SURVEY REPORT
BACKGROUND INFORMATION:
On May 21, 2019 the office received a letter-complaint of Ms. Georjayne Auza via
hotline complaint 8888 requesting this office to conduct validation and inspection on the alleged
improper waste disposal of informal settlers at Barangay 12, Dapa, Surigao del Norte.
Subsequently, the PEMu SDN together with the technical staff coordinated with the
PASu and Assistant PASu for Siargao Islands at Dapa, Surigao del Norte and inquire the
authenticity of the alleged complaint. PASu on the other hand commented that there was already
a verbal complaint from the mother of the complainant relative to the alleged improper waste
disposal of informal settlers within the aforementioned location however he suggested that the
said complaint is best resolved during the second wave of TASK FORCE Siargao considering
that the issue is more on the easement requirement and ecological solid waste management.
The undersigned likewise contacted the MENRO of DAPA however the latter declined to
join with the investigation as he was in an official travel for the week.
When the undersigned proceeded to the project, the owners are not around. The team
proceeded to conduct the site inspection with the verbal permission of the mother of Ms.
Georjayne Auza after the team called her.
1) The STE Jerusalem is a commercial resort with sea-water pool and cottages constructed
in an elevated concrete pavement along the shoreline. The location of the resort’s
facilities is also close to the sea waters which is a violation on the easement requirement
under PD 1067.
2) STE Jersalem is located in Brgy. 12, Dapa, Surigao del Norte, which is part of Siargao
Islands Protected Landscapes And Seascapes,a protected area under national park. The
said project is required to secure Environmental Compliance Certificate as it is located in
Environmentally Critical Area.
3) During the conduct of inspection, it is validated that the project has been operational.
