EXECUTIVE SUMMARY
The doubling work between Billi to Chopan is in progress and being executed by
ECR hence, Final Location Survey has been concluded between Chopan to Chunar
and accordingly Detailed Project Report prepared for the section Chopan to Chunar
and estimated cost calculated for the section Chopan to Chunar.
Existing track does not full fill for railway ambitions due to lots of goods & Passenger
trains running on the existing track,

2.2 Indicate final outcomes for the project in the form of measurable indicators
which can be used for impact assessment/evaluation after the project is complete.
Baseline data or survey against which such outcomes would be benchmarked
should also be mentioned.
This project is essentially required for removing capacity constraints and to cater
for traffic growth in future. At present number of passenger and goods, trains in
this section are far more than its capacity, resulting in heavy detention to trains.
This project will enhance capacity, reduce detention and cater for future growth
of traffic.
3 Project Cost:

The proposed project is doubling work and major portion of land has to be acquired
which is mostly agricultural land in rural area and it has to be acquired from the
concerned land owners through State Govt. Other necessary clearances from
concerned authorities for execution of the work will be taken once project is
sanctioned.

6.0 Human Resources:
6.1 Indicate the administrative structure for implementing the Project. Usually
creation of new structures, entities, etc. should be avoided.
As the proposed project will be commissioned in phases and taken over for operation
and maintenance by Open Line organization of Railway accordingly, the creation of
required additional posts for operation and maintenance of assets will be processed
by Open Line Organization as per prescribed norms. These additional posts will be
operated in phases as per commissioning.

7.4 Please indicate the monitoring framework, including MIS, and the arrangements

Indian Railways have robust system of monitoring of projects. The projects are
regularly monitored by Head of Construction Organisation in a Zonal Railway, i.e.
Chief Administrative Officer (Construction) and by General Managers of Zonal
Railways. Monthly progress report of each project is sent by Zonal Railways to
Railway Board. Regular review meetings are held at Railway Board level to identify
impediments and nagging issues affecting progress of projects. Regular meetings are
also held with State Govts. And various Ministries of Central Govt. at appropriate level
to expedite land acquisition, Forestry clearance and tackle law & order issues.
7.5 Please indicate what arrangements have been made for impact assessment
after the project is complete?
Not applicable as this double line work is being executed near the existing Railway
set ups and where no infringement with Forest area, wild life sanctuary extra is there.

CHAPTER 1
INTRODUCTION
Similarly, the trains coming from Parayagraj and going towards BSB
via Deen Dayal Upadhaya Link Junction. This doubuling from Chopan
to Chunar (CPU-CAR) willsmoothen the traffic flow from Parayagraj to
Varanasi side and vice-versa
The Project alignment comprises the district of Uttar Pradesh State, Mirzapur
and Sonbhadra as as detailed here in after.
Railway Board has sanctioned the Final Location Survey for Billi to
Chunar near Allahabad Vide letter no 2012/W-I/Genl./Surveys/Budget dated
31/03/20 and subsequently Railway has awarded survey work to M/s Atom
Aviation Services Pvt. Ltd., E-523, 3rd floor, Ramphal Chowk, Dwarka Sec-
07, New Delhi-110077 vide LOA No. DYCE-C-ALD-ENGINEERING /
CEN2020-04 / 01530570025203.
The objective of this project investigation is to carrying out the Final Location
Survey for Chopan to Chunar (CPU-CAR) so that surface crossings are
avoided for train movement.
The Broad scope of work for this assignment includes following items: -

