LOCAL CLIMATE GOVERNANCE


Enabling environment for local climate governance and action

An enabling policy environment for climate governance is key to influence action from the ground up.
Environmental and natural resource management policies and frameworks preceding the Climate
Change Act of 2009 serve as the foundation for climate action to be effective and impactful. The
Climate Change Act, as amended, recognizes local government units as frontline agencies in the
formulation, planning, and implementation of local climate change action plans in their respective
areas (consistent with the provisions of the Local Government Code and aligned to the National
Climate Change Action Plan, among other national development priorities). Efforts to equip local
governments with the necessary knowledge, skills, and means must be strengthened to sustain their
measures in managing and developing their territorial jurisdictions amidst climate and disaster.

Climate-Resilient Convergence Planning and Programming

The Philippine landscape for CC-DRR planning, programing, and reporting necessitates vertical
coherence of plans from the national down to the city-/municipal-level.

Plans serve as the basis for investment programming. Programs/activities/projects link plans to
targets and goals. Reporting milestones and achievements must be informed by valid and effective
monitoring and evaluation systems to enable learning and results-based management.

Local Climate Change Action Plan (LCCAP)


These action plans are the local government’s
measures and strategies to address climate
change concerns.

LCCAPs focus on both adaptation and


mitigation using information resulting from
climate change analyses.

The LCCAP may be derived from climate-


mainstreamed sectoral and land use plans or
can act as a stand-alone plan.
