After the development and production of the modules of the Training Program on School Leadership and Management (TPSLM) A La Carte Modality launched on October 28, 2022, the Department of Education (DepEd) Regional Office III (RO Ill), through the Human Resource Development Division (HRDD) and National Educators Academy of the Philippines Ill (NEAP M1), shall start the implementation of this innovation on professional development program delivery beginning second quarter of Fiscal Year 2023. 2. No. » 8. 2023 GUIDELINES AND MECHANICS FOR THE IMPLEMENTATION OF THE TPSLM A LA CARTE TRAINING MODALITY I. INTRODUCTION ‘The issuance of DepEd Order No. 011, s. 2019 articulating the guidelines on the Implementation of the National Educators Academy of the Philippines (NEAP) Transformation has catalyzed myriad challenges for the Human Resource Development Division and National Educators Academy of the Philippines, Region III (HRDD-NEAPR3) to upgrade the delivery of its core mandates specifically in the Learning and Development (L &D) System among its clients. Some of the emerging issues and concerns relative to the continuous professional development of teachers and school leaders amid crisis are improved accessibility, quality, and efficiency in terms of human, material, and financial resources. The gigantic challenge hurdled by the HRDD-NEAPR3 during emergencies is how to sustain the conduct of trainings, seminars, and other capacity-building activities as an alternative approach of the conventional in-person modality. ‘The abrupt transformation in the landscape of the training delivery from the conventional to virtual modality has necessitated the HRDD-NEAPR3 to conceptualize an innovation that would ensure the continuous professional development program of the teaching, teaching-related, and non-teaching personnel of the Region, beyond distance and time. To bring this dream to fruition, HRDD-NEAPR3 hereby introduces the “TPSLM ALa Carte Training Modality” as an innovation in the conduct of Training Program on School Leadership and Management (TPSLM) for school heads. With this innovation, the school heads who are the primary target participants, would be given more access to the professional development programs without waiting for the scheduled conduct of the proposed trainings. While it is true that there are trainings conducted for the school leaders, these do not guarantee that all of their training/competency needs are properly addressed because only the most dominant training/competency needs based on the results of the online survey are the ones that are prioritized in the development of the training matrix. In simple parlance, those target participants whose training/competency needs recorded the lowest number of respondents are ignored and not addressed. However, these ignored and not prioritized needs do not necessarily mean that they are not significant since they still have adverse impact in their proficiency level if no appropriate intervention is conducted. Government Center, Maimpis, City of San Fernando (P) “ee? ‘Telephone Number: (045) 598-8580 to 89; Email Address: region3@deped.gov.ph AJA. ‘AB Republic of the Philippines Department of Education REGION III-CENTRAL LUZON: Modules for A La Carte Training Modality have been developed as an intervention towards Futures Thinking in response to the Education 4.0. ‘The TPSLM A La Carte Training Modality would provide an opportunity for the school heads to have an equal access to professional development “by menu” style of training service delivery wherein the interested participant/client can just choose specific topic(s) or module(s) and not necessarily attending the whole training program which is the current practice in the professional development. I. OBJECTIVES: ‘The conceptualization of this TPSLM A La Carte Training Modality which is premised on some issues and concerns in the Learning and Development (L & D} System particularly in the delivery of the professional development programs, specifically aims to: 1. address the school heads’ unique competency/training needs that were not captured in the training design or matrix; 2. provide more access for the school heads to professional development that transcends both space and time by offering training programs and courses via modules and online sessions; and 3. broaden the opportunities for the professional growth of school heads anytime of the year without necessarily waiting for the conduct of mass training. ‘The straightjacket paradigm of the training matrix also hampers the chance of the target clients to improve their individual competency needs because they have to embrace all the topics identified based on the result of the online competency needs assessment. Despite the reality that some of the topics may not respond to the participants’ priority training needs, such individual training needs seem ignored because they did not register a significant figure to justify their inclusion in the preparation of the training matrix. ‘The limited opportunity for professional growth and development for school leaders caused by the fact that they have to wait for the conduct of a mass training program within a year or more also results in the delayed upgrading of skills in school leadership and management. II, THE TPSLM MODULES ‘The development of the TPSLM modules is primarily based on the thirty-four (34) strands of the Philippine Professional Standards for School Heads (PPSHS). To properly address the professional development needs of target participants, the module writers who were mostly school heads considered the four (4) career stages of the school heads namely: Beginning (Career Stage 1), Proficient (Career Stage 2), ‘Address: Matalino St. D.M. Government Center, Maimpis, City