v. Preparation and submission of Index Plan and Index section as per scale of
1:5000
vi. Preparation and submission of Working Plan and working Section on scale
of 1:5000
vii. Preparation and Submission of Project Report and Estimates.
CHAPTER 2
METHODOLOGY OF INVESTIGATION
Initially the Toposheet of the area on the scale of 1:50000 were obtained from
Survey of India. A trial alignment was fixed on Toposheet parallel to the existing
alignment.
Team leader was briefed about the assignment by the Dy. Chief Engineer. Based
on the discussion and the data given by NCR, the survey team was mobilized at
site along with all equipment’s. The team members along with team leader
carried out the Final Location SurvFey for Chopan to Chunar (CPU-CAR).
- For Carrying out Final Location Survey, work has been started from Chopan
to Chunar (CPU-CAR).
- Center line of the Station Building at Billi Station taken reference as starting
proposed chainage 135.00 km.
- Deriving updated map information such as position of rivers, streams and
roads, extent of rural and urban areas, forest and cultivation areas.
- Taking details of all bridges- minor, major, important, ROBs, RUBs.
- Taking the details of Level Crossings
- Taking details of HT and LT Lines.
- Collect details of existing UP & DN Railway Line alignment.
For the above survey work following references has been used:

2.2.1 Chainage
Taking center line of existing Billi station as 135.00 km. Billi station has been
considered as reference in respect to that all chainage have been marked.
2.2.2 Leveling
Digital Terrain Model prepared ground survey points taking by the total
station, DGPS, Drone with Photogrammetry process.

2.3 Survey
Final Location Survey from the Chopan to Chunar Section has completed
covering details for required corridor up to existing Railway boundaries.
All details such as Bridges, level Crossings, RUBs, ROBs, HT and LT Lines etc.
were picked up.
Data collected so far had imported into the PC and processed using AutoCAD
Civil 3D and Bentley Rail track software and Index Plan and Index Section has
been prepared and estimation has been done.
Index Map & Index plan and Index Section is prepared on 1:5000 scales.

CHAPTER 4
STANDARD OF CONSTRUCTION
4.1 Gauge
It is proposed to lay the line from Chopan to Chunar (101.579 Km) as per
Group `D’ classification. As maximum sanctioned speed for the line is 130
kmph for future, structures along the line have been sited so as to provide for
adequate clearances for factors such as lurch, lean and sway for this speed.
4.3 Bridges
All bridges for the line shall conform to BG standard of loading capable of
carrying 25-ton axle load.
The ruling gradient for the Chopan to Chunar line has been kept as 1 in 80.
Grade compensation on Curve has been provided at the rate of 0.04% per
degree of curvature.
4.6 Curves

The proposed track will be laying at 6.10 mt offset of DN Line as far as
possible. The transition lengths at each end of the curve have been designed
for a rate of change of Cant/Cant deficiency of 35mm/sec. Where the curve
is non‐transitioned, the concept of virtual transition has been applied and it is
taken as 14.6m for BG, which is the bogie Center. All curves throughout the
area have been set out and aligned according to the following criteria except
at locations, which are restricted by site conditions. -
a) L1 =0.008XCa * Vm
b) L2 =0.008XCd * Vm
c) L3 =0.72 Ca
Where L1, L2, L3, are computed values of transition length based on above
formulae:
(v) Point and Crossings: All points and crossings on main line and
Passenger running lines will be of 1 in 12 with curved
thick web switches made up of 60 kg rails section and
laid on concrete turnout sleepers.
4.8 Ballast

Machine crushed stone ballast (65mm size) cushion below PRC sleepers has
to be 350mm for main lines loops. Therefore, a quantity of 2.216 cum/m for
straight and curves of radius flatter than 600m CWR/LWR track and 2.32
cum/m run for curves of radius sharper than 600m has been taken for
calculating ballast requirement.
4.9 Formation
The side slopes have been provided with two horizontals to one vertical slope
upto 4mt heights. In case the strata in cutting are found to be unstable, during
the course of execution adequate protection work with breast wall be provided.
Slopes on the bank and cutting will be provided with protective turfing against
erosion.
There are 12 stations out of those 09 existing X-ing Stations and 03 Prop. Halt
Stations.

