(a) SeNse oF Coneness.—It is the sense of Con- leress that each of the drug cartels set forth in subsection (b) meets the criteria for designation as a foreign terrorist ‘organization as set forth in section 219 of the Immigention and Nationality Act (8 U.S.C. 1189). {b) Desianxtt0N.—The Seerotary of State shall des- ‘gnate each of the following Mexican drug cartels as a for- cian terrorist organization under such section 219: (2) The Gulf Cartel, (2) The Cartel Del Noresto. (8) The Cartel de Sinaloa. (4) The Cartel de Jalisco Nueva Generacion. (¢) Rerorr— (Q) Revorr Requieey—Not later than 30 days after the date of the enactment of this Act, the Scervlary of State, in consultation with the Director cof National Intelligence, shall submit 10 the appro- priate committees of Congress— (A) a detailed report on each of the drug cartels Tisted in subsection (b) and any other cartels the Secretary may identify, including the criteria met for designation as a forcign ter rorist organization as set forth in seetion 219 wi.conteeonsezncorn) eon Hooch 0200 ttt)GiMMIsROYTRROYTX 018 XML 3 of the Immigration and Nationality Act (8 USC. 1189); and (B) for cach of the cartels designated under subsection (b), if the Secretary deter- mines that the drug cartel does not meet the criteria set forth under such section 219, a de- tailed justification as to which eriteria have not Deen met. (2) Desioxation OF ADDITIONAL CARTELS — Not later than 80 days after the submission of the report the Seeretary shall designate any cartel or any faction thereof as @ foreign terrorist organiza~ tion listed in the report that met the eriteria for des- iiguation as a foreign terrorist organization as set forth in section 219 of the Immigration and Nation- ality Act (8 U.S.C. 1189).