of San Fernando (P) ei) Telephone Number: (045) 598-8580 to 89; Email Address: region3@deped.gov.p=h AJA AB Republic of the Philip Bepartment of Education REGION III-CENTRAL LUZON ‘The competencies in Career Stage 1 are embodied in the Trying Out part of the module while the competencies in Career Stages 2, 3, and 4 are arranged chronologically following the spiral progression approach starting from the objectives, learning activities, up to evaluation. All the learning activities are aligned with the competencies of each career stage to ascertain that training/competency needs are appropriately addressed by the modules. Towards the end of the module known as “synergy”, there is explicit integration of values relevant to the specific strand or domain. In consideration of the 34 strands in the PPSSHs, the TPSLM A La Carte Modality has 34 modules which could address the priority identified needs of the participants. IV. TARGET LEARNERS In the context of professional development, the term “learners” refers to the school head who is a participant in this TPSLM A La Carte Training Modality in the online/modular modality. It may also refer to an individual who is attending a professional development program or course. The term learner is in accordance with the adoption of the Learning and Development (L & D) formerly known as Training and Development System which implies that instead of using trainee, it should be learner to make it parallel with the word “learning? in the L & D. The TPSLM A La Carte Training Modality is primarily applicable to school heads and head teachers of public elementary and secondary schools in the Region. It may also include TICs/OICs who were issued official designations signed by the Schools Division Superintendent. It may also include the Master Teachers (MTs) who observe classes and provide technical assistance in instruction. MTs may use the modules in the Domain 3 of the Philippine Professional Standards for School Heads (PPSSHs): Focusing on Teaching and Learning. Since there are more than 3,000 school heads in the Region and there are only more than a hundred NEAPR3 facilitators who would serve as Online Tutors/Mentors during the training, the following may serve as reference for prioritization in case of influx of interested participants: 1. those who have not attended any formal NEAP training on school leadership and management due to recent promotion or designation; 2. those school heads who are required to submit a certificate of participation in a training on school leadership and management for reclassification purposes; 3. those Non-Passers of National Qualifying Examination for School Heads (NQESH)for coaching and mentoring purposes; Ren =. & a Address: Matalino St. D.M. Government Center, Maimpis, City of San Fernando (P) (ae) @ ‘Telephone Number: (045) 598-8580 to 89; Email Address: region3@deped.gov.p=h AJA AB WW, Republic of the Philippines Department of Education REGION III-CENTRAL LUZON 4. those school heads given a performance rating of “satisfactory” in the previous rating periods; 5. those school heads who may be recommended by the immediate superiors to address an urgent/serious training need; and 6. those who cannot afford to attend face-to-face training due to travel restrictions, health issues, far-flung locations, and other hindrances which may be deemed valid for consideration. PROCEDURES OF A LA CARTE TRAINING MODALITY As stated in the objectives, the A La Carte Training Modality shall be conducted and implemented in accordance with the following procedures: A. Online Enrolment through Project MELDS After the identification and official endorsement of participants by the SDOs, the HRDD-NEAPR3 will provide the participants access to online enrolment in the TPSLM to identify the modules/topics that would address their individual competency /training needs. B. Identification of the Assigned Learning Coaches/Tutors/Mentors The HRDD-NEAPR3 shall identify and assign the Tutor/Mentor of each learner or learners in accordance with their specialization or expertise. The learning tutor/mentor will come from the pool of NEAPR3 certified facilitators who are school heads, supervisors, chief education supervisors, and from the 3* level positions. In some circumstances, personnel from the Regional Office like the chiefs and supervisors of functional divisions, unit heads, and other key officials may also be tapped as resource speakers/facilitators as the need arises. Likewise, officials from Schools Division Offices (SDOs) such as superintendents, assistant superintendents, division chiefs, and supervisors may be invited as resource persons. C. Orientation through Online Platform There are two (2) types of online orientation depending on the number of participants per module/topic of the TPSLM © Group Orientation will be conducted if there are many (more than 3) learners in a module * Individual Orientation will be conducted if there is/are only few learners (1-3) in a module. ‘Address: Matalino St. D.M. Maximum Number of Learners per Module/Class As a component of quality assurance, the maximum number of learners per module or class is 10-12 only. This is to ensure that the learning tutor/mentor could maximize the participation of each learner and could have adequate time to read and evaluate thoroughly the required outputs per module/class. E. Access to the Electronic Copies of Modules Ensuing the orientation is the provision of access to the learners for the electronic copies of the modules. The learners will only have access to the modules wherein they are officially enrolled. F. Selection of TPSLM Modules Inasmuch as the unique feature of the A La Carte Modality is that it responds to the individual training/competency needs of school