1.0 Preamble
M/s KPTL has been awarded on the Turnkey basis contract for “PAKUR AND DUMKA DISTRICT
MEGA WATER SUPPLY SCHEME, UNDER D.W & S. DIVISION SAHIBGANJ, JHARKHAND”, with a design
built duration of 30 months.

2.0 Geographical Area

Sahibganj district is one of the twenty-four districts of Jharkhand state, India, and Sahibganj is
the administrative headquarters of this district. It is located at 25.25°N 87.65°E. The district comprises
of nine blocks, namely, Sahibganj, Mandro, Borio, Barhait, Taljhari, Rajmahal, Udhwa, Pathna and
Barharwa. As per Census 2011, the district has 1349 villages and 8 towns distributed in three assembly
constituencies. Set within the lush green region, the district of Sahibganj with a predominantly tribal
population is a part of Santhal Pargana division and forms the eastern most tip of the division. The
Rajmahal and Pakur subdivisions of old Santhal Pargana district were carved out on 17th May, 1983
to form Sahibganj district. Subsequently Pakur sub-division of Sahibganj district was carved out on
28th January, 1994 to constitute Pakur District.

3.0 Scope of Work

It proposed to carry out detailed topographical & alignment survey of Raw Water Rising
Mains, Intake well at Ganeshpur, Raw Water Sump at Pakuria, Pakur and other works given in the
tender BOQ under D.W & S. Division Sahibganj. The work shall cover Alignment Survey, Topographical
survey and field investigation to determine the suitability of pipeline alignment and other associated
structures required for carrying out detailed engineering.
Detailed topographic surveys for project sites, as required for detailed design of the
components to ensure that the water production and distribution facilities can be designed to operate
properly and so that quantities of work and materials required can be accurately determined. The
scope of Ground Survey works is as attached in the Schedule – I.

4.0 Field Work

Detailed field survey shall be done with DGPS / Total Station / Auto Level for raw water
source area, pipe line route along/ across different road network for Raw Water Pumping Main,
Clear Water Pumping Main, Distribution network etc.
The details are as under:

I. Survey near proposed intake point of the project, giving details for accessibility to it, bank
conditions required for planning of the RCC Intake Structure and RCC gangway.
II. Net levels at maximum 3.0-meter grid for sites of Intake cum Jack well location, Raw Water
Sump location and any other sites provided in the tender BOQ to be provided.
III. Generation of contour overlay at 0.5-meter interval for all the sites like Intake Well, RCC
Gangway, Raw Water Sumps etc.

IV. Longitudinal survey along proposed pipeline routes with spot levels taken at maximum
30 m intervals and at every changes of road alignment, road junction etc. Also conducting
the crossectional survey of major rivers and nallahs coming in the way of proposed pipe
alignment.

V. RL of each node (pipe junction; road junction; peak/ valley crest along the pipe route etc.)
above MSL.
VI. Road width (hard crust / side berm); any culvert / bridge; stream / Nallah crossing; trees/
poles etc. that may obstruct the pipe alignment.
VII. Prominent structures along the proposed route viz. Educational Institute, Govt. / Semi
Govt. Offices, Hospitals, Religious Institute etc. with their respective DGPS data.

VIII. Individual dwelling houses, available water body etc. with their respective DGPS data.
Establishing temporary bench marks (TBM) at different locations of the project area on
permanent structures viz., parapet of culvert / bridge; at plinth of old monument / Govt.
offices/ structures of existing water supply scheme (if any), with respect to Geodetic
Triangulation Station bench mark (GTS BM), including co relating the TBM with DGPS data.
IX. Total no. of concrete PBM to be fixed along the pipeline alignment and at location of each
proposed structure Intake Well and RCC Gangway etc. Size of concrete PBM should not
be less than 150 (L) x 150 (W) x 500 (H) mm.
X. PBM at any location should be verified by Survey Team- KPTL prior to its fixing. After
installation of every PBM, signature of Surveyor- KPTL/D.W.S must be taken on a finalized
checklist and that should be attached in the Final Survey Report.

4.1 Equipment & Survey Specifications

 DGPS: Equipment to be mobilized at site should be of a reputed make like Leica, Trimble etc.
and well calibrated. Machines mobilized should be equipped with:
1. Accuracy of 25 cms.

2. Accuracy (rms) with Post Processing as Static (phase) with long observations

for Horizontal: 3 mm + 0.1 ppm (rms) and for Vertical: 3.5 mm + 0.4 ppm (rms).
 Total Station: Equipment to be mobilized at site should be of a reputed make like Leica,
Trimble, Robust etc. and well calibrated. Machines mobilized should be equipped with:
1. A laser plummet.

2. Built-in easy to use alphanumerical keyboard for fast entry of numbers, special

characters.
3. Distance measurement accuracy on prism as 1.0 mm + 1.5 ppm.

