah, this constitution shall serve as a legal law to
all Murids under TMSA.
ARTICLE TWO 2

I. MEMBERSHIP: All Muslim students of the University for


Development Studies shall by virtue of their status as Murids be
full members of TMSA.
II. HONORARY MEMBERSHIP: The executive board shall confer
honorary membership on any person or group of persons who
demonstrate their love and/or special interest in the activities of the
association. Such membership however, shall be reviewed
annually.
III. ASSOCIATION’S MEMBERSHIP: The Under graduate Muslim
of the University and any other person(s) shall, if so wish become
members of TMSA-UDS WA CAMPUS by paying annually the
Association membership dues as shall be determined by the
executive board and approved by Murids.
ARTICLE THREE 3

AIMS AND OBJECTIVES

The Aims/Objectives of TMSA-UDS Wa Campus shall be the following

 To yearly celebrate the Mawlid of our beloved prophet


Mohammad (S.A.W).
 To coordinate the activities of all Murids.
 To inculcate in members a spirit of solidarity and patriotism.
 To foster cordial relationship between TMSA and all other Islamic
association within and without the University.
 To promote and coordinate the development and spread of the
Tijaniyya litanies.
 To enhance the general welfare of Murids.
 To promote the religious, intellectual, moral and spiritual
development of members.
ARTICLE FOUR 4

PATRONS

 The Association shall choose a patron who shall be the father of


the Association.
 Shall be a Tijaniyyah and a lecturer of the University for
Development Studies or an administrative staff of the university.

EXECUTIVE COMMITTEE AND COUNCIL

a. OFFICER PORTFORLIO

Members of the association shall appoint among themselves the under


listed officers to constitute the executive body except Public Relations
Officer who shall be nominated by the president and the councilor.

b. FUNCTIONS OF THE EXECUTIVE BODY
1. The Executive Body shall constitute the supreme board of the
Association.
2. They shall take responsibility of the day to day activities and
events of TMSA.
3. They shall appoint the chairman of the Mawlid and other special
committees.
c. DURATION OF TERM OF OFFICE

The Executive Committee of TMSA-UDS Wa Campus shall hold office


for one (1) academic year unless unforeseen circumstances prevail.

d. EXECUTIVE COUNCIL
i. The Executive Council of TMSA shall be made up of
a. The Executive Committee
b. One representative each from the various academic
Levels.
ii. FUNCTIONS
a. It shall have the power to legitimately appoint persons or
special committees to deal with existing situations.
b. These persons shall be answerable and directly
responsible to the Executive Committee
c. Appointment of individuals and committees shall be
temporary.
d. Shall be responsible for receiving and welcoming all
visitors whose mission is the spread and development of
Tariqah including Shuyukh and Khulafaa.
e. Shall enforce ethical considerations devoid of statuses and
ranks in the invitation of guests of honor to TMSA
programs. Some of these ethical considerations include:
 Language
 Respect and discipline
 Experience
 Ability to convince the general Muslim Ummah on
issues of Tariqah. Etc.
ARTICLE 6

DUTIES OF OFFICERS

5:1 THE PRESIDENT

 The chief executive as well as the administrative head that shall


preside over, and coordinate all administrative affairs of TMSA.
 Shall appoint the Public Relations Officer (PRO) of the Association.
 Shall coordinate the general operation and effectiveness of the
Executive Council.
 Shall be the spokes person of the Association in diverse means
including Press Releases.
 Shall in consultation with other executive members appoint all special
committees.
 Shall represent TMSA in all meeting within and without the
University or Delegate when occupied.
 Shall be a primary signatory to the Association’s Bank Accounts but
under no circumstance should he withdraw without the approval of
the Secretary or the Treasurer.
 Shall liaise between the Association senior members and other
bodies.
 He shall coordinate the organizing team.
 Shall be responsible for organizing meetings and other activities in
consultation with the executive.
5.2 THE VICE PRESIDENT

 Shall assist the president in the general discharge of all


responsibilities and functions delegated to him by the president.
 Shall be legally answerable to the president.
 Shall be present at all meetings.
 He shall act in the absence of the president.
 Shall perform the responsibility of fund raising for TMSA from
within or without the University

5.3 THE IMAM

 Shall be the Spiritual Head and Counselor responsible for all


spiritual affairs of the Association including the share and
enforcement of meditative Azkaar.
 Shall be the legal adviser of the Association where and when
necessary.
 Shall lead in all acts of worship and devotions including
Congregational Salat and Wazifa.
 Shall see to it that ”Hasbunallah Wani’mal Wakil” and “Yaa
Latif” is realized at every organized Zawiya and must reflect 450
and 129 times each respectively from Murids present.
 Shall be fully responsible for issuing guidelines to shape the
general organization and conduct of all activities of the
Association.
 Shall identify and enforce with confidence and discipline,
activities and practices that are widely known to all Murids.
 Shall maintain discipline among members of the Association
especially in Zawiya and other related grounds.
 Shall be responsible to legitimately propose a uniform tone that
will guide the doing of Wazifa.
 Shall in consultation with the president and other members of the
Executive Counsel organize at least three (3) grand and ceremonial
HAILALA on campus in each academic session.
 Shall identify with the approval of the president, Murids who are
learned and have preaching experience to speak on ceremonial
gatherings
 Shall act as a father of the association in the absence of the patron.

