1 INTRODUCTION

This specification contains the requirements for fire detection and alarm system to be in-
stalled within all station buildings where fires are possible.

2 STANDARDS

The following particular standards, rules and regulations, all in the latest valid edition,
must be observed

- NFPA National Fire Protection Association


- EN 54 (several parts) Fire Detection and Fire Alarm System
Further standards, rules and regulations used by the manufacturer for design, manufac-
turing and testing are allowed, but must be declared.

3 ENVIRONMENTAL CONDITIONS

The equipment shall be installed inside buildings, container or inside underground shafts.

The environmental data are summarised in the specification S01 “Design and Construc-
tion of I&C System” and in the General Specification G02 ”Description of Project and
Works”.

All components of the fire alarm system shall properly work on a continuous basis under
the environmental conditions defined in the above mentioned specification.

4 SYSTEM DESCRIPTION

The fire detection and alarm system shall ensure earliest possible recognition of fire with
individual indication for all detection loops, automatic release of the stationary fire extin-
guishing systems (if any) and corresponding control of ventilation and air condition sys-
tems.

It shall be provided for all station buildings and locations according to General Specifica-
tion G02 ”Description of Project and Works”.

The fire detection and alarm system shall consist of multi zone fire alarm and indication
panel with all necessary initiating, monitoring and detecting equipment and devices such
as manual call points, smoke detectors, heat detectors, fire alarm sounders, batteries

and chargers complete with all necessary connections, accessories and wiring to give a
completely reliable and accurate system.

All the equipment and components of the fire detection and alarm system shall be pro-
vided by one manufacturer. The supply, installation and commissioning of the fire detec-
tion and alarm system shall be to the approval of Employer and Local Fire Authorities.

All equipment and devices shall be wired and connected by fire resistant cables.

Manual fire alarm call points, FACP and associated equipment shall be weather proof to
IP55. Equipment installed outdoor shall be weather proof to IP65.

All cable entries to the FACP, junction boxes, solenoid valve, etc. shall be with glands
using approved glanding kit.

The complete system shall be of “normally energised” type. Failure of any circuit shall not
affect the rest of the system. The detectors shall be grouped in different suitable zones
and connected to local installed fire alarm control panels. These shall also be connected
via zone type monitoring system.

All devices shall be addressable in general. At small stations, with e.g. one room, devic-
es can but must not be addressable.

Any device and system problem, as well as alarm condition, shall be clearly indicated on
the indication panels.

The fire alarm system of the stations shall consist of at least the following equipment:

- Main FACP with interface to the station control system


- Automatic Detectors
- Smoke detectors within all defined buildings

- Fire and/or heat detectors suitable for installation in the emergency diesel
rooms
- Detectors (e.g. beam detectors) suitable for installation in the pump buildings
- Manual call points
- Fire alarm push buttons in buildings and in open area located on free accessible
escape way points
- Interface to air condition and ventilation system and also to the stationary fire ex-
tinguishing systems (if any).
- Local control and monitoring panel to allow monitoring and control of separate fire
zones

- Fire alarm indicating via audio-visual signals (flashing beacons), sirens must be
able to be operated manually from the station level
- Additional contacts shall be provided to external interface fixed firefighting systems
(if any)

5 DESCRIPTION OF COMPONENTS

5.1 Main Fire Alarm Control Panel

Based on the requirements of high reliability and flexibility the main FACP shall be of a
modular construction, taking into account an extension capacity of at least 20%. Neces-
sary internal wiring must be provided so that in case of extension only the insertion of
particular line units, relays, modules, etc. is required.

Only well proven industrial electronic components and systems, according to the latest
stage of technology and approved by the Local Fire Authorities, shall be used.

Signal and detector circuits shall generally be closed-loop circuits in order to ensure a
continuous fault detection of all circuits. The loop circuits shall be protected against short
circuits.

Multi-channel input / output cards are not permitted.

The external wiring and cabling of detection circuits and interconnection signals shall be
performed via a common terminal strip.

Manual call points shall not be grouped and wired in parallel to a single input card.

The main FACP shall consist at least of the following modular main equipment:

- Receiving modules with alarm indication lamp, push buttons for alarm reset and
alarm test. Alarm signals shall be stored until their reset.

- Individual control modules that perform all necessary internal functions and provide
all signals for external processing and indication.
- Fault supervisory modules for detection and indication of any fault such as earth
fault, line breaks or short circuits of signal lines, etc.. A common fault signal con-
taining all fault criteria of signal circuits and the power supply unit shall be provided
for external indication.