CHAPTER 5
The existing railway section is designed for the maximum permissible speed of
130 KMPH for passenger services and an axle load of 25 Ton for freight traffic.
The bridges do not have constrained speed.
5.1.1 The Proposed alignment utilizes the existing Railway Right of Way (ROW) to
the maximum extent as to minimize the land acquisition;
5.1.2 To maintain the design speed of 130 kmph, to the extent possible;
5.1.3 To Design alignment in such a way so that it has minimum infringement with
the existing railway infrastructure.
5.1.4 To satisfy the clearance requirements of Road over Bridges and other
overhead structures, which are required to be constructed or extended.

from km 141.43 (Chopan) to km 152.40 on Left Hand Side (LHS),
from km 152.40 to km 158.52 on Right Hand Side (RHS),
from km 158.52 to km 160.32 on LHS,
from km 160.32 to km 163.74 (Churk) on RHS,
from km 163.74 to km 166.34 (Sonbhadra) on LHS,
from km 166.34 to km 203.16 (Lusa) on RHS,
from 203.16 to km 219.68 on LHS,
from km 219.68 to km 224.58 on RHS,
from km 224.58 to Chunar junction on LHS.
The proposed alignment has generally been taken similar to the alignment of the
existing track as in the case of straight alignment (where alignment is parallel to
existing track). All possible efforts have been made to ease the curves on the
proposed line as compared to the existing line. There are 98 curves in Chopan
to Chunar section.
Station Facilities:
There are 12 stations out of those 09 Existing X-ing Stations and 03 Prop. Halt
Stations.
This is an existing junction station with two main lines and three loop lines. Two
182X7.10 m Island passenger platform and one goods platform. No change in
yard layout is proposed.
This is the existing crossing station between Billi to Chunar at Km. 141.43 with
two main lines and 8 loop lines. 4 high level platform are existing in Chopan
station. Doubling from Billi to Chopan exists and now doubling proposed from
Chopan to Chunar. No change in yard layout is proposed.

This is the existing crossing station between Billi to chunar at Km. 151.44 with
one main line, two loop lines and one rail level platform. In doubling work one
high level platform one main line, one loop line and FOB has been proposed.

This is the existing crossing station between Billi to Chunar at Km. 163.27 with
one main line and two loop lines. In doubling station has been proposed with
Three high level passenger platform, two main lines three loop lines alongwith
FOB.
This is the existing crossing station between Billi to Chunar at Km. 168.20 with
one main line and two loop lines alongwith FOB. In doubling station has been

This is a proposed block hut with UP and DN line on Billi to Chunar doubling at
Km. 176.66.
This is the existing crossing station between Billi to Chunar at Km. 185.86 with
one main line and two loop lines. In doubling station has been proposed with
two high level passenger platforms, two main lines, two loop lines alongwith
FOB.
This is a proposed block hut with UP and DN line on Billi to Chunar doubling at
Km. 194.00.
This is the existing crossing station between Billi to Chunar at Km. 202.57 with
one main line and two loop lines. In doubling, station has been proposed with

This is a proposed block hut with UP and DN line on Billi to Chunar doubling at
Km. 212.58.
This is the existing crossing station between Billi to Chunar at Km. 223.28 with
one main line and two loop lines. In doubling, station has been proposed with
three high level passenger platforms, two main lines, three loop lines alongwith
FOB.
This is halt station on Billi to Chunar doubling at Km. 232.84 and work for
crossing station is in progress with one main line and two loop lines alongwith
two rail level platforms. In doubling, station has been proposed with three rail
level passenger platforms, two main lines, three loop lines alongwith FOB.
This is an existing junction station with 2 main lines and 13 loop lines in existing.
Four high level passenger platforms and one goods platform are existing in
Chunar junction. Shunting neck and cement siding has been proposed in
Chunar junction.

