Sub: Procedure to be followed during TT Decantation

1. Park the TT at the Leveled Plat Form/ Ground – allow 10 minutes settling time. Before
starting the operation on the TT.
2. Proper earthing / bonding should be ensured.
3. 10 KG DCP F/E should be kept near to TT at a suitable distance.
4. Under no circumstanced, plastic/PVC hosepipes should be used for decantation.
5. Check the TT number with the Challan and ensure that the load is meant for your RO
dealership.
6. The departure time from the loading location shall be recorded on the invoice
documents by the loading location and TT should report the dealer within a reasonable
time, the dealer shall record the arrival and departure time for the TT on the Invoice.
7. The security locking system shall be checked and if it is found O.K. then proceed to with
further checking. If found tampered, then it will be construed as a malpractice and
dealer should inform the respective Sales Officer / Loading Location.
8. If the Security Locking System is OK, release master valve levers to ensure products
fills the pipelines, where tank lorries are normally calibrated with lines full, before
checking dips ( Refer Calibration Certificates for product level and proof levels).
9. As the TT driver to produce the certificate of calibration which would mentioned product
level and proof level details.
10. Check the Weights & Measures markings on the dip rod at the bottom as well as at the
proof level. As an additional check, verify dip rod calibration with a measuring tap.
11. Check dips of the product in all compartments with the dip rod duly certified by Weights
& Measures and provided with the tank lorry. Also check for presence of water in each
compartment by water finding paste. Before commencing tank lorry decantation
operation, the sales from the concerned underground tank at the Retail Outlet should be
stopped till the completion of decantation.
12. Having ascertained the quantity of the product by the above method, draw samples
after draining approx. 20 liters of the product from the manifold from each compartment
in a clear glass container for density / Temperature Checks. The density of each
compartment shall be checked. If the density variation at 15 degree Celsius is within
+/- 3 KG/M3 as compared to the challan density of the product then proceed to next
check. If the density variation at 15 degree Celsius is more than +/- 3 KG/M3 or in case
of doubt as to the quality of product, then dealer should inform Sales Officer/ Loading
Location. Dealer should not go ahead with further any checks for TT decantation.
13. Retaining Tank Lorry Samples: The dealer / dealer’s representative shall draw 4x1 liters
of MS and / or 2 x 1 liters of HSD bottom samples (composite from all the
compartments proportionate to the quantity of the product received in each
compartment after removing line contents) from the TT, seal & sample tag the same
before unloading the TT. Before taking the samples, the empty sample containers
should be rinsed with the same product from the TT. The label should be jointly signed
be dealer / dealer’s representative and the TT driver. These samples will be called as
“Retained Tank Lorry Samples”. The dealer should hand over, against payment, 2x1
liter of MS and / or 1 liter of HSD samples to the TT driver / representative of the carrier
for retention by the carrier. In addition, the carrier / TT driver will have to pay a deposit
of Rs.300/= per sample container to the dealer. These samples shall be retained in line
with Marketing Discipline Guidelines in force. The carrier with written mutual consent
may leave his samples in safe custody of the dealer.
14. In the event of dip being short as per calibration certificate/ water being detected with
water finding paste, the short dip/ water being detected with water finding paste, the
short dip/quantity (including due to removal of water) should be made up by filling to
the correct level through the dispensing pump and the quantity so filled should be
recorded on the back of all the Invoice copies. In case the RO is dry at the time of
receipt, measuring of shortage to be done by drawing product from other compartment
and suing calibrated measure ( 5 Liter container available at the RO). Shortages so
recorded should be signed by dealer / dealer’s representative and tank lorry driver.
After ascertaining quality and quantity, decant the product in the correct underground
tanks. ( MS into MS tank, HSD into HSD tank, XP into XP tank, XM in to XM tank).
15. After decanting the product, ensure that the tank lorry is fully emptied of the product
before releasing the tank lorry.
16. Make appropriate entries in the DSR and Density register.
17. After decanting the product into the tank, at least 50 Liters of product ( to displace the
line content) should be dispensed through the pump before taking sample from pump
nozzle for ascertaining the density of the composite product in the storage tank after
receipt. The density at 15 Degrees C, thus ascertained should be recorded in the
density register.
18. Other precautions to be followed while decantation:
- Decantation Area is to demarcated by providing chain lings during TT
decantation.
- Tank inlet discharge riser should be provided with cam lock coupling.
- Dip Pipe of U/G tank opening is kept closed to avoid any vapour
accumulation during decantation.
- Engine of the TT should not be running condition and the battery switch
should be in “OFF” position.
- Rubber hose with external continuity wire and female cam lock coupling only
should used for decantation.
- Tank Truck brought for decantation should have CCOE approved spark
arrestor.
- The driver, cleaner and Ro supervisor are should be present during
decantation.
- At a time only one TT should be unloaded at RO.
- Mobile phone of TT crew and RO Staff should be switched off.
- No delivery / re-filling done near the unloading point.
- Plastic bucket should not be used to take out product from TT.
