Milestones accomplished - February 27 – Vacuum contractor that EcoSource has sub-contracted with to collect the free
this reporting period. standing liquid throughout the site notified Evan Del Val that their machinery was down.
(2.18.23 – 3.4.23) EcoSource coordinated with a new vacuum sub-contractor to being collection on 2/28. Grimes
contractor, HWMI, agreed to mobilize on 2/28.
- February 27 – EcoSource collected samples from the frac tanks to be sent to Eurofins Test
America for PFAS analysis. The samples were requested to be analyzed using the USEPA 537m
procedures.
- February 27 – EcoSource asbestos professionals collected material samples from the building to
be sent for asbestos analysis. The survey was completed in preparation of potential demolition
of the east side of the building.
- February 28 – EcoSource and HWMI mobilized to the site and began collecting and
containerizing the free liquid. Approximately 20,000-gallons were collected and pumped into
on-site frac tanks.
- Feb 28 – EcoSource sent the liquid PFAS and building material asbestos samples to Eurofins for
testing.
- Feb 28 – EcoSource sent a letter to USEPA representative Edwin Buckner documenting the
opinion from a third-party waste determination that EcoSource had engaged Terracon to
provide. It was Terracon’s opinion that the sample results from the frac tanks containing the
liquid collected in December, 2022, indicated that the material is non-hazardous. The intent of
this effort is to encourage Metro Waste Authority to agree to dispose of the material.
- March 1 – HWMI continued to extract free liquid from the site. Completed the removal of the
free liquid. Current total containerized liquid is approximately 70,000 gallons within four (4) frac
tanks.
- March 2 – EcoSource and Kinzenbaw Earth Moving began excavation on the north side of the
property. Soil was excavated and stockpiled on plastic sheets with sand berms around the
perimeter to ensure that there is no runoff from the stockpile. Soil was sampled using a
handheld PID. Excavation continued until the PID registered less than 1 on the reading.
- March 3 - Kinzenbaw and EcoSource continued to excavate on the north side of the lot. Similar
procedures were utilized. The stockpile was covered at the end of the day.
- March 3 – USEPA representative Edwin Buckner sent Evan Del Val an email stating that the
analytics of the frac tank liquids appear to be non-hazardous, but there are some outstanding
questions regarding the sample collection process and the generation event that he needs to
understand before offering a formal opinion.
- March 3 – EcoSource removed the hydronic heating coils from the frac tanks and coordinated
with Rain for Rent to remove the equipment.
Areas/questions for - EcoSource still does not have a location for disposal of the materials collected on-site. The ideal
discussion: location is Metro Park East landfill, given its proximity to the project site.
Schedule The following is a tentative schedule of activities to implement the Site Assessment Plan, developed by
EcoSource, and approved by the Iowa Department of Natural Resources on January 17, 2023.
