SUBJECT: REQ IREMEN FOR I E OF INDIAN LICENCE AND


AIRCRAF RA ING O PILO HOLDING LICENCE AND
AIRCRAF RA ING I ED B CON RAC ING A E .

1. P RPO E

1.1. Man requests are recei ed for issue of Indian pilot s licences on the
basis of licences issued b other Contracting States. Some applicants ha e
faced difficulties in obtaining Indian licences or aircraft ratings as the did not
compl full ith the Indian requirements hile obtaining licences or ratings
abroad. In order to clarif the applicable requirements and to streamline the
procedure for issue of Indian licences and aircraft ratings, this Ci il A iation
Requirement is issued under the pro ision of Rules 41 &133A of the Aircraft
Rules, 1937.

2. REQ IREMEN FOR OB AINING INDIAN PILO LICENCE AND


RA ING

2.1. An applicant desirous of obtaining Indian pilot s licence or rating on the


basis of licence or rating issued b a Contracting State, should make an
application to DGCA (Attn. Director, Training & Licensing) and submit all the
necessar documents as required under the applicable pro isions of Schedule
II of the Aircraft Rules 1937 and this CAR along ith the necessar fees as
prescribed in Rule 48 of Aircraft Rules, 1937. The documents submitted b the
applicant should sho that the applicant meets the requirement for grant of the
licence or rating and has acquired the desired le el of proficienc . Where

applicable, the documents should be ithin the laid do n alidit period. The
s llabi prescribed b DGCA for passing oral e amination, ritten e amination,
fl ing training, skill tests etc. in accordance ith the pro isions of Schedule-II
of the Aircraft Rules 1937, shall be applicable for passing e aminations and
tests stipulated in this CAR.

3. CON ER ION OF FOREIGN PILO LICENCE IN O INDIAN PILO


LICENCE

3.1 An Indian pilot s licence ma be issued in accordance ith the requirements


stipulated in Rule 41 and Schedule II of the Aircraft Rules, 1937 on the basis of
a alid pilot licence issued b other Contracting States.

3.2 The rating on the foreign license shall be current for the t pe of aircraft to hich
the application for con ersion of license relates to.

3.2.1 For the purpose of this CAR current is defined as:

Ha ing fl ing e perience of at least 10 hours as Pilot in Command in the


preceding t ent four months from the date of application for con ersion of
license/rating. (Fift percent of Co Pilot/ Dual ma be counted to ards
requirement of 10 hours PIC);

Or

Flight re ie /Check ride/Flight Test/ Skill Tests on the aircraft t pe in the


preceding t ent four months from the date of application for con ersion of
license/rating.

3.2.2 The abo e fl ing e perience/ Flight re ie /Check ride/Flight Test/ Skill Tests
shall be undertaken in the Contracting State of issue of foreign license.

3.3 In case the rating on the foreign license is not current for the t pe of aircraft to
hich the application for con ersion of license relates to, the applicant ill be
required to undergo the follo ing in India before the application for con ersion
of foreign license is made:

3.3.1 Pass DGCA Technical Specific e amination on t pe

3.3.2 Undergo endorsement training on t pe follo ed b Skill tests

4. For the issue of an Indian pilot licence based on a foreign licence, the applicant
shall meet the follo ing requirements:

4.1. General

The applicant shall meet the requirements relating to

(i) Age;
(ii) Educational qualifications;
(iii) Medical fitness; and
(i ) Fl ing e perience and competenc as laid do n in the respecti e
sections of Schedule II of the Aircraft Rules, 1937.

4.2. ,O E

4.2.1. For con ersion of a Pilot s Licence (Micro-


light/Gliders/Balloons/Light Sport Aircraft/G roplanes) and Pri ate Pilot s
Licence (Aeroplane/Helicopter), the applicant shall ha e to pass
e aminations conducted b Central E amination Organisation (CEO) of
DGCA as prescribed in respecti e Section of Schedule II of Aircraft
Rules, 1937.

4.2.2. For con ersion of a Commercial Pilot s Licence


(Aeroplane/Helicopter), the applicant shall ha e to pass the ritten
e amination conducted b CEO in the follo ing t o papers as per the
prescribed s llabus.

(i) Air Regulations; and

(ii) A composite paper for Commercial Pilot s Licence on Air


Na igation and A iation Meteorolog .

4.2.3. For con ersion of an Airline Transport Pilot s Licence


(Aeroplane/ Helicopter), the applicant shall ha e to pass the ritten
e amination conducted b CEO in the follo ing t o papers as per the
prescribed s llabus:

(i) Air Regulations; and

(ii) A composite paper for Airline Transport Pilot s Licence on


Air Na igation, A ionics (Radio Aids and Instruments) and
A iation Meteorolog .

