1.7 Non-Routine The vessel may be required to perform a non-routine or specialized


Operations cargo and ballast operations such as:
Considerations
STS operations.
1.7.1 Vapour return and Vapour balancing Bow loading operations.
Co-mingling and/or blending.
ADD Attached SPM, conventional buoy mooring and tandem operations including
terminal line flushing.
Heavy weather ballast.
Vapour return and vapour balancing.
Heated, high viscosity and cold cargoes.
Inhibited cargoes.
Cargoes requiring padding or blanketing.
Cargo dosing (dyes, additives).

During the planning and execution of cargo operations, the hazards


specific to the nature of non-routine operation should be considered.

Sources of information related to the hazards and best practices on how


to handle non-routine operations are:
Instruction in the TQMS (including this procedure)
Ship-specific STS Manual
Relevant publications available in the vessel’s reference library (e.g.,
ship to Ship Transfer Guide, ISGOTT, ICS Tanker Safety Guide etc.)

In the case where the information related to the operation is not


assessed as sufficient, then the MSD department should be contacted
for further guidance.

1.8 Blending of For logistical and economic reasons, there is an increasing trend for
Cargoes Onboard blending, doping and comingling cargoes on board vessels.

Blending is the commingling of two or more products into a single cargo.
In the commodities market, blending represents a quick and economical
means of producing a variety of products at short notice.

Blending might be carried out to:

• alter existing stock so that it meets the specifications in a new contract;


• make a completely new product to meet demand in the market; or
• decontaminate an existing product.

Alternatively, or in addition, a cargo may be "doped" with additives to


modify its performance (either for economic or for legal/ regulatory
compliance purposes).

Blending or doping on board gives rise to a number of legal and practical


issues, two of the most important of which are Cargo Homogeny and
Indemnities.
