That investi concems regarding your ability to operate the premises located at 900 East Main Street, in the City of Rochester, County of Monroe, State of New York (the Premises), in compliance with the Code of the City of Rochester, and/or New York State Law. Section 29-15 of the Code of City of Rochester, requires “[t]he owner and operator of any public entertainment center or limited entertainment center [to] maintain good order on the premises at all times.” You have failed to maintain good order at the Premises, Specifically, on March 5, 2023, a concert featuring Recording Artists’ GloRilla and Finesse2T ymes, was held at the Premises. As the concert was ending, concertgoers began running towards the exits after hearing what they described as gunshots. Your contracted event security guards were unable to control the crowd as they were running, which in turn. caused a human stampede. As a result, two (2) people were killed, one (1) person remains in critical condition, and six (6) people were injured.
