Purpose and user guidance
This Emergency Management plan sets out the organization, processes and capabilities of the site level emergency
management team (EMT). This plan fulfills the requirements of the Emergency and Crisis Management Standard
(SA-M-10).

The purpose of this plan is to document the established emergency management set-up and capabilities of the respec-
tive organizational unit and to serve as a quick guide in case of a necessary emergency response activation.

User guidance: this document serves as a quick guide and as a template to prepare a site-specific plan. Site specific in-
formation should be completed, and guidance sections can be deleted. If a pre-existing plan is in place and a different
template is being used, the mandatory requirements of this template shall still be considered and included. This plan
can either include all required information in one and the same document or refer to local appendices, e.g. for the risk
assessment or the various site-specific emergency response procedures. The generic emergency response procedures
(SA-M-10-01-xx) can be used for the purpose of this plan but should be adjusted to the site-specific context and situa-
tion.

1 Emergency Organization
The emergency management organization is established by the responsible manager of an ABB site (including project
sites) to deal with disruptive events and situations that require a systematic and coordinated site-level response.

1.1 Emergency Management Team Composition


An emergency management team (EMT) is composed by competent leaders and specialists who are trained to work as
a team and to deliver an effective emergency response. Depending on a specific emergency situation, the emergency
management team is composed as needed and can change over time as the situation evolves. On site (APM
TERMINALS MEDPORT TANGIER EXPANSION PROJECT (TM2-E) a medical center directed by an occupational
doctor (TARCHOULI AYMAN) and her deputy Mr. (KHALID HABACHI)

2 Emergency Preparedness and Response Procedures


This section allows to list the identified risks and emergency scenarios as they are relevant for the site. The emergency
scenarios can be assessed in terms of their relevance or priority and as per the underlying risk assessment. A respon-
sible specialist or emergency response team with a respective leader should be assigned to every identified scenario.
And finally, a reference should be made to the respective contingency or emergency preparedness and response plan
(EPRP) that deals with the specific emergency scenario. For some emergency scenarios, generic response plans are
available as per the attachment section. The relevant templates can be used to develop site specific emergency re-
sponse plans.

Overview of typical risks and emergency scenarios

The below table illustrates typical risks and related emergency scenarios for a site. This list is not exhaustive. It can
be used to identify the actual site-specific risks and to compile and prioritize the respective emergency scenarios.

2.1 Identification of relevant emergency scenarios

2.2 Site-specific procedures


For every specific emergency scenario that has been identified as relevant for the site, an emergency preparedness and
response procedure shall be implemented and maintained by the responsible site emergency coordinator and/ or the
respective specialist(s). At the very least an evacuation and first aid procedure shall be established.

Develop and implement site-specific emergency preparedness and response procedures as they are relevant for the
site. At the very least an evacuation and first aid procedure shall be established.

These procedures can be documented directly in this plan in this section or as attachments; or this plan can refer to
separate site-specific documents.

The procedure templates that are listed as generic attachments to the emergency management standard (SA-M-10)
can serve as a basis to develop site-specific procedures (see also section 5 below). At the very least an evacuation and
first aid procedure shall be established.

2.2.1 Medical emergency procedure


 Training for all staff with consideration of what might happen and how the alarm will be raised and the right
way to alert an emergency case from the specific services . Also mentioning night shift working measures,
weekends and times when the premises are closed, eg holidays

 Planning what to do, including how to call the emergency services. Help them by clearly marking our
premises from the road (storage area, offices localization, work area….). Considering drawing up a simple
plan showing the location of hazardous items

2.2.2 Fire evacuation procedure


 For offices this could take the form of a simple fire action sign posted in positions where staff and relevant
persons can read it and become familiar with its contents.

2.3 Generic contents of an emergency procedure


Every site-specific emergency preparedness and response procedure should address the following aspects:

 Identification and assessment: description of the process that allows to identify a specific emergency situation
and assess the related (potential) impact.

 Alerting of potentially affected persons: description of processes, procedures, systems and tools to ensure that
every relevant person who could be adversely affected is alerted to the specific emergency and that every person
understands the nature of the emergency through the alarm system used.

 Alerting of key responders: description of processes, procedures, systems and tools to ensure that the key
emergency responders are alerted to the specific emergency in order to activate their immediate response
activities.

 Notification and reporting: description of the processes to notify and inform all relevant stakeholders in a
timely manner as per their information needs and requirements; reference to specific functional reporting
processes, such as the “HSE & Security Incident Management Reporting requirements” (SA-S-008/09).

 Key notification requirements and counterparts: The typical notification requirements include the following:

o Responsible manager (accountability holder): Immediate notification of the responsible manager (i.e.
site lead manager) or their delegate(s), to inform about an emergency situation and an activated
response (as soon as reasonably possible).
o Interested parties: Timely notification of relevant interested parties, including (potentially) affected
functions, business entities and third-party entities.
o Responsible person for investigation: Timely reporting for investigation purposes, as per “HSE &
Security Incident Management Reporting requirements” (SA-S-008/09).
o In case of an emergency response that requires the activation of an emergency management team, the
responsible country crisis coordinator or any member of the country crisis taskforce must be notified, as
per the country crisis management plan (SA-M-10-02).

 Response execution: description of the immediate measures to stabilize a situation and remove any threat to life;
and description of subsequent activities to contain the situation, mitigate the impacts, and (re-)establish the
desired end-state.

 Remediation and recovery: description of the measures to recover the site from the emergency and ensure
continuity; or reference to the respective business continuity plan, where these measures are described.

 Training: description of the training approach required to build the necessary competency levels of emergency
response team members; as well as description of the training or information approach required to create the
necessary awareness and adequate emergency response behavior among the general workforce (if applicable).