4. Distance measurement accuracy reflector less as 2 mm + 2 ppm.

5. Angular accuracy of 2’’.

4.2 Preparation of Maps & Drawings

Total station survey drawings shall be prepared on AutoCAD base map. The Data Acquisition
and processing of maps includes the following:
i. Collection of all data linked to GPS ground control survey for providing sufficient
control points evenly distributed over the area.
ii. Post processing of ground control data.
iii. Digitization for plan metric data captures.

iv. Field verification, digitization and compilation of final maps.

v. Generation of maps for ground validation surveys. The report / survey drawings shall
have to be prepared in AutoCAD form. The Key map /Index Map for the complete
project shall be made to a scale matching to A0 size paper.
vi. Data entry of the ground validation surveys for updating maps for any
correction/mistakes.
vii. Updating of the field verified data onto the digital data.

Note: -

i. Key Map / Index map for longitudinal section along pipeline route made to a scale
matching to A0 size paper.
ii. Cross sections of river crossing alignment routes for a scale of 1:200 plotted to A3 size
paper to be produced.
iii. Key Map / Index map for Road network to a scale matching to A0 size paper.
iv. Final Survey Report along with the drawings to be submitted. Final survey report
should contain the following:
• List of equipment mobilized along with its calibration certificates including the
list of staffs involved in the process.
• Methodology adopted for carrying out survey.
• Details of the plot area surveyed for permanent structures. This should
contain the Plot Sizes, Location (with co-ordinates), respective Village name,
Block name & GP name.
• Details of the type of roads surveyed while carrying out alignment survey.
This should include the detailed breakup of different types of Road
encountered with total length. Roads should be categorized as follows:
1. Village roads,
2. Major district roads,
3. State Highway,
4. National Highway,
5. Kucha road,
6. CC / BT / BOE roads,
7. Paver Block roads etc.

• Details of Concrete permanent benchmarks installed at site with their respective

verified copies duly done at site.
• A map showing the entire project area & maps for individual villages in soft copy.
• Separate list of major structures existing at site along with their location details.
• List containing the details of river/ canal/ nallah / railway crossings encountered
at site within our project boundary along with their location details & grid survey
of the specific region.
• List of prominent structures along the proposed route viz. Educational
Institute, Govt. / Semi Govt. Offices, Hospitals, Religious Institute etc. with
their location details.

5.0 Meeting & Site Visit

During the project period if any discrepancies is being noticed by the project execution
team, then virtual meetings with the concerned person can be made & if the same is not resolved
then Site Visit / Visit to Client’s Office / Visit to KPTL’s office, as and when required shall be done.

6.0 Review Meeting

Review meeting shall be held at frequent interval (Weekly / fortnightly / as required). You are
requested to attend the same via Video Conferences

7.0 Schedule of Work

 Ground Work - 6 Weeks after issuance of LOI/W.O.

 Final Survey Report submission - 07 weeks after the issuance of LOI/WO.

8.0 Service Fees & Payment Terms

The payment terms is as per the Schedule II attached.

9.0 Deliverables
 Final Report shall be furnished and submitted to the owner within 10 working days after the
completion of survey works at site.

10.0 Change order management

No claims shall be admissible against the number of revisions carried out in the reports generation.

11.0 Confidentiality
• The Data/ Report/ any other relevant information related to the project shall not be used by
the executing Agency elsewhere without any prior consent of KPTL.

• The Data/ Report/ any other relevant information related to the project shall not be shared
to any other Contractor / Agency / Government Client / any other body except KPTL.

12.0 Terms & Conditions

 Calibration Certificate for each machine/equipment mobilized to be submitted to Project
Manager- KPTL, prior to start any work at site.
 Proper PPE (including facemask, hand gloves, hand sanitizers, safety helmet, safety jackets
etc. should be provided to each team member carrying out the survey.
 Survey conducting agency should depute one person from their team as Team Leader, who
will be responsible for coordinating and completing the entire work at site.
 Daily survey progress report along with the checklist to be produced and is to be verified
by representative of KPTL and D.W.S.
 Details of Permanent Bench Mark for datum purpose to be collected from nearest railway
station or any other verified government/private location, as finalized by Client.
 Permanent bench marks to be installed at the locations as finalized by Survey Team – KPTL
with proper details written over it.
 Demobilization of survey team from site should be done only after taking the prior
approval from Project Manager- KPTL.
 Deputation of survey team after completion of work as & when required at site should be
ensured by the survey conducting agency without any extra cost.
 The payment terms mentioned in Schedule – II are final and abiding to all. Request for any
alteration / changes in the payment terms shall not be entertained by KPTL.
 The checklist as mentioned in the Schedule – III shall be duly filled & signed by the undersigned
in the form for processing of the bills. No payment request shall be admissible in absence of

proper and actual forms of the concerned village.

13.0 Safety & Quality

 Proper PPE (including facemask, hand gloves, hand sanitizers, safety helmet, safety jackets
etc. should be provided to each team member carrying out the survey.
 Survey conducting agency should depute one person from their team as Team Leader, who
will be responsible for coordinating and completing the entire work at site.
 Daily survey progress report along with the checklist to be produced and is to be verified by
representative of KPTL and Drinking Water & Sanitation, Sahibganj Division, Govt. of
Jharkhand.