TRAFFIC CHAPTER
1.0 INTRODUCTION
Final location survey for double line between Chunar to Billi/Chopan section vide
Railway Board letter no 2012/W-I/Genl./Survey/Budget dated 16.01.2020
1.2 HISTORY OFPAST SURVEY:
There has been outstanding demand of the local area to connect double line
section with Chunar – Chopan railway line for providing quick, cheap, and reliable
other system for mass transport of goods and passengers. But that could not be
considered in the past. Now final location survey project is sanctioned by Railway
Board.
To encourage the general development of the regions and facilitate the local
citizen by providing speedy rail routes.
Railway board has sanctioned the Final location survey for double line between
Billi – Chunar via Sonbhadra to study the pattern and potential of passenger, as
well as freight traffic that is likely to be generated over the proposed double line
and to examine the technical possibilities and to assess financial viability of the
project. This project if sanctioned will meet the demand of local people and will
contribute a great in their socio-economic uplift.

1.4 To study the existing traffic on Chunar– Chopan section.
To suggest stations and goods shed according to the populations of the towns
and main traffic this will come to Railways after constructing this line.
To study the new industries, planned in the influence zone of the new line.
To study the existing traffic which can be diverted on this line and by which the
line capacity on the existing sections can be eased out and to work out on running
existing traffic on the double line.
The Traffic Survey Team should make projections of passenger and goods traffic,
taking into consideration socio-economic, industrial and administrative profile of
the development in the area.
The work involved during the present survey for the various disciplines is given
below in brief:
The survey team should make projection of passengers and good traffic on the
project section taking into consideration, socio–economic, industrial and
administrative profile of the development in the area. The projection of
passengers and freight traffic for proposed section is required to be assessed.
Suitable traction and allied facilities will be identified taking into consideration, the
electrification programme in a contagious section.
Depending on the quantum of traffic, the survey team should recommend suitable
standard of interlocking and type of signaling along with the system of working for
the new line.
The project area from Chunar –Chopan/Billi, entire track passes through on the
state of Uttar Pradesh &double line will be parallar to exsiting line.
The field work in reference to alignment of track and P-way work rest upon
engineering departments.
The Signal and Telecom works comes under the preview of S&T department.

Electrical arrangements work rest upon Electrical department.
1.6 METHODOLOGY ADOPTED
In order to asses in a realistic way, the traffic that is likely to be diverted from the
road and also the additional traffic that would be generated as a result of
construction of the new line, the survey team established contact with various
state Govt. officers and prominent figures among local public. Necessary data
thus collected were used to study the trend and pattern of existing traffic and the
prospects of new traffic generation. The present traffic datas of Chunar to
Chopansection have been obtained from the respective stations.
The survey team visited various areas of the proposed section and contacted the
government offices, bus stand, tempo stand, FCI in Sonbhadra district.
Discussion with FCI Supervisor Shri Mishra ji regarding future loading of food
grains after doubling of Chunar – Chopan line.
Important Govt. publication also was made use off to check the figure collected
from sources at district, and other level. Discussions were held with the Traffic
officers of Dhanbad division and Allahabad division and headquarter office of
N.C. Rly to judge the level of traffic which is likely to be diverted on the new line.
Local representatives of trade and commerce, the road transport operators and
representatives of co-operative agencies dealing with agricultural produced, were
contacted to ascertain the important commodities and their quantities being
transported in the area.

