UkWSSC Initial Concept


• UkWSSC will focus on Receipt, Storage and Issue
(RSI) of the repair parts needed to maintain higher
readiness rates in the combat units employing US/
NATO equipment
• Training operators and maintenance personnel on
appropriate maintenance operations and
procedures
• Initial Operating Capability (IOC) will occur within
30 days of project funding approval and Full
Operating Capability will be achieved within 90 days
• A detailed implementation plan will be developed
and submitted to the Contracting Officer
Representative (COR) within 5 days of project
funding approval

Key Enablers
• US and NATO contractors and FSRs (Field Service Reps
from manufacturers) on the ground at the UkWSSC will
conduct training and ensure highest maintenance
standards according to OEM rqmts
• DoD Acquisition Advice Code assigned (DODAAC)
allowing UkWSSC Supply Support Activity (SSA) to
requisition parts using military supply system
• Automated processes using intrasit visibility and RFID
tracking reduces errors and expedites process
• Base security provided to all contractor personnel
• Point force protection provided by multiple layers of
Ukrainian ADA coverage and forward positioning of US C-
RAM (Counter Rocket-Artillery-Mortar) systems

Key Assumptions/Requirements (1 of 3)
• UkWSSC will be located such that it is within a 12 hour drive to the rear echelon
units for Ukrainian Armed Forces in the field in the Donbas region.
• The UkWSSC will be entirely manned by contractors; the UkWSSC will be
turned over to Ukrainian management within one year after FOC.
• All contractors deploy to the UkWSSC will be healthy and fit, and will meet the
basic health standards required by the US Army to deploy to the combat zones
in Iraq or Afghanistan.
• Repair parts will be provided by the USG free of charge and stockage levels will
be sufficient to sustain a 90% operationally rate for all weapon systems for 30
days of combat offensive operations, based on anticipated demand rates from
equipment manufacturers and US Army historic demand history (Afghanistan,
Iraq, etc.).
• Repair parts for all US/NATO systems will be shipped by the USG to the
UkWSSC; a Department of Defense Acquisition Advice Code (DODAAC) and ship-
to address will be assigned to the UkWSSC so as to expedite delivery without
payment or funding complications.

Key Assumptions/Requirements (2 of 3)
• An automated supply system that integrates into the DOD supply system in
Poland and Germany will be provided to the UkWSSC, as well as the central
logistics activity of all brigade-sized units.
• UkWSSC will be established on a secure, actively guarded facility with
point defense systems such as the Counter-Rocket Artillery Mortar (C-RAM)
• The UkWSSC will be supported with high-speed internet access.
• Repair parts transportation to the UkWSSC from locations in Poland and
Romania will be provided/contracted by the USG; transportation from the
UkWSSC to the units in the field will be provided by the GOU on trucks
provided/contracted by the GOU.
• Work Visas will be provided by the GOU to all non-Ukrainian personnel free
of charge.
• Workers insurance is expected to be a major concern to US and European
employers; therefore, increased insurance rates above the normal DBA
rates for Eastern Europe will be reimbursed by the USG.

• Furnished billeting with access to showers (at least 20
individual rooms for senior personnel)

• Laundry
• First aid station/emergency medical support

• UkWSSC will be provided NATO standard body armor and
helmets.
• Seriously ill or injured contractors will be provided Level I
medical care and immediate ground medical evacuation to
the closest major medical facility if required.

Maintenance Training Facility


• Units will deploy maintenance personnel from the
field to attend 2-3 week training
• Instructors will be highly experienced former
soldiers or contractors in Iraq and/or Afghanistan
• Billeting and life support to support classes of 25
mechanics per session
• Classrooms with appropriate furniture
• Computers with internet access
• Complete diagnostic equipment and technical
manuals – both electronic and hard copy
• Required tools and special tools for hands-on
training
• Mobile training teams will be developed to push
maint training if tactical situation supports

• EXECUTABLE OPTION BUT NOT PREFERRED
• Located near on major highway with 2 x rail load
ramps and access to rail lines heading west and
east; however, all local roads are gravel and may
require paving
• Estimated 8-10 hour or rail to Bde areas
• Security is adequate (200 cameras) but will need
additional investment
• Well equipped facility with excellent maintenance
and warehousing facilities with plenty of space
• Co-located w military base; excellent security
• NOT turn-key ready; requires significant prep
work and financial outlays

• Location: Poland, Slovakia or Poland
• Used only if contractor serving in Ukraine issue
cannot be resolved
• NOT A PREFERRED OPTION
• A hybrid solution allowing UkWSSC to become
established and fully operational and set
conditions for pushing facility into Ukraine when
political conditions allow
• Security to all personnel higher than any internal
Ukraine location – insurance not an issue
• Does not address the central requirement to cut
logistics tail with Ukrainian facility

Initial Operating Capability NTP+30


• Key Tasks upon funding approval & Notice to Proceed (NTP):
• Hire and deploy key leaders (8-12)
• Ensure work visas are in place
• Deploy to support locations in Poland, Romania and Germany
to ensure processes in place for Ukraine support
• Initiate life support actions (food service, billeting, laundry,
gym/recreational facilities, etc.)
• Assume possession of all key facilities (warehouse,
maintenance facility, trng facilities, motor pool space, etc.)
• Assume possession of key maintenance and diagnostic
equipment, tools
• Activate DODAAC and begin building Authorized Stockage List
(ASL) for 30 days of offensive operations

Full Operating Capability NTP+90


• Key Tasks (NTP+90):
• Complete hiring and deploy all team personnel (approx.
100-200 total)
• All systems fully operational
• Program of Instruction (POI) developed for training
programs
• Begin redeploying operators and maintainers from
forward areas to UkWSSC for training
• All life support actions (food service, billeting, laundry,
gym/recreational facilities, etc.) are fully operational
• ASL stocked to at least 80%
• Begin pushing Maintenance Support Teams and
Recovery Teams as required to Bde Trains areas
• C-RAM deployed and all security in place

Bottom Line: Ukraine Needs UkWSSC


• Fills a huge void in present logistics situation and cut
supply distribution times significantly
• Will improve logistics performance during upcoming winter,
as well as enable offensive operations
• Hirer operational ready rates save lives on battlefield
• Will utilize US/NATO contractors for only the first 12
months; intent is to transition to Ukrainians at that time
(assuming Ukrainian FSR’s can obtain appropriate
accreditation from OEMs)
• An overt and vital demonstration of US and NATO
commitment to Ukraine
• Risk to contractors can be mitigated with C-RAM and
security MOD facilities
• Funding: $2M for IOC; another $10M for FOC