In addition to the abo e ritten e aminations, the applicant for ALTP


licence shall ha e to pass an oral e amination as stipulated in para 1(d)
of Section M, or Section N, of Schedule II of the Aircraft Rules, 1937, as
the case ma be.

4.2.4. Skill Test

The applicant shall demonstrate his competenc in skill tests on the t pe


of aircraft to hich the application for the license relates, to the
satisfaction of a DGCA appro ed e aminer in India.

4.3. Additional Requirements for Con ersion of foreign Commercial


Pilot s Licence and Airline Transport Pilot s Licence into Indian license

4.3.1. The applicant shall obtain a Certificate of Proficienc from the


Ministr of Communications under the pro isions of Indian Wireless and
Telegraph Rules, 1954 for operation of Radio Telephon Apparatus on
board an aircraft. Based on this, a Flight Radio Telephone Operator s
(FRTO) Licence ill be issued b DGCA in accordance ith the
pro isions of Section Y of Schedule II of the Aircraft Rules, 1937.

4.3.2. The applicant shall also ha e to pass Signals (Practical)


e amination for interpretation of signals as per the prescribed s llabus.

5. ENDOR EMEN OF ADDI IONAL AIRCRAF RA ING AND IN R MEN


RA ING ON HE BA I OF CH RA ING I ED B CON RAC ING
A E (Post iss ance of Indian Pilot License)

5.1. Onl the current rating (s) as defined in Para 3 Note of this CAR shall
be considered for con ersion and such aircraft t pe shall be registered in India.

5.2. The applicant shall demonstrate his competenc in Skill tests b da and
night on the t pe of aeroplane or helicopter hich he desires to be included in

the aircraft rating of his licence, to the satisfaction of a DGCA appro ed


e aminer in India, as applicable for the aircraft t pe and eight categor .

Reference Form No. CA40- for aircraft ith AUW not e ceeding 5700 kgs
Reference Form No. CA40/CA41- for aircraft ith AUW e ceeding 5700 kgs

5.3. For con ersion of Instrument Rating i.r.o the aircraft ith AUW
e ceeding 5700 kgs, the skill test shall be carried out in India as per CA40/CA41
and i.r.o the aircraft ith AUW not e ceeding 5700 kgs, the skill test shall be
carried out in India as per IR check Performa for aircraft belo 5700 kgs.

6. CON ER ION OF FLIGH IN R C OR RA ING I ED B AN ICAO


CON RAC ING A E:

6.1. Pilots, holding current Flight Instructor Rating on their license issued b
a contracting state ma be issued ith Assistant Flight Instructor s Rating or
Flight Instructor s Rating on Indian license subject to their meeting fl ing
e perience requirements as laid do n in Section Q or Section R of Schedule
II of Aircraft Rules, 1937 as the case ma be.

6.2. Additionall , these pilots are also required to;

5.2.1 Demonstrate their competenc as an Assistant Flight Instructor/


Flight Instructor to the satisfaction of a DGCA appro ed E aminer/FOI
ithin a period of si months immediatel preceding the date of
application, as prescribed in Section Q or Section R of Schedule II of
Aircraft Rules, 1937.

7. ENDOR EMEN ON INDIAN LICENCE ON HE BA I OF LICENCE


I ED B AN ICAO CON RAC ING A E:

The holder of a alid Indian Pilot License fl ing presentl on foreign license, if
so desire, can also get the rating from the foreign license endorsed on the
Indian license as per the pro isions of Schedule II, pro ided that such aircraft
t pe is registered and operational in India and Skill Tests ha e been conducted
b DGCA appro ed e aminer/FOI in India.

8. ERIFICA ION OF A HEN ICI OF DOC MEN B DGCA

DGCA ma erif the authenticit and alidit of the documents submitted b


an applicant from the aeronautical authorit of the Contracting State issuing the
licence or rating and the training institute here the training as conducted.

9. AC ION FOR BMI ION OF RONG INFORMA ION

The applicant shall ensure that the documents and information submitted to
DGCA for grant of a licence or rating are correct and authentic. He shall attest
the documents to this effect. If a licence or rating is obtained on the basis of
incorrect information and/or false documents, the licence/rating is liable to be
cancelled and the applicant shall also be subject to appropriate action under
the applicable pro isions of the Aircraft Act, 1934, the Aircraft Rules, 1937 and
the Indian Penal Code, 1860. If required foreign license issuing authorit ma
be informed accordingl .