 Testing and exercising: description of the testing and exercising approach to develop and maintain the required
response capabilities of the response team members as well as the adequate behavior of the general workforce (if
applicable).

 Procedure revision: description of approach for periodic review and updating of emergency procedure as well as
for case-specific review and updating after relevant disruptive events.

 Procedure communication: description of provisions and approach for the communication of the core aspects of
a specific emergency response procedure to all relevant stakeholders and particularly the on-site workforce, as
well as interested parties, as appropriate (contractors, visitors, emergency response services, government
authorities and local community representatives)

 Relevant infrastructure, equipment and material: description of the required response infrastructure and
documentation of respective material inventory (e.g. alternative communications equipment such as handheld
radios)

3 Emergency Management Capability


This section serves to describe the relevant aspects of the Emergency Management Team’s capability and to define
respective preparedness and improvement requirements.. competence of Dr MR TARCHOULI thanks to his

3.1 Training and Exercising


Define the necessary trainings and exercises to build the competence and capabilities of the core team and relevant
specialists to effectively respond to an emergency situation.

Minimum training requirements:

 Train emergency response teams and specialists as per local legal requirements

 Provision of briefings and trainings that are necessary to ensure to proper implementation of the identified and
prioritized emergency response procedures in this site-specific planour organization ABB provide a first aiders
certificating training to all supervisor of work and people who have to intervene in emergency cases

 Conduct annual fire drill as per the requirements and injured person evacuationof SA-S-108

3.2 Support Infrastructure and Resources


Describe the approach and requirements regarding the implementation and maintenance of the necessary
infrastructure, tools and equipment to enable an effective emergency response. the on-site intervention team is well
equipped with intervention and first aid equipment, so that they can intervene efficiently in a surprising emergency,

3.4 Review, learning and continuous improvement

4 Emergency Preparedness and Response Process


The emergency preparedness and response process follows a few simple steps and should be used by every
Emergency Management Team both for preparatory and response purposes.

4.1 Preparedness Process

4.2 Response Process


Any disruptive event that goes beyond a simple incident response and requires site-level response coordination should
be dealt with by the Emergency Management Team. The emergency response process is organized in five consecutive
phases:

(1) Identify the disruptive event:

 Recognize that a disruptive incident event is happening or detect an emerging issue; gather information

 Alert relevant emergency response teams and specialists to activate an immediate emergency response, as per site
specific emergency response procedures

 Notify relevant actors to conduct situation assessment: Site lead manager and emergency coordinator (or any
member of the emergency management team)

(2) Assess the situation and declare the required response:

 Assess the potential impact of a disruptive event in terms of its severity and scope/ complexity (as per the below
visualization and table); also consider the escalation potential over time

 Declare the appropriate ‘Impact and Response Tier’ (Tier 0 to 4), as per the table below

 Alert and notify the relevant counterparts and stakeholders (in accordance with declared ‘Tier’ and as per the
table below)

 If an Emergency Management Team is activated the responsible country crisis coordinator shall be
notified as soon as reasonably possible

 In case the normal notification channels are either too slow or not available, the crisis organization can
be activated top-down by calling the ABB Emergency Line Number: +41 43 317 7700

(3) Activate the response structure and processes:

 Convene and compose the Emergency Management Team as well as supporting response team(s)

 Activate additional response measures and procedures, as per pre-defined and applicable contingency plans

(4) Execute the response with help of the established response procedures and additional ad-hoc planning and
implementation of action plans.

(5) Resolve to desired end-state and conclude the response with an after-action review and the implementation of
improvements.

6 Appendix

6.1 Required elements for emergency evacuation planning

6.1.1 Emergency Escape Maps – Routes and Procedures


Emergency escape procedures and route assignments shall be posted in each work area, and all employees shall be
trained initially and by their supervisor/manager in the correct procedures to follow. There shall be a primary and
secondary route provided on each map in the event the primary route is not accessible. New employees and/or
transferred employees shall be trained when assigned to a new work area. An escape procedure and escape route shall
be provided for each work area. An overview map of the location with its evacuation routes, Muster Points, fire
extinguishers, emergency equipment and First Aid shall be placed as an Attachment.

An emergency evacuation map shall be developed for each area/floor. They shall be placed as an Attachment of this
document and posted in each area/floor as a reference.

Please also consider temporary or permanent special needs persons during an emergency and plan for any special
equipment to assist them in the evacuation process.

6.1.2 Critical Operations


Certain equipment and processes must be shut down in stages or over time. During some emergency situations, it will
be necessary for some specifically assigned and properly trained employees to remain in work areas that are being

evacuated long enough to perform critical operations. These assignments are necessary to ensure proper emergency
control. Please describe operations, procedures, and personnel required in order for critical operations to be
performed before the assigned personnel evacuate during emergency situations as long as they are not putting
themselves in dangers way.

6.1.3 Floor/Area Evacuation Monitors


In each area/floor an employee(s) shall be assigned to perform a sweep to ensure all individuals have evacuated their
workstation. They are responsible for checking offices, bathrooms, fire doors are closed, and any other spaces
assigned to them prior to exiting. There should be an average of one (1) monitor per twenty (20) individuals unless
local regulations require a higher number. This process will be done during any emergency situation as long as they
are not putting themselves in harm’s way. Ensure this is completed for every shift if there is more than one shift at the
location.

6.1.4 Employee Accountability Post Evacuation


Each supervisor/manager is responsible for accounting for all assigned employees, personally or through a designee,
by having all such employees report to a predetermined designated Muster point and conducting a roll call. Each
assigned employee must be accounted for and reported to the Emergency Response Coordinator by for example:
mobile, radio, etc. Provide how it is communicated. If there is more than one shift the information shall be provided
for each shift.
