1.1. Man requests are recei ed for issue of Indian pilot s licences on the
basis of licences issued b other Contracting States. Some applicants ha e
faced difficulties in obtaining Indian licences or aircraft ratings as the did not
compl full ith the Indian requirements hile obtaining licences or ratings
abroad. In order to clarif the applicable requirements and to streamline the
procedure for issue of Indian licences and aircraft ratings, this Ci il A iation
Requirement is issued under the pro ision of Rules 41 &133A of the Aircraft
Rules, 1937.

3.2 The rating on the foreign license shall be current for the t pe of aircraft to hich
the application for con ersion of license relates to.

3.2.2 The abo e fl ing e perience/ Flight re ie /Check ride/Flight Test/ Skill Tests
shall be undertaken in the Contracting State of issue of foreign license.
3.3 In case the rating on the foreign license is not current for the t pe of aircraft to
hich the application for con ersion of license relates to, the applicant ill be
required to undergo the follo ing in India before the application for con ersion
of foreign license is made:
4. For the issue of an Indian pilot licence based on a foreign licence, the applicant
shall meet the follo ing requirements:
4.1. General
(i) Age;
(ii) Educational qualifications;
(iii) Medical fitness; and
(i ) Fl ing e perience and competenc as laid do n in the respecti e
sections of Schedule II of the Aircraft Rules, 1937.

5.1. Onl the current rating (s) as defined in Para 3 Note of this CAR shall
be considered for con ersion and such aircraft t pe shall be registered in India.
5.2. The applicant shall demonstrate his competenc in Skill tests b da and
night on the t pe of aeroplane or helicopter hich he desires to be included in
Reference Form No. CA40- for aircraft ith AUW not e ceeding 5700 kgs
Reference Form No. CA40/CA41- for aircraft ith AUW e ceeding 5700 kgs
5.3. For con ersion of Instrument Rating i.r.o the aircraft ith AUW
e ceeding 5700 kgs, the skill test shall be carried out in India as per CA40/CA41
and i.r.o the aircraft ith AUW not e ceeding 5700 kgs, the skill test shall be
carried out in India as per IR check Performa for aircraft belo 5700 kgs.
6.1. Pilots, holding current Flight Instructor Rating on their license issued b
a contracting state ma be issued ith Assistant Flight Instructor s Rating or
Flight Instructor s Rating on Indian license subject to their meeting fl ing
e perience requirements as laid do n in Section Q or Section R of Schedule
II of Aircraft Rules, 1937 as the case ma be.
The holder of a alid Indian Pilot License fl ing presentl on foreign license, if
so desire, can also get the rating from the foreign license endorsed on the
Indian license as per the pro isions of Schedule II, pro ided that such aircraft
t pe is registered and operational in India and Skill Tests ha e been conducted
b DGCA appro ed e aminer/FOI in India.
The applicant shall ensure that the documents and information submitted to
DGCA for grant of a licence or rating are correct and authentic. He shall attest
the documents to this effect. If a licence or rating is obtained on the basis of
incorrect information and/or false documents, the licence/rating is liable to be
cancelled and the applicant shall also be subject to appropriate action under
the applicable pro isions of the Aircraft Act, 1934, the Aircraft Rules, 1937 and
the Indian Penal Code, 1860. If required foreign license issuing authorit ma