heads, the learner is strongly encouraged to choose modules that would upskill and reskill him/her in school leadership and management. The bases of the selection of the modules are the areas for improvement as reflected in the IPCRF rating and other documents that may serve as indicator of the learner’s performance. G. Virtual Engagement with the Assigned Learning Tutor/Mentor Depending on the agreed schedule for the virtual engagement, the learning tutor/mentor and the leaner shall agree on the specific time according to their availability or most convenient time. The frequency of virtual engagement would depend on the need that may arise. H. Reading and Accomplishment of the Modul Based on the agreed timeline between the learning tutor and the learner, the reading and accomplishment of modules shall be done within 1-3 months, except for instances that may justify consideration such as serious illness, pregnancy, and other critical health issues. I. Submission of Required Outputs All outputs required in the module shall be submitted according to the agreed timeline, except for instances that may necessitate consideration such as scrious illness, force majeure, and other health issues. ‘Address: Matalino St. D.M. Consolidation of MOVs Each learner in the A La Carte Training Modality shall be required to submit a complete set of outputs as means of verification for the actual participation in the professional development program. The consolidated MOVs shall be placed in one (1) folder for easy reference, with the assistance of the HRDD-NEAPR3 staff. K. Revalida of Learners To validate the outputs of the learners, the HRDD-NEAPR3 through the assigned facilitator/mentor shall conduct a “revalida” which may be face-to-face or virtual depending on the situation. L, Monitoring and Evaluation The major output of the learners shall be the Workplace Application Project (WAP) as stipulated in each of the TPSLM modules. Depending on the Career Stage of the learner, the WAP shall integrate the key concepts in the modules with identified school issues and concerns. With an implementation period of three (3) to six (6) months, the HRDD-NEAP3 shall spearhead the Regional monitoring of the implementation of the WAP following the TPSLM WAP Evaluation Tool which adheres to the NEAP standards on training effectiveness. L, Issuance of Certificates of Participation /Completion After the validation of the outputs required and compliance with the Workplace Application Project (WAP), successful learners shall be issued Certificates of Participation/Completion upon the recommendation of Training Management. VI. CREDIT HOURS PER A LA CARTE MODULE The number of credit hours to be granted to the leaners is dependent on the number of contact hours reflected in the A La Carte Module inclusive of the number of hours spent in reading and accomplishing the activities and interaction between the learning tutor and the learner. VII. MINIMUM NUMBER OF HOURS ‘The required minimum number of hours for the issuance of certificate of participation for renewal of PRC license is twenty-four (24) hours. Approximately, the minimum number of hours per module; hence, it would require six (6) modules to complete the 24 hours training, However, a learner may be issued a certificate of participation per module below 24 hours if he/she has no intent to complete 24 hours. THE LEARNING COACHES/TUTORS/MENTORS The pool of learning coaches/tutors/mentors for the A La Carte Training Modality are NEAPRS certified and those who have served as resource speakers and facilitators in the previously conducted school heads professional development programs and other capacity-building activities for teachers and school leaders. IX. THE LEARNING MODALITY Contingent on the number of learners per module, the learning modality is modular and the online engagement activities are bichronous: a combination of synchronous and asynchronous which is decided upon by the learning coach/tutor/mentor and the learners, depending on their agreement. X. INCENTIVES FOR LEARNING COACHES/TUTORS/MENTORS. ‘The A La Carte learning coaches/tutors/mentors shall be given certificates of recognition in grateful appreciation of their services rendered. The learning coaches/tutors/mentors may be given service/leave credits for services rendered beyond office hours and during weekends/holidays after submission of supporting documents, upon approval of the Regional Director. The granting of leave/service credits to A La Carte learning coaches/tutors/mentors shall be in accordance with the existing CSC and DepEd guidelines. XI. SUPPORTING DOCUMENTS FOR THE GRANTING OF LEAVE CREDITS The learning coaches/tutors/mentors who shall claim leave credits for tutoring/mentoring services rendered beyond office hours or during weekends/holidays are required to submit the following documents to HRDD- NEAPR3: Copy/copies of validated outputs per module Copy of duly signed Daily Time Record (DTR) Accomplished Revalida Tool Recorded videos of online engagements between the learning tutor/mentor and the participant (if there is any) PONE 5. XII, PERIODIC EVALUATION OF PERFORMANCE To sustain the good performance of learning coaches/tutors/mentors, DepEd Regional Office III through the Human Resource Development Division-National Educators Academy of the Philippines, Region III (HRDD-NEAPR3) shall conduct periodic evaluation of the performance of online tutors/mentors quarterly or semestral. The ultimate aim is not merely to assess their performance as learning tutors/mentors but also for the furtherance of their professional growth and development as learning facilitators. In addition, there shall also be a pretest and posttest to be conducted per module as an index of the training effectiveness.
