Abstract: The National Disaster Risk Reduction and Management Council (NDRRMC) through the Office of Civil Defense (OCD) in
collaboration with the Philippine Disaster Resilience Foundation (PDRF) presents this comprehensive guidebook on how to formulate Public
Service Contingency Plans (PSCP). Public Service Continuity Plan (PSCP) is an all-hazard plan that aims to ensure continuous delivery of
services to the public amidst any disruption. It works by highlighting internal capacities, recovery requirements and strategies to minimize
damage and loss to essential processes, ensure succession of leadership, and improve continuity capabilities of all government agency /
entity.
Stakeholders: All DRRMCs at the National, Regional, Provincial, City, Municipal Levels and Barangay Disaster Risk Reduction and
Management Committees, National Government Agencies, Local Government Units, Constitutional Offices, State Universities and Colleges,
Government Owned and/or Controlled Corporations and other government entities and institutions.