CHAPTER-II
The double line project would be of 102.97 Kms.and entire track passes through
existing Chunar-Chopan section is Mirzapur & sonbhadra district of Uttar
Pradesh.
Keeping in view the above facts Rly. Board has sanctioned a Final location survey
for construction of double line between Chunar to Chopan section. Construction
of the proposed double line would help in accelerating agriculture and socio-
economic activities of area in addition to meeting the transportation needs of the
people. And also detention of freight trains will be ended. Object of the present
survey is to study the pattern and potential of passengers as well as freight traffic
as per NCR line capacity statement 2019-20. likely to be generated over the
proposed double line between Chunar-Chopan via Sonbhadra.
NCL produced 101.50 MT in 2018-19, approx. 14% of the total coal production of
India, and dispatched 100.66 MT of coal. The targets for coal production in 2019-
20 and 2020-21 are 106.25 and 110.50 MT respectively. NCL is also supplying
coal to power plants of Uttar Pradesh, Rajasthan Rajya Vidyut Utpadan Nigam
Ltd, Delhi Vidyut Board (DVB), Haryana State Electricity Board, Lanco, Adani
Power etc. The coal supplies from NCL has made it possible to produce about
10515 MW of electricity from pithead power plants of National Thermal Power
Corporation (NTPC), Uttar Pradesh Rajya Vidyut Utpadan Nigam Ltd (UPRVUNL)
and Renupower division of M/s. Hindalco Industries. The region is now called the
"power capital of India". The ultimate capacity of power generation of these power
plants is 13295 MW and NCL is fully prepared to meet the increased demand of
coal for the purpose. In addition, NCL is also supplying coal to power plants of
Rajasthan Rajya Vidyut Utpadan Nigam Ltd, Delhi Vidyut Board (DVB) and
Haryana State Electricity Board.

other small scale industries are also located in this region. Agricultural produce in
the project area is not sufficient to transport in bulk from that area to other parts of
the country. However, now the rice has started loading from Sonbhadra in 2 to 3
rakes monthly and the future ie after doubling, 3 - 4 rakes are being expected to
be loaded per month. The use of tractors is very common in the region for
agricultural purposes. Although farming is mainly dependent on natural rainfall
with irrigation by canals, tube-wells, private wells, electric lift systems are also
being developed.
After the doubling of Chopan - Chunar railway line, Singrauli and Shaktinagar
railway stations of urjunchal will be connected Chopan from Dhanbad to Howrah
and Chunar to New Delhi. As well as the biggest dificulty of running new train will
be solved. Apart from this, transportation of other cargo including coal should be
easy from here
From industrial point of view, Singrauli is the Coal hub of the state of Madhya
Pradesh.
The survey report is based on the assumption that the new line if approved would
be commissioned during the year 2025-26. The length of this project is 103.97
KM. The complition year for the 1st, 6th and 11th year of commissions of the
project section would be as indicated bellow.
The data of last few years have witnessed a phenomenal growth of passenger
traffic on this route. The project route will have connected with double line
between Chunar & Chopan section. Due to economic development and other
factors responsible for causing mobility of the people, the number of passengers
traveling on this route has increased substantially. So much so, the growth in
passenger traffic has out paced the growth of population in the country and the
same is true in this area as well. An analysis of the data collected by survey team
proves this point conclusively, the detail of which are at the Annexure-2-4
The number of 102 buses, 104 autos / jeeps and 110 cars between Chunar -
Chopan / Billy is about 1256 per day in each direction to the passengers traveling
daily by this project section. Undergoing various analyzes and discussions, the
survey team comes to the conclusion that only 10% to 20% of road traffic will be
diverted to the railways. Accordingly, 2512 passengers will use the railways with
5% growth at the current position which will be 3366 at the beginning of the
project.
The journey by train, besides being safe & comfortable, is less time consuming
and economical. The cost of journey by bus is much costly than journey by rail. In
foreseeable future also, there is every likely hood of bus journey becoming
progressively more disadvantageous in comparison to train journey as the roads