5.4 THE DEPUTY IMAM

 Shall be present at all meetings and spiritual sessions.


 He shall act in the absence of the spiritual councilor.
 Shall assist the Imam in the general discharge of all responsibilities
and functions delegated to him by the Imsam.
 Shall be answerable to the spiritual head and councilor of the
Association.

5:5 GENERAL SECRETARY

 Shall be present at all meetings.


 Shall take Minutes of all issues that have been discussed during
meetings and present it before the next meeting commences.
 Shall be responsible for the central management and administration of
TMSA.
 Shall be the custodian of the Association’s necessary documents.
 Shall be a signatory to the Association’s accounts.

5:6 VICE SECRETARY

 Shall assist the secretary in all functions delegated to him/her by the


general secretary.
 Shall act in the absence of the secretary.
 Shall attend all meetings.

5:7 TREASURERS

 Shall be responsible for the collection of dues.


 Keep true records of the financial statement of the Association and be
accountable to the association.
 Shall be present at all meetings.
 Can keep some monies of the Association with him/her for daily
activities.
 Shall be the custodian of all monies of the Association fund and be
subject at any point in time to audit scrutiny be it internal or external.
 Shall announce the financial state of the association in every meeting.
 Shall be a signatory to the associations account.
 No executive officer should under any circumstance have with him or
under his/her custody any amount of the Association’s money.

5:8 VICE TREASURER

 Shall be proactive and attend all meetings.


 Shall assist the treasurer in all functions as delegated to him/her by
the treasurer.
 He/she shall act in the absence of the treasurer.

5:9 THE ORGANIZER

 Shall be present at all meetings.


 Shall be the organizing secretary in charge of all activities and
programs of the Association.
 Shall be the chairman of the Mawlid committee.
 Shall be responsible for organizing meetings and other activities in
consultation with the executive.
 Shall be responsible for announcing general meetings during
executive meetings.

5:10 VICE ORGANIZER

 Shall be more proactive and present at all general meetings.


 Shall take orders from the general organizer in all his/her functions
and overall responsibilities.
 He/she shall act in the absence of the Organizer.

5:11 PUBLIC RELATION’S OFFICER

 Shall be present at all meetings.


 Shall be the spokesperson of the president and the Association on
administrative issues.
 Responsible for drafting Public notices to announce any managerial
and administrative intents of the president.
 Shall be the mouth piece of the association.
 Shall be a member of the Shuura Committee.

5:12 WOMEN’S COMMISSIONER

 Shall be proactive and present at all meetings.


 Device highly effective and efficient strategies to attract all female
students of Tijaniyyah on campus.
 Shall build the capacities of all female members on their role towards
the development of Tijaniyyah within the university.
 Assist in the collection of dues from female members of the
Association.
 Shall be the mouthpiece of all female members of the Association.
 Shall spearhead all activities of the female members of the
association.

5:13 DEPUTY WOMEN’S COMMISSIONER

 Shall be proactive and attend all meetings.


 Shall assist the Women’s Commissioner in all functions as
delegated to her.
 She shall act in the absence of the Women’s Commissioner.
 Help bring all female members of the association to meetings and
other activities of the association.

5:14 WOMEN ORGANIZER

 Shall be proactive and present at all meetings.


 Shall be the legal advisor to all ladies of TMSA-UDS WA
Campus.
 Shall in consultation with the Organizer plan and execute all
programs of TMSA.
 Shall device all means to attract female students of Tijaniyyah on
campus.
 Shall in consultation with the Women’s Commissioner coordinate
and regulate with respect, all conducts of female members of the
Association.

5:15 DEPUTY WOMEN ORGANIZER


 Shall be active in all the affairs of TMSA.
 Shall help the Women Organizer in all her duties.
 Shall act in the absence of the Women Organizer.
 Help bring all female members of the association to meetings and
other activities of the association.

5:16 MADAHA

 Shall be present at all meetings and programs of the Association.


 Shall be well equipped with the songs of praises to Rasoolullah
(S.A.W) Sheikh Ahmad Tijani (R.A) and Sheikh Ibrahim Nyass
(R.A).
 Shall be an active participant in all issues and activities organized
by the Association.
 Shall be responsible for recruiting equally intelligent and
experienced Madaha for occasions and gatherings.
 Shall make all meetings and programs joyous and lively through
his work experience and competence.
ARTICLE SEVEN 7
COMMITTEES
TMSA-UDS WA CAMPUS shall have two special and vibrant
Committees including
1) MAWLID COMMITTEE
STRUCTURE AND FUNCTIONS
STRUCTURE
 Shall compose of at least 15 members appointed by the Executive
Committee with the organizer being the chairman.
 At least three 3 female representatives.
 At least one 1 representative from each level.
FUNCTIONS
 It shall organize fund raising activities for the Association.
 It shall be responsible for planning the annual birth day celebration
of the holy prophet Muhammad (Mawlid).
 Under no circumstance should any member solicit funds in the
name of the Association without giving a prior notice to the
committee.
 It shall make sure that other responsibilities relating to the program
above but belonging to other committees are well coordinated.
 All letters relating to Fund Raising shall be officially endorsed and
approved by the president and the organizer.