- Power supply unit with accumulator and suitable automatically controlled loading
rectifier, control instruments, fault indication, etc.
- Interface module (e.g. MODBUS TCP) for external signal and status processing

- Interface module for local visualization of the fire zones and addressable equip-
ment status
A common reset push button, which allows the reset of acoustic signalisation, shall be
provided at the FACP.

5.2 Smoke Detector

Addressable, scattered light type of smoke detectors shall be used for enclosed spaces
and buildings.

In order to allow easy maintenance the detector shall be designed with solidly mounted
detector sockets and plug-in type detector units.

For easy supervision of proper function and quick recognition and identification of the de-
tectors that give alarm, signal lamps shall be inbuilt.

In case of invisibility of detectors (e.g. within suspended ceilings void spaces), external
signalling units, which may be located at well visible places, have to be provided.

5.3 Heat Detector

Heat detectors (including fusible plugs) shall be applied for the detection of fires, which
are expected to build up fast and generate much heat. Detectors shall be addressable.
They generally have a low spurious alarm rate, but are slow in detecting fires.

Heat detectors shall be of fixed, re-settable, temperature type (except fusible plugs),
normally set at 100-110 °C, however heat detectors within enclosed hoods shall operate
at minimum 20 °C above maximum occurring hood temperature.

Rate of rise type detectors shall not be used, as they are unlikely to detect slowly devel-
oping fires.

In case heat detectors are required to be installed within buildings, automatic compen-
sated rate-of-rise heat type detectors shall be used ( e.g. offices, control rooms, corri-
dors).

Provision shall be made for periodic testing of detectors. Special equipment required for
this shall be provided. Detectors shall be capable of operating in the condition in which
they are mounted without giving spurious alarms.

Reliable and well proven heat detectors shall guarantee the earliest possible detection of
an outbreak of fire.

For easy supervision of proper function and quick recognition and identification of the de-
tectors that give alarm, signal lamps shall be built in.

In case of invisibility of detectors (e.g. within suspended ceilings), external signalling


units, which may be located at well visible places, have to be provided.

5.4 Manual Call Point/ Fire Alarm Push Button

Push buttons shall be mounted in suitable enclosures with breakable glass window at the
front door. In case of operation the switch shall be locked in the pressed position until it is
reset by the maintenance personnel. The glass windows must be easily replaceable.

Suitable wiring is required for continuous wire monitoring by the receiving module, nor-
mally closed circuits.

Addressable type of manual call points shall be used.

5.5 Signalling

Signal horns shall be controlled by the main FACP and shall be installed outside build-
ings.

The acoustic alarm signal shall be a howling sound with a 110 dB(A) sound level, ensur-
ing a minimum sound level at all points in the stations during operation around 85 dB(A).

In addition to the local signalling shall the fire alarm signal be transmitted via the com-
munication system to the control center.

5.6 External Signal Processing


Signals for external processing shall be generally provided by the main FACP as NC
contacts without any references to ground or other potential. The contact shall be closed
during normal operation and break open during alarm / fault conditions for all systems.

At least the following signals have to be provided for external processing:

- Common alarm signal to station control system


- Failure signal to station control system
- Signals for automatic release of firefighting/extinguishing systems (if any)
- Signals for control of ventilation and air conditioning plants
- Signal for external acoustic signalisation
- Connection to fire brigade
- Interface to the local fire protection system
The signalization of fire alarms to control center shall be transmitted via the station con-
trol system.

In addition to the hard wired signalling, an interface (e.g. MODBUS TCP) to the station
and central control systems shall be provided to allow monitoring of the fire alarm and
detection system (e.g. status of all detectors).

5.7 Voting and Redundancy

5.7.1 Heat Detector

Heat detectors are considered high reliability devices and are not susceptible to spurious
activation. Therefore, activation of a single heat detector shall initiate an alarm and if re-
quired, an executive action without a need for redundancy.

5.7.2 Smoke Detectors

Smoke detectors have a lower reliability than heat detectors and are also prone to spuri-
ous activation. Therefore for facilities, which require executive action on detection of
fire/smoke (and a spurious executive action is not acceptable), multiple detectors shall
be installed in a voting configuration such that:

- Activation of a single detector shall raise only an alarm


- Coincident activation of any two out of three detectors covering the same fire zone
shall constitute a genuine fire and shall initiate executive actions.