are going to be crowded much more than what they are today. Considering all
these advantages in favour of journey by train, a modest 10% to 20% switch over
of passengers from road to train seems to be a reasonable estimate.
Passengers of short distance are preferring trains if these are available to suit
their marketing purposes.
Local passenger over this section may increase in coming days accordingly as
per growth in population of the project area.
The bus fare of UP roadways is much higher than railway fare. This increase of
bus fare results the attraction of local passengers to travel by train instead of
road.
Besides originating passenger traffic and traffic likely to be diverted from road,
there will be substantial growth of through passenger traffic (long distance and
sectional).
The additional total passenger traffic on the project section has been worked out
on the basis of;
The additional railhead traffic potential Lusa and Singrauli station for the year
2026-27 (1st year), 2031-32 (6th year) and 2036-37 (11th year) which has been
worked out as aforesaid,
To clear the extra number of projected passengers, it is proposed to run one trip
of MEMU train the detailed descriptions of these trains are given in Annexure- 7
The coaching earnings in respect of the proposed new trains have been worked
out on the basis of existing fare table w.e.f. 25.12.2015 issued by the IRCA.
Accordingly, the net apportioned earnings for the year 2026-27 would be
Rs.307.15 lakhs.

The estimated passenger traffic on the entire section as mentioned above would
be cleared by MEMU train to be run on the Chunar – Anpara via Chopan section.
In order to clear the anticipated no. of passengers 0ne trip of the MEMU train
service of which the composition of 3 units each (MC-3 + TC-6 = 9). The
frequency of the train services may be increased in the future year depending
upon the growth of rail passenger traffic in that area.
The train services proposed on the project section in the first year of its
commissioning will be as indicated below
The coaching earning of the proposed section for the proposed traffic has been
calculated in reference to IRCA, coaching tariff no.26 (Part-II) w.e.f 25.12.2015
passenger fare tables. The earning comes out as Rs. 307.15 Lacs.The financial
implication of coaching earning is as under:

The area under the service zone is plane & rocky area. Agriculture is the main
occupation of local population. There is no large scale or medium scale industry
in the influence zone.
When traffic survey teams visited the area to ascertain the traffic needs of the
population of the project section, it was learned that the food grain is likely to be
received by Sonbhadra Food Corporation in future. An average 3/4 rake per
month food grain will be dispatched after doubling this section at Sonbhadra
station as per FCI superviser with telephonic discussion.
To avoid all the inherent factors of rail operation in future and any short of
congestion trains may be diverted via this route.
There are big Anaj Mandis at Sonbhadra dealing mostly local business by trucks.
The traffic which would be offered for the railway would be in piecemeal quantity
results no fruitful business for Railway.
The seasonal agricultural productions like wheat, Rice, Paddy Masoor & Till are
transported by trucks to the Part of India. This traffic is seasonal and not sufficient
for daily Rake loading.
Provision of three IBS (between Sakateshgarh-Lusa 20.94 km, Lusa-Khairahi
16.71km and Khairahi-Sonbhadra 17.66 km) has been established if the need is
felt for doubling of Chunar-Chopan as well as for shortening the long block
sections.
According to North Central Railway's line capacity statement 2019-20, the line
capacity utilization is over 186 percent due to about 14 freight trains running in

bothdirections. Whereas after 5 years, line usage with maintenance blocks will
increase by over 340 percent. Due to which increased coal traffic will be difficult to
operate. Therefore, doubling of the Chunar to Chopan line is necessary.

Currently, most of the coal rakes that are delivered to thermal power plants in
Uttar Pradesh, Haryana and Punjab, pass through Pandit Deen Dayal Upadhyay
Nagar station, which is very busy due to trunk route. While coal is sent from
Northern Coal India Limited, Singrauli via Chopan-Chunar, the biggest problem of
this section is single line. Due to which the time is longer. If the Chunar-Chopan
railway line is doubled, the time taken by freight trains will be reduced and coal
will also be cheaper. Due to which, in future, the demand for coal for thermal
power plants of the above states will increase from Northern Coal India, Singrauli.
Coal remittance by Northern Coal India, Singrauli will increase to 65.71 million
tonnes in 2026-27. Which is currently 39.34 million tonnes? That is, due to
increase in coal traffic, North Central Railway will have the direct benefit of
doubling Chunar-Chopan railway line.
Due to the single line, the trains in Chunar-Chopan section are difficult to operate.
On an average 6'52" hours are being taken by the loaded freight trains in the up
direction and 5'28" hours in the down, while the distance from Chunar to Chopan
is only 102km. After the doubling of the proposed Chunar-Chopan railway line,
freight trains will take 2'02'' & 1’38’’ hours (with including 20% acceleration &
deceleration time also) respectively for the said distance. So there will be an
additional time saving which will be 4'50'' in the up and 3'42 '' in the down. As per
Member (Operations & Business Development) Railway Board 02.02.021 letter
for GM/NCR, Inhancement of throughput capacity in Chopan – Chunar section,