2) THE SHUURA COMMITTEE

STRUCTURE
 Shall compose of at least 10 members appointed by the Executive
Committee with the President being the chairman.
 At least two 2 female representatives.
 At least one 1 representative from each level.
FUNCTIONS
 Shall be the Electoral Commission of TMSA-UDS WA CAMPUS.
 Nominations shall be opened for at least 2 weeks.
 A day shall be selected on the 3rd week for vetting and output
shall be provided and announced formally by the end of the
3rd week.
 Election of executive members shall be conducted in every second
trimester of the university academic calendar.
ARTICLE 8; FINANCE
There shall be an account for the Association which should be
managed by the executive board.
The Association finance shall be sourced through;

 Membership dues.
 Appeal for funds.
 Donations from members or the public.
 Any fund raising ventures that the Association deems proper.
All monies of the Association shall be deposited into the banks
account.
Withdrawals of monies from the Association’s account shall be
signed, authorized and approved by the following officers;
 PRESIDENT
 TREASURER
 SECRETARY
The accounts of the Association shall be audited yearly by a team of
auditors appointed at general meetings of the Association.
The treasurer shall render general account and present statement of
the financial situation of the Association at every general meeting.
ARTICLE NINE 9
THE SPIRITUAL COUNCIL
STRUCTURE AND FUNCTIONS
STRUCTURE
 Shall have a total of fifteen (15) members appointed by the
Executive Committee.
 Shall have at least one 1 representative each from each student
Zawiya.
 At least one 1 representative from each level.
 Shall have at least 3 female representatives.
 Shall be headed by the Spiritual Counselor.
FUNCTIONS
The spiritual council shall be the Judicial Board of TMSA required to
perform the functions below:
 The council shall solely operate within the premise of this
constitution and shall not be subject to the influence or direction of
any person or authority.
 The Spiritual Council shall have jurisdiction in all issues regarding
the conduct and output of elections.
 It shall have the authority to settle dispute or resolve conflicts
between Murids or the membership of TMSA at large.
 As the judicial council of TMSA, the board shall have the authority
to summon members of the Association where appropriate
including any member of the executive committee.
 The council shall have the authority in all matters relating to
enforcement or general interpretation of any provision of this
constitution.
 The council shall be the custodian of this constitution and must not
be any way influenced or tempted in the exercise of its duty.
 Without prejudice to any provision of this constitution, the
decision of the council on matters of interpretation of this
constitution shall be final and conclusive.
ARTICLE 10
MEETINGS
a) There shall be two (2) general meetings in a trimester. However,
emergency meetings shall be called when and where necessary.
b) There shall be four (4) executive meetings in a trimester.
c) All outputs turned out at both general and executive meetings
shall be formally communicated to the patron in charge so as to
inform his decisions and advice.
d) The Secretary shall in writing create the general notice of
members on such meetings detailing the venue and agenda in
not less than 2days to the meeting.
ARTICLE 11

THE CONSTITUTION

AMENDMENT

We have agreed that a motion for an amendment of this association’s


constitution, an article or a clause shall be approved by votes of not less
than 2/3 (two third) of all members present at a general meeting.

OUR PLEDGE

WE DO HEARBY ADOPT, ENACT, PROMULGATE, AND GIVE


TO OURSELVES THIS CONSTITUTION AS SHALL REPRESENT
TIMSA CHATTER UDS-WA CAMPUS.

EXECUTIVE OATH

I………………………….Haven been elected in to the office of


…………………………TMSA do hereby swear in the name of
Almighty Allah that, I will at all times be faithful and confidently serve
TMSA in my capacity as ………………; I will uphold and adhere to the
Islamic principles of accountability be it financially or otherwise, and
that I will seek the welfare of all Murids within the University.

I equally affirm that should I go contrary to this Oath of office, I shall


face the consequences thereafter. So help me Allah.

SPIRITUAL OATH
I…………………..Haven been appointed as a member of the Spiritual
Council, do in the name of almighty Allah swear that I will possess true
faith and allegiance to the TMSA as by law prescribed; that I uphold the
supremacy and integrity of the TMSA and that I will truly and sincerely
perform the functions of my office without any fear or favor, affection or
ill-health; and that I will at all times assuredly uphold, protect, preserve
and guard the constitution of TMSA from corruption; (so help me
Allah).

To be sworn before the president of TMSA at the first General meeting.

ENDORSMENT

The constitution clearly spelt out the administrative structures and all
process of governance. It is therefore incumbent on all members of the
association to abide by it.