5.8 Linear Heat Detector Cable

For power cables laid in cable cellars and in cable channels or trays, linear heat detec-
tion cables shall be provided, if not already covered by another detection method.

6 LOCATION OF EQUIPMENT

All stations (incl. reservoir and LVS) shall be covered with fire alarm and fire detection
system.

The main FACP shall be installed in the instrumentation room. A LCD panel showing all
zones and status of addressable equipment shall be provided in the station control room.
A sub-panel shall be located in the guard house or in the fire brigade station.

Fire alarm push buttons shall be located on escape ways and other centralized and well
accessible points within the station areas.

7 INSTALLATION

The equipment shall generally comply with the environmental conditions (see section 3)
of the locations at which it is installed. Special care has to be taken for the installation of
the smoke detectors in air ventilated areas.

The layout of the application rate for ionisation detectors shall take into account the indi-
vidual service conditions, such as ventilation, height of the rooms, etc.

For rooms where automatic release of firefighting equipment shall be provided, the
smoke detectors shall be wired at least in two independent circuits to the alarm panel.

Nevertheless, the firefighting system shall be released only if at least two detectors have
given alarm.

Smoke and fire detectors shall preferably be mounted on the ceiling. In all rooms where
suspended ceiling constructions are provided, smoke detectors shall also be installed in
the space between ceiling and suspended ceiling construction. In case of double floors
smoke detectors or linear heat detectors shall be installed in the space between floor and
raised floor. In cable cellars and cable channels inside the stations smoke and heat de-
tectors shall be installed.

Good accessibility and visibility for service and maintenance works must be considered.
Invisible detectors must be provided with external signal lamps.

In case of occurrence of a fire alarm the air inlet ventilators shall be stopped immediately
by respective signals from the FACP.

All devices and all equipment of the fire detection and alarm system shall be labelled with
their zone and address numbers.

8 POWER SUPPLY

The power supply for the fire alarm system shall be provided from the low voltage
switchboards or sub-distribution boards. Supply voltage shall be 230 V AC, 50 / 60 Hz
from the UPS at the stations and 24 V DC at the LVSs.

The fire alarm panel must be equipped with a self-supporting internal power supply sys-
tem consisting of a fully enclosed and maintenance free accumulator with loading station.

9 TEST

9.1 General

All components and equipment to be supplied must be individually tested and calibrated
at the manufacturer's workshop in accordance with the specified requirements, guaran-
tees, reference codes and standards, prior to shipment.

For all equipment and components an instrument chart shall be provided indicating at
least the station location, the identification number, all technical data and the result of the
individual factory tests.

9.2 Commissioning
During the commissioning it shall be checked if the equipment is functioning in accord-
ance with the overall requirements and all detailed requirements of the specifications,
especially the connection to the firefighting system and the station control system (refer
to specification S01 “Design and Construction of I&C Systems” and specification S04
“Distributed Control System”).

9.3 Site Acceptance Test


After successful commissioning of the entire system a Site Acceptance Test (SAT) shall
be carried out, together with the station control system (refer to specification S01 “Design
and Construction of I&C Systems” and specification S04 “Distributed Control System”).

10 DOCUMENTATION

10.1 Design and Manufacturing Documents

Before installation the entire approved documentation shall be available covering the
complete main and auxiliary equipment.

The documentation shall assist in the installation, initial start-up and provide comprehen-
sive information concerning subsequent operation and maintenance. It also shall provide
information necessary for any future check of equipment performance or for expansion or
redesign.

This documentation shall contain the purchase specification, equipment drawings, oper-
ating data, instructions and other information:

- Drawing and document schedule


- Time schedule

- All necessary certificates (e.g. type test certificate)

- Calculation (loading, reliability, availability)

- Complete parts lists (incl. spare part list) and sectional drawing with parts identifica-
tion number
- Panel/Cabinet Layouts
- Equipment type test report

10.2 Commissioning Documents

This documentation shall contain the documents of the chapter 10.1 above with the ap-
propriate changes of the installation/pre-commissioning phase, the sets of all test records
of the pre-commissioning (test certificates, performance curves, etc.) and the photo-
graphs taken during construction.

10.3 As-Built Documentation

The as-built documentation shall represent the situation after SAT of all above mentioned
documents which are required to display the as-build status and are required for opera-
tion and maintenance.
