1 SCOPE
This specification describes the general requirements for the design, manufacturing, delivery,
installation and testing of the communication system for the Water Transmission Systems. The
communication system shall be considered as a part of the control system.
The following standards, rules and regulations, all in the latest valid edition must be observed
specifically:
• with the ITU-T recommendations of the G-Series, I-Series, M-Series, K-Series, Q- Series
• with the IEEE “Local & Metropolitan Area Networks (LAN/MAN)”, 802s Series
• with IEC standards, especially with IEC 62439, "Industrial communication networks: high
availability automation networks"
Further standards, rules and regulations used by the communication system manufacturer for
design, construction and testing are allowed, but must be declared.
3 ENVIRONMENTAL CONDITIONS
The equipment will be installed inside buildings, container or inside an underground shaft.
The environmental data are summarised in the specification S01 “Design and Construction of
I&C System”.
All components of the communication system shall properly work on a continuous basis under
the environmental conditions that are defined in the above-mentioned specification.
In case communication system equipment is installed within cabinets of the central control
system the environmental conditions as per S05 “Central Control Hardware and Standard
Software” shall prevail.

4.1 Objectives
The system shall provide the following communication channels for data, video, office and voice
transmission:
a) Control system data
• redundant internal data communication (control system traffic) between control center
and all other stations of the system
• backup communication between dedicated stations via point-to-point connection over
public telecom networks (e.g., PSTN or IP-VPN) or over existing “stand-by”
communication systems
b) Office WAN
• internal data communication (office applications) between Office LANs via multi-point
connections
c) Voice
• Voice communication between all stations and to the PSTN
d) Video surveillance
• Video link between cameras at the pipeline stations and the central video system
• Control link between the central video system and cameras at the pipeline stations
• Transmission system
The transmission network shall be designed for long distance communication with
appropriate number of data ports at the relevant locations. Depending on the distance
between two components, the installation of repeater/amplifiers/ boosters could be
necessary.
• Router
Routers shall be used for separation and controlled interconnection of LANs (including
virtual LANs) as well as for implementation of backup links. Telephone system
For voice communication VoIP-PABXes at the control center and at the main stations shall
be installed. IP telephones shall be installed at all stations as extensions of the VoIP-
PABXes.
• Video Surveillance System
At the appropriate locations video cameras shall be installed. All video data shall be sent to
a “central video room”. From this room all cameras shall be controlled.
• Standard Switch
To build up office LANs at the main stations appropriate switches shall be installed.
Ports/interfaces and performance of each network component shall be dimensioned to project
specific requirements according to G02 “Description of Project and Works” under consideration
of spare capacity requirements.

- Packet based systems / services shall be designed in a way as to limit Packet Loss Rate
and Packet Delay Variation to avoid performance impacts on applications.
4.5 Licenses
For the complete hardware and software timely unlimited non-transferable licenses for all
components of the system are required.
4.6 Maintainability
The complete system must with respect to the parameters be maintainable by the end- user
without programming knowledge.
All tools required for maintenance are part of the scope including the full documentation.
4.7 Expandability
The communication system shall be configured in order to facilitate changes and additions.
Eventual expansion may enlarge the currently proposed configuration. A certain expansion shall
be possible without changing the system structure and without losing any functionality. It must
be possible to expand the system without basic modifications of the system by re-
parameterisation by at least 200 %.

The backup link over the PSTN, or any other stand-by communication link, shall be managed
automatically. Under normal conditions the traffic shall be carried over the optical fibre. However,
in case of a cable failure or another double failure the transmission system might be segmented
into two systems that can no longer communicate one with another. In this case the backup link
shall automatically reconnect the segmented systems in due time to avoid activation of station
safety sequences due to communication failure. Backup links shall be established for the
communication channels/services as specified in G02 “Description of Project and Works”.
All cabinets shall comply with the general requirements as specified in S01 “Design and
Construction of I&C Systems”.
Chassis
The components of the transmission system shall be accommodated in chassis that are
mountable in 19” racks. The 19'' racks will be installed inside cabinets.
The system chassis shall at least provide a spare of 20% to accommodate additional units.

5 TRANSMISSION SYSTEM
5.1 General
For the data transmission between all pipeline stations, including control center, a Multiplex
System (e.g., SDH) or Industrial Ethernet Switches shall be used.
In G02 “Description of Project and Works” and subsequent documents all necessary functions
(switching, routing, etc.) are illustrated with separate components. The merging of different
functions within one communication equipment is allowed, if a sufficient separation of channels
(defined bandwidth for process data, voice, video surveillance and office application) and all
requirements for the redundancy are guaranteed.
At the date of the performance acceptance test shall the latest available firmware be installed at
the components forming the communication system.
5.2.1.1 Multiplexer
The multiplexer shall provide add and/or drop and/or through-connect functionality.
In transmit-direction the multiplexer shall time-multiplex and code the signals from the tributary
ports and the system specific overhead on the aggregate level and pass them on to the
aggregate ports. In receive-direction the multiplexer shall de-multiplex these signals from the
aggregate level and pass them on to the tributary ports. The multiplexer shall provide switching
of connections between two aggregate ports and the tributary ports.
The multiplexer shall provide the following:
• Framing
• Synchronization
• Switching
• Buffering
• Network set-up and configuration
• Control and supervision of multiplex equipment

