1. Purpose
The purpose of this Medical Emergency Response Plan is to provide a system of
preparedness for dealing with all emergency scenarios with an environmental or
health and safety impact on the New 33kV/11kV Main Substation at Zubair Mishrif
DGS including offsite events created by project components. Whilst also aligning to
COMPANY Emergency Emergencies Plan to ensure coordinated emergency
response in line with Green (Level 1 Response), Yellow (Level 2 Response) and
Red (Level 3 Response) type events In accordance to COMPANY Circular 387,
project emergency resources shall also cater for, when required, external emergency
response including warehouse and laydown areas. Any downstream roads
emergencies shall be handled by Ministry of Interior responsible directorates &
Emergency Response, operations center for the Republic of Iraq. However,
CONTRACTOR shall provide support in terms of first aid, initial response to
control the scene upon the judgement of the COMPANY Security Supervisor. When
an Emergency occurs involving a member of the public outside the vicinity of
Project area, the COMPANY supervisor shall assess the severity of the situation and
will deploy appropriate combined resources to the scene of the emergency without
jeopardizing the plant and construction organizations emergency preparedness for
plant and construction operations ongoing requirements, with the exception of road
traffic accidents that occur on the route, all road traffic accidents shall be dealt with
by the Ministry of Interior responsible directorate.
2. Objectives
The objectives of this Medical Emergency Response Plan are to:
Protect life.
Protect the environment.
Contain the impact to environment
Protect the assets of the Site (property/plant and equipment)
Promptly assess and notify the COMPANY emergency services.
Promptly notify the related parties as appropriate.
Provide assistance to COMPANY emergency services.
Provide for the investigation, analysis and reporting of the emergency.
Provide for restoration and clean up following an emergency.
3. Scope
The scope of the Medical Emergency Response Plan includes the following occurrences on the
Project Construction Site, Laydown area and warehouses:

Chemical Release or Explosion (Spill/Gas Leak)
Natural Disaster/Storm/Adverse Weather

5.1. Abbreviations
5.2. Definitions
EMERGENCY Is a group of people who prepare for and respond to any emergency.
RESPONSE TEAM: Could include Safety Officer, Fire Fighting Officer, First Aid
Personnel, Security Personnel, Expert in Emergencies.
HAZARD: Source or situations with a potential for harms in terms of injury or ill
health, damage to property, damage to the workplace environment or
a combination of these.
NEAR MISS: A near miss is an unplanned event that did not result in injury,
illness, or damage but had the potential to do so.
INCIDENT: Event that gave rise to an accident or had the potential to lead to an
accident. An incident where no ill health, injury, damage, or other
loss occurs is also often referred to as a “near miss”. The term
“incident” includes “near-misses” (OHSAS 18001:2000).
ACCIDENT: Undesired event giving rise to death, ill health, injury, damage or
other loss (OHSAS 18002:2000). An alternative simpler definition:
unplanned event giving rise to undesired outcome (death, ill health).
EMERGENCY DUTY It is the phone number that Supervisors shall call to alert/notify the
NUMBER: Duty Responder of an incident.
EMPLOYEE: Any person engaged in activities for the benefit of the Project and
who receives payment, even on a temporary basis.
MEDICAL A work related injury, which results in neither lost time nor restricted

emergencies, traffic management systems, spill containment resources,
project ambulance and medical services deployment for incidents
including warehouses and laydown area;
Notify COMPANY Emergency Services & Security Departments of
events that occur;
Environmental Consult
Mission Driving according to Iraqi laws, interventions in case of environmental
emergency
Responsibilities Assess extent of environmental threat and/or contamination and liaise
with Site Emergency Controller to minimize effects;
Inform COMPANY HSE/Security departments for further
notification to Environmental Enforcements Authorities
Prepare plans for clean-up and restoration limiting impact on local
community
Security
Mission Provide security services at site.
Responsibilities Control access to and exit from site;
Direct emergency services and enforcement authorities on
arrival;
8.1. General
Trained first-aid personnel and suitable first-aid supplies and facilities shall be
supplied at the site, and a doctor and a nurse or at least a trained first-aid person shall
be assigned at those locations.
Each work site shall maintain close communication with and have access to
occupational Medical Service (hospital or clinic).
A list with details of the nearest hospital, including its locations and phone numbers,
shall be posted in all the site offices and to be updated regularly.
The following number of Contractor’s personnel to be trained as DFAs:
Category 1 site (e.g. office activity) 1 per 100 or part thereof
Category 2 site (e.g. construction site) 1 per 50 or part thereof
The Contractor shall have MER Infrastructure and resources in the performance of
the work and to meet the following tiered response times:

8.2.1.Medical Clinic
Clinic to include facilities and equipment as per recommendations identified in line with
OGP level 3 standards, Ref OGP 343 Managing Health for field operations in oil and gas
activities.
8.2.3. Ambulance
One 4x4 ambulance to be equipped in line Company standards, (see the Attachment-1).
9.1. Communication
Contractor shall ensure that each workplace has an effective and secure means of
communicating with the medical clinic. A log must be kept of crew movements and
status. All remote operations shall have 24hr access to assistance from project
management. This will be clearly defined with contact numbers, as necessary and to
be updated regularly.
Contractor shall ensure that all emergency procedures relevant to the operation are
practiced on a periodic basis. All drills will have a defined scope and scale; will
be followed by a detailed debrief; response times will be monitored and trended
against predefined targets (if available); frequency of drills will be regularly
reviewed; drills performed without warning.
Drill records and reports must be kept. A drill program must be part of the HSE
plan.
Contractor will periodically inspect and maintain all equipment used as part of an
emergency response plan as per a specific program, defined by legislation or
company policies. Records of certification shall be kept.
Because many medical conditions are not life-threatening (e.g. superficial wound) emergency
medical services shall be applied by DFA which is equipped with first aid kit (first aid kit is
located in each workplace with trained first aider) and to be recorded in the first aid log
(Attachment-2).
Provide first aid that eases pain and reduces the risk of further harm, so in case of major injury
emergency response plan shall be activated to evacuate the workplace and DFA shall be in
charge to provide first aid (e.g. CPR, Strengthen the fracture) till the ambulance arrived to the
location to transport the injured person to the clinic.
In the clinic, the Medical Professional have to decide to send the injured person to the
approved hospital.
If any infection case discovered in the project (e.g. Chickenpox, Cholera) the following action
has to take:
Medical check has to perform for all project manpower to identify the infected
personnel.
After identifying the infected personnel, they shall be separate in the quarantine.
Contact with professional hospital for treatment.