the speed of the Chunar - Chopan section will be 60 kmph for loaded and 100
kmphfor empty goods trains.

CHAPTER III
The existing station project section will consist of 10 stations, as well as 3 IBHs
between the four stations. The facilities of operating at the stations are described
below.
The stations are to be proposed with panel standard III interlocking and MACL as
per extent policy of the Railway Board.
3.2 TRACTION

All existing station Chunar to Billi is provided with Electromechanical Colour light
signaling system. Token less block instrument/UFSBI with Axle Counter shall be
provided for block working.
The accident relief train and medical van available at Allahabad & Singrauli
station would be utilised for attending to all major/minor accidents on the project
section.
All the existing facilities provided at Chunar station will be utilized for maintenance
of rakes and locomotives for proposed line. Also additional facilities are proposed
as per engg report.
Trains running on the proposed doubling line will be operated by existing railway
employees and no separate staff will be required.

CHAPTER VI
4. CONCLUSIONS AND RECOMMENDATIONS

4.1 A new crossing station i.e. Vishvnathpuri has already been sanctioned in item No
89 of 2020-21. Three IBH have been proposed i.e. Sarsogram between
Sakteshgarh-Lusa, Karman between Lusa-Khairahi and Hinduari between
Khairahi-Sonbhadra on the project alignment.
4.2 Probable year of commissioning of the projects sections is year 2026-27. The
summarized position of earnings, working expenses and net earnings for
coaching and goods traffic is given 1st year earning as under:

estimates with respect to the earning as indicated above, rate of return (ROR) for the
project has been worked out as 0.62% per annum. In view of the much lower rate of
return (ROR), the project has not been found financially viable.

2. TRAFFIC PROJECTION
There is no any major industry, quarry and small – scale industry in the project
area, Anaj Mandi and cultivation of the livelihood of the people of that area.

3. SAVING FREIGHT DETENTION

A growth rate 5% has been assumed for assessment future rail passenger traffic.
Number of passenger has been worked out accordingly which comes to 3366
passengers in proposed section.
Earnings on account of goods traffic have been worked out according to the future
growth of Northern coal India Ltd, Singrauli. Commodity wise classification given
in the Goods Tairiff No. 49 (Part-II) effective from 01.04.2018. Working expenses
of Coaching and Freight traffics have been worked out on the basis of Annual
statistical statements & End result Book 2017-18 supplied by the Railway Board.
The escalation factor of Coaching & Freight for the year 2019-20 over 2017-18 is
16.76% & 13.64% respectively, as prescribed by the Railway Board. North
Central Railway average leads for various commodities has been adopted for
calculating earnings and working expenses, thus worked out have been
apportioned for the project section.

expenses, the viability of the project has been worked out and the rate of return
(ROR) of the project has been worked as 12.42% per annum over a period of 30
years. In view of positive rate of return, the project is financially viable.

section = 412 minutes
Currently as per actual average running time taken by DN freight trains in proposed
section = 328 minutes
As per Member oprations & business development railway board letter no 2021/TT-
IV/9/1 for GM/NCR. Enhanced speed 30 to 60kmph for loaded &
60 to 100kmph for empty load
After the construction of double line and increase the maximum speed, the speed on
the proposed double line can be increased.
The time taken by the UP freight train after doubling will be 122 minutes
The time taken by the DN freight train after doubling will be 98 minutes