5.2.1.3 Synchronisation
It shall be possible to synchronise the central unit to the following signals:

The unit shall allow interfacing with telephone exchanges via 2 or 4 wire interfaces.
The unit shall provide the following:
• Subscriber simulation
• DP and DTMF signalling
The unit shall be used in conjunction with 2/4-w-sub unit to interface to remote subscribers.
c) S0-sub unit
The unit shall allow interfacing with 2B+D terminal equipment or telephone exchanges via
4-wire interface.
The unit shall provide the following:

5.2.4 Synchronisation
The synchronisation of the entire system shall base on external redundant GPS signal.
Therefore, GPS receivers at both ends of the transmission system shall be installed.
Industrial Ethernet Switches shall be of a compact design, suitable for top hat rail mounting in
the equipment cabinets. Different media shall be supported that shall include as a minimum:
− Upload: Optical interfaces for fibre optic cable (single mode) ≥ 1 GBps
Fibre optic SFP ports shall be used and dimensioned with respect to signal attenuation. The
Industrial Ethernet Switches shall provide the following:

6 ROUTERS
The router equipment shall be configured in such a way that in case of any failure an automatic
switch over (rerouting) to an alternative link within the ring structure will be performed,
independent of the rerouting of the transmission system. The switch over shall not create any
data loss. As soon as the default connection is again working without disturbance the
communication path changeover will be immediately switched back. For each station data on
the actual connection status shall be provided for statistical purposes. It shall also be possible
to initiate the communication path change by a user command.
The Routers shall provide at least the following:
− Routing: IP routing
− Synchronization (S)NTP

7 STANDARD SWITCHES
Ethernet Switches shall be of 19” construction and will be installed within climate-controlled
environment. The Ethernet Switches shall include as a minimum:

8.1 General
The data transmission between the central video monitoring, the local video monitoring and the
cameras shall base on the TCP/IP protocol (Ethernet).
In addition to the motion detection of each individual camera intrusion detection (door switch)
shall be included at the relevant doors.
Central video monitoring shall be installed at the control centre there the relevant equipment
shall be installed to control all cameras and to monitor all areas. This shall at least include the
following components:
• Simple Software
• 1x46" TFT Displays for each pipeline with KVM extenders
• Periphery for easy handling of the cameras (e.g., joystick for zooming, moving)
• Proper time stamping of all recordings
Local video monitoring shall be installed at any pumping station and terminal station including
the same relevant system equipment as is specified for the central video system (see section
8.2).

9 TELEPHONE SYSTEM
9.1 General
The voice communication network shall be based on VoIP-PABX, analogue and VoIP phones
and an operator console.
The following traffic modes of the telephone exchange system shall be provided:

All VoIP-PABXes shall be connected over a dedicated ≥ 2 Mbps or ≥ 10/100 Mbps channel
within the communication system.
Each PABX shall be connected to the public switched telephone network (PSTN) directly or via
the existing telephone system. In case the PABX network is disconnected, the PABXes shall
use PSTN interconnections to reroute internal calls to other PABXes automatically PSTN
(response times via public network shall be taken into account).

• VoIP telephone sets shall be used in the control room and office area within the electrical
building using PoE or power injectors
• VoIP communication shall be based on the SIP protocol
• Conventional analogue telephone sets shall be used in all other areas
• Wireless telephones shall be able to access and use all the features available to fixed-wire
telephones, in exactly the same way
• In pump house, LVS and other remote locations wall mounted industrial grade phones are
to be used, capable to handle related environment conditions
• Acoustic hoods or booths and audio-visual ringers shall be used for noisy environment and
shall be installed such that acoustic protection is maximized).

12.1 General
All components of the communication system shall be carefully tested in the manufacturer's
workshop and before commissioning.
As part of the control system, the communication system shall be subject of a detailed integrated
test together with the control system to show that the system is faultless, all required interface
connections are established and all components are working together (refer to specification S04
“Distributed Control System”).
The FAT also includes testing of all interfaces to other systems (e.g. existing communications
systems, PSTN).
12.4 Commissioning
The commissioning tests of the communication system shall show that the several subsystems,
the different software packages, the interfaces to third parties, etc. at different locations are
working together and meet the specified requirements.
After successful commissioning of the entire control system a Site Acceptance Test (SAT) shall
be carried out.

13 DOCUMENTATION
Before installation the entire approved documentation shall be available covering the complete
main and auxiliary equipment.
The documentation shall assist in the installation, initial start-up and provide comprehensive
information concerning subsequent operation and maintenance. It also shall provide information
necessary for any future check of equipment performance or for expansion or redesign.
This documentation shall contain the purchase specification, equipment drawings, operating
data, instructions and other information:
• Panel/Cabinet Layouts
This documentation shall contain the documents of chapter 12.1 above with the appropriate
changes of the installation/pre-commissioning phase, the sets of all test records of the pre-
commissioning (test certificates, performance curves, etc.) and photographs taken during
construction.

The as-built documentation shall represent the situation after SAT of all above mentioned
documents.
All documents shall be delivered also in native electronic format.
Configuration, setup details, etc. of each network device shall be provided in soft and hard copy
(2 each).
Backup of the firmware and configuration of each network device shall be handed over in
electronic format in addition.
Contractor shall insure the firmware is installed with the last version available at date of PAC.
