CREATING THE BARANGAY TASK FORCE TO END LOCAL COMMUNIST ARMED CONFLICT
(BTF-ELCAC) AND ADOPTING THE NATIONAL PEACE FRAMEWORK ESPOUSED UNDER

WHEREAS, Article II of the 1987 Constitution provides for the following principles and policies:

I. The maintenance of peace and order, the protection of life, liberty, and property, and
the promotion of the general welfare are essential for the enjoyment by all the people
of the blessings of democracy; and
II. The State shall promote a just and dynamic social order that will ensure the
prosperity and independence of the nation and free the people from poverty through
policies that provide adequate social services, promote full employment, a rising
standard of living, and an improved quality of life for all;

WHEREAS, Executive Order No. 70 institutionalizes the Whole-of-Nation approach in attaining


inclusive and sustainable peace, in recognition of the intergenerational responsibility to
maintain peace and development;

WHEREAS, the Department of the Interior and Local Government issued Memorandum Circular
No. 2019-125 dated August 6, 2019 providing for guidelines for the LGUs in the implementation
of Executive Order No. 70;

WHEREAS, the City/Municipal Peace and Order Council and City/Municipal Development
Council adopted a joint resolution creating the City/Municipal Task Force to End Communist
Armed Conflict and further cascading the guidance to its component barangays;

WHEREAS, to provide an efficient mechanism and structure for the implementation of the
Whole-of-Nation approach, the creation of a Local Task Force to End Local Communist Armed
Conflict is necessary;

WHEREAS, this body shall aid in the realization of the collective aspiration of the Cagayano
people to attain long lasting peace in the province;

NOW THEREFORE, the Barangay Peace and Order Council and Barangay Development Council,
in joint session, RESOLVED AS IT IS HEREBY RESOLVED to adopt and approve the creation of
the Maddarulug Barangay Task Force to End Local Communist Armed Conflict (BTF-ELCAC)
with the following functions and composition:

II. FUNCTIONS
a. Conduct BTF-ELCAC meetings;
b. Adhere to the feedback mechanism prescribed by the Regional, Provincial and
Municipal Task Forces and establish the same at the Barangay Level;
c. Ensure that barangay include peace building initiatives as priority in the Barangay
Development Plan;
d. Ensure compliance to the monitoring and evaluation system provided by the
Regional, Provincial, and Municipal Task Forces, and implement the same at the
City/Municipal and barangay levels to help track performance and analyze results
for continuity and/or improvement;
e. Develop and institutionalize the citizenship participation for peace and
development;
f. Take an active role in the implementation of the Retooled Community Support
Program (RCSP);
g. Ensure social preparation and participation of the community members in all
phases of the RCSP implementation;
h. Ensure delivery of services and inclusion of the policies, programs, projects,
services, and activities in the local plans based on the identified solutions by the
members of affected communities;
i. Take the lead in citizenship building and community participation mechanisms to
guarantee sustainability of RCSP implementation;
j. Perform other functions as may be directed by the higher Task Forces to End Local
Communist Armed Conflict pursuant to the National Plan to End Local Communist
Armed Conflict 2019-2022.

RESOLVED FURTHER, that copies of this resolution be given to the NTF-ELCAC, PTF-ELCAC,
MTF- ELCAC, BTF-ELCAC members, Philippine National Police (PNP), Department of the Interior
and Local Government (DILG), and to all Barangay Peace and Order Council and Barangay
Development Council members, for their information, guidance and appropriate action.
