ABSTRACT
In this diplomatic work it was attempted to be
approached the subject of administration of centres of
rehabilitation of disabled persons in Greece and abroad.
Owing to the recovery of elements was very difficult, even
for elementary statistical elements with regard to the number of
individuals for rehabilitation and the medium time of
hospitalisation individually, the particular work was turned
round the subject of Organisation, Management and
Certification of Services for the rehabilitation of disabled persons
and an effort for a comparative study of these in Greece and
abroad.
Deductively, it looks like that the public services for the
rehabilitation of disabled in Greece are insufficient, operated
faulty and administratively acting as spaces of re-establishment
of unfortunate politics, downgrading the institution and their
operations owing to the indifference of state, which doesnt see
the rehabilitation with modern social and economic terms,
turning a blind eye perpetuating thus a rotten and unacceptable
situation that does not lead anywhere.

Characteristic example of this is that the responsible


ministry of Health and Social Solidarity doesnt maintain
elements for the size, the categories and recording of disabled in
Greece.
Naturally, as it was expected, in the remainder advanced
societies of abroad, the centres of rehabilitation of disabled
function henceforth as modern hospitals of rehabilitation with
that this presupposes from side of hospitalization, education and
psychological and social support and no as asylums or
institutions.
In Greece the private sector is limited firstly, in a few of
big private hospitals which however do not function exclusively
as rehabilitation hospitals, providing their specialised services
only in the level of clinics and second in certain private
rehabilitation centres of daily care and benefit of services.
Is obvious and evident the lack of equivalents of units
with those of remainder "civilized" world, which function in
municipal or regional level for the confrontation of incidents or
the later support of disabled individuals providing as good as
possible qualitative services.

The benefit of qualitative services approved from the fact


that most of these units are certified or tries to become certified
from international organizations as the CARF, the EQRM, the
JCAHO or the ISO, implementing the last methods and practices
of management via the Total Quality Management (TQM). This
shows the gravity which they cope with the particular subject in
the abroad, which as already it has been reported, has very big
social but also economic dimensions.
The insufficient or bad rehabilitation has as result the
continuous economic bleeding that results from the
marginalisation of individuals with disability, who due to the
insuperable problems of their health cannot participate in the
social and economic life of their country, committing not only
financial resources but also an entire familial environment,
which fain to attend the not self-serviced individual.
In cases that the disabled person had been rehabilitated
in specialized and completely equipped centres of abroad the
above mentioned problem does not exist but again the demanded
economic resources for the interval of hospitalisation could be
been disposed for the creation of equally good centres in Greece,
which the damping of would become in a short interval deterring

thus the mentioned before economic bleeding during the


rehabilitation or after it, allowing the rehabilitated individual to
participate as good as possible in social activities abandoning the
social margin.
