1. PURPOSE
This Method Statement provides guidelines for the safe erection, inspection,
use, and dismantling of scaffolding at ASU Buildings Project.
2. SCOPE

2.1 This method statement applies to all personnel who erect, inspect, use, or
dismantle scaffolding RAPCOs personnel.

2.2 This Method statement includes requirements for Scaffolds and work
platforms that are suspended from fixed structure.

3. DEFINITIONS

3.1 Bearer: Means a horizontal transverse scaffold member (which may be


. supported by ledgers or runners) upon which the scaffold platform rests
and which joins scaffold uprights, posts, poles, and similar members

3.2 Body Harness: Means a design of straps which may be secured about an
employee in a manner to distribute the fall arrest forces over at least the
thighs, pelvis, waist, chest and shoulders, with means for attaching it to
other components of personal fall arrest system.

3.3 Brace: Means a rigid connection that holds one scaffold member in a fixed
position with respect to another member, or to a building or structure .

3.4 Cleat: Means a structural block used at the end of a platform to prevent the
platform from slipping off its supports. Cleats are also used to provide
footing on sloped surfaces such as crawling boards .

3.5 Competent Person: Means one who is capable of identifying existing and
predictable hazards in the surroundings or working conditions which are
unsanitary, hazardous, or dangerous to employees, and who has
authorization to take prompt corrective measures to eliminate them

3.6 Coupler: Means a device for locking together the tubes of a tube and
coupler scaffold.

3.7 Guardrail System: Means a vertical barrier, consisting of, but not limited
to, top rails,midrails, and posts, erected to prevent employees from falling
off a scaffold platform or walkway to lower Levels.

3.8 Ladder Stand: Means a mobile, fixed size, self-supporting ladder


consisting of a wide flat tread ladder in the form of stairs.

3.9 Landing: Means a platform at the end of a flight of stairs.

3.10Lifeline: Means a component consisting of a flexible line that connects to


an anchorage at one end to hang vertically (vertical lifeline), or that
connects to anchorages @ both ends to stretch horizontally (horizontal
lifeline), and which serves as a means for connecting other components of
a personal fall arrest system to the anchorage

3.11 Maximum Intended Load: Means the total load of all persons,
equipment, tools, materials, transmitted loads, and other loads
reasonably anticipated to be applied to a scaffold or scaffold component
at any one time .

3.12 Mobile Scaffold: Means unpowered portable, caster or wheel-.


mounted supported scaffold

3.13 Outrigger: Means the structural member of a supported scaffold


used to increase the base width of a scaffold in order to provide
support for an increased stability of the scaffold.

3.14 Personal Fall Arrest System: Means a system used to arrest an


employee’s fall. It consists of an anchorage, connectors, a body belt or
body harness and may include a lanyard, deceleration device, lifeline, or
combination of these.

3.15 Platform: Means a work surface elevated above lower levels or ground.
Platforms can be constructed using individual wood planks, fabricated
planks, fabricated decks, and fabricated

3.16 Qualified Person: Means one who, by possession of a recognized


degree, certificate, or professional standing, or who by extensive
knowledge, training, and experience, has successfully demonstrated
his/her ability to solve or resolve problems related to the subject matter,
work, or project.

3.17 Rated Load: Means the manufacturer’s specified maximum load to


be lifted by a hoist or to be applied to a scaffold or scaffold component

3.18 Scaffold: Means as any temporary working platform (Supported or

3.19 Suspended Scaffold: Means a work platform suspended from an


overhead structure. This scaffold can be either single-point or two-point
suspended. Suspended Scaffold is often referred to as Suspended
Access Equipment in some regions.

3.20 Walkway: Means a portion of a scaffold platform used only for


access and not as a work level.

Procedure

4.1 Safety Considerations

4.1.1 Depending on the nature and the area of work, appropriate


personal protective equipment must be worn by personnel. Fall
protection must be worn by workers erecting and dismantling
scaffolds when exposed to falls greater than 2 m (6 feet).

4.1.2 Personnel working on a scaffold platform with full handrail, mid rail,
toe boards and gated access are not required to tie off when

be accomplished by using toe boards, screens or brick guards;

deflecting falling objects. Overhead protection shall be provided
for individuals working on a scaffold exposed to overhead hazards

4.1.8 Individuals shall not work on scaffolds during a storm or high


winds. (> 6 Beaufort, 13.8 m/s) Every effort should be made to exit
the scaffold prior to electrical storms. Scaffolds should only be
sheeted in where the scaffold structure (including ties and/or raking
shores) has been specifically designed to accommodate the
additional wind loads that this imposes

4.19 Tools, materials, and debris shall not be allowed to accumulate in


quantities to cause a hazard.

4.20 Partly erected/dismantled scaffold must have suitable warning


signs posted in prominent locations, be barricaded off, or policed .
to prevent unauthorized entry. The use of Scaffold tags is strongly
recommended.

4.21 Store the scaffold material under dry conditions in the site.

4.22 Scaffold accessories shall be used and installed in accordance


with manufacturer's recommended procedures. Accessories shall
not be altered in the field.

4.23 Personnel who perform work on scaffolding systems must be


trained according to the requirements outlined by Air Products.

Scaffolding Inspection

5.0 Scaffolding shall be inspected by a competent and certified scaffold


inspector prior to use, after any modification, or after any occurrence
which could affect the integrity of the scaffold structure

5.1 The Inspector will date and sign the "GREEN" tag when there are no
defects in scaffold construction noting total working load on tag .

ERECTION SEQUENCE

1. Report to Site office prior to commencement of work and provide


scaffolders proof of training.
2. Put on all personal protective clothing and equipment –
safety helmet, safety footwear, harness and lanyard, high visibility
Waistcoat or jacket..Attend health and safety induction training
course with Principal Contractor.
4. Prior to working ensure that the ground h a s l e v e l l e d and that the
ground is adequate to take the weight of the scaffold, the weight of the
materials and persons working on the scaffold.
5. Inspect all scaffold components for damage.
6. Check ladders for damage.
7. Arrange for scaffold boards and tubes to be delivered by mechanical
means as close as possible to where the scaffold is to be erected.
8. Assess ground and decide whether individual sole boards are required or
sole boards that need to extend between at least two standards on soft
ground.
9. Erect standards and ledgers and ensure that standards are vertical
and ledgers are horizontal.
10. Position transoms and boards on first level platform from below if possible.
11. Erect and secure ladder.
12. No materials to be carried up ladders. Forklift to load all materials on
loading bay where provided.
13. A minimum of a three board wide centralised platform should be
worked upon.
14. Handrails to be erected to enable a safe working platform for any
materials to be hoisted up.
15. No components to be dropped or thrown from scaffold.
16. Scaffold to be made stable as soon as practicable with ties or rakers.
Ties to be provided at intervals of 4 metres.

Scaffolds shall be planked end-to-end on each side of the object. The


planking needs to be supported around the object to ensure the decking or
planking will sufficiently hold the intended weight of people and tools and
materials. Wood products should be free of decay, splits and other defects.
Scaffold boards are to be supported as follows.
Thick ness of the Board 51mm (2in)
Maximum Spacing 2590mm (8ft)
17. Kinetic methods of lifting and handling to be use at all times. Only single
boards and tubes to be lifted.
18. Hand rail to be positioned at a minimum height of 950mm,Toe boards to be
provided on all working platforms and secured. The gap between the top of
the toe board and main guardrail not to exceed 470mm and therefore
middle
rail will be provided.
19. Debris guards to be provided and secured on all working platforms
where materials are to be stacked above the height of the toe board.
Debris meshing to be provided to protect members of the public w h e r e
required a n d secured. Where debris meshing or monoflex is required
by Contractor additional ties will be provided
20. Ledger bracing will be provided as required.
21. Façade b r a c i n g w i l l b e p r o v i d e d o n gable ends a n d lengths over
30 metres.
22. Loading bays will be provided with additional bracing and check
couplers. The Site Manager will be advised of the maximum
loadings both on the loading bay and scaffold as a whole
Loading bays will be provided with gates which will be up and down
gated type
23. Working platforms will be fully boarded with no gaps giving rise to
risk of injury.
24. Harnesses will be worn at all times and connected at 4 metres and
above. Ties only to be removed by charge hand who must fix alternatives.
25. Harness and lanyard will be inspected prior to use and have current 6
month test and identity number.
26. No materials to be thrown off scaffold.

27. Contractor to keep other trades out of working area whilst scaffold is
being erected, altered or being dismantled.
28. Dismantling will be in reverse order.

5.4. Personal Fall Protection

5.4.1 Each worker must use a Personal Fall Arrest System (fall protection).

5.4.2 The Personal Fall Arrest System is IN ADDITION to guardrails (you must wear
fall protection even though the suspended scaffold work platform is protected with
guardrails).

5.4.3 The fall protection must be anchored independently from the suspension
scaffold and independently from other workers.

 Typical installations include a vertical life-line or retracting lines that are anchored to
the structure, normally at the same level as the anchor points for the scaffold. Each
worker must have a separate drop line.

5.5 Emergency Preparations

5.5.1Sites must have the capability to rescue individuals who may be suspended on
Personal Fall Arrest Systems in the event of a scaffold collapse. or trapped on Scaffold
in the elevate position (Injured or not be reached).

5.6 Work Practices


5.61 Consider assigning an attendant to watch from below while the scaffold is being
raised or lowered to help prevent contact with valves, piping, or similar obstacles.
