HISTORY OF SOLANO HIGH SCHOOL

THE HUMBLE BEGINNINGS OF SOLANO HIGH SCHOOL

The birth of Solano High School has been proclaimed when Congressman Carlos M.
Padilla got the bill approved, creating Solano High School under Republic Act 7014. Then
President Corazon C. Aquino signed this bill into law on May 17, 1991 with the sponsorship
of Senator Edgardo Angara.

Through a Sangguniang Resolution initiated during the first term of Hon. Epifanio
LD. Galima and by virtue of the constant representation of the municipality of Solano to the
Honorable Congressman of Nueva Vizcaya, the opening of this institution has been declared.

Twenty-one (21) students comprised the first batch of students in the school year
1992- 1993. Mr. Isaias Cortado and Mrs. Thelma G. Paranis were the pioneer teachers.
Behind them were Mr. Rodolfo P. Taccad, the Chief of the Secodary Education Division, Dr.
Rodolfo De Guzman, Dr. Teresa A. Carag, the Schools Division Superintendent and Hon.
Heraldo D. Dacayo, the Mayor of the town. From then on, this school continued its operation
inspite of several odds.

The school grew tremendously in student population. From twenty-one (21) it rose up
to four hundred thirteen (413) in SY 1993-1994. In this school year, eight (8) competent
mentors embraced Solano High School with Mrs. Consuelo P. Manlapig as the designated
OIC, in addition to her function as principal of Solano South Central School. The teachers
were Mr. Nicolas D. Afan III, Mr. Rommel D. Pilaspilas, Mr. Abelardo P. Peralta, Mr. Ruben
S. Pale, Mrs. Flordeliza C. Gecobe, Mrs. Leticia D. Encarnacion, Mrs. Marilyn C. Castillo,
and Miss Marivic G. Galapon. In the middle of September, Mr. Camilo Velasco joined the
group. During this year, the faculty had felt the need for the teachers’ organization, Mrs.
Encarnacion, being the eldest in the profession was elected president of the teaching staff.
This was now the beginning of the school representation to the division and regional
competitions. In any field of endeavour, Solano High School has never been left behind.

In the school year 1994–1995, Solano High School has again proven its worth as the
only public high school in town when it opened its gates for enrolment not only for first year
and second year, but also for the third-year students. The enrolment then rose to an enormous
seven hundred and ninety-one (791) students, an increase of 52%, hence the need for more
teachers.

Solano High School has improved both academically and physically. The original
eight (8) teachers had been added thus, the teaching staff became seventeen (17) with the
inclusion of Miss Amelia V. Ariola, Mrs, Jaqueline A. Estimada, Miss Josephine Pasamonte
(now Mrs. Gaspar), Mr. Zaldy F. Pascual, Miss Mary Jane L. Taplan (now Mrs. Pilaspilas),
Mr. Christopher Reyes and Miss Marissa Ariate. On October 1995, Mr. Samuel Dacumos
also added to the group.

Only eight (8) teachers then had items, five (5) teachers were funded by the Parent-
Teachers Association headed by Mr. Rogelio Batarao, Sr., and four (4) teachers were
subsidized by the municipal government through the able leadership of the mayor, Honorable
Heraldo D. Dacayo.

The PTA –funded teachers received an honorarium ranging from 1, 500 to 2, 000
only. This had been a very meagre amount but this did not affect their performance in
teaching. What was more important to them was to render services to the students of Solano
High School.

All the members of the teaching staff had passed the Professional Board Examination
for Teachers (PBET), the first requisite for teachers to be employed in the public schools and
as required by the Civil Service Law.

The school was very young, financially incapacitated and without non-teaching
personnel but this did not hinder anyone in the school, instead, each one took turns in typing
and filing the necessary papers, and in performing related works aside from being classroom
teachers. The Officer-in-Charge did not find any difficulty soliciting voluntary support or
assistance from their staff. These mentors, too, continued to upgrade themselves by enrolling
in the Graduate Studies and attending seminars relevant to their fields of endeavour.

Several clubs were organized which conducted different activities. In the middle of
March, the first Mr. Solano High School was Fulgencio Beltran under the class of Mrs.
Marilyn C. Castillo and Mildred Miran under the class of Mr. Ruben S. Pale.

The year 1995 also marked the installation of two (2) demountable classrooms after
levelling the vast swampy area of this school.

As developments happened from time to time, the Schools Division Superintendent,


Dr. Thelma Gonzaga assigned Mrs Marylinda C. Ramos as the second Officer-In-Charge.
After two (2) months, Mrs. Rosita S. Sebastian came and initiated new projects. She was
succeeded by Dr. Rosalinda V. Reguyal as principal from 1996- 1998. Due to promotion, Dr.
Reguyal set out to Nueva Vizcaya General Comprehensive High School (NVGCHS) thus,
making Mrs. Leticia D. Encarnacion as the OIC for a year which has also tremendous
increase in students and teachers population, thus a need to occupy the Solano West
Elementary School. Mr. Amado Lopez served as OIC for two months who was substituted by
Mr. Roger P. Bagalay. In this context, the school has struggled to develop academically
oriented students who had brought fame and vale to our Alma Mater Solano High School.
Many mentors have been promoted from Teacher I to Teacher III, Master Teacher I and Head
Teacher III. Four (4) Master Teacher promotions have been shifted to Head Teacher III
position who are now designated as Head of their own department.

Almost all of the physical facilities were completed and enrolment increased to one
thousand five hundred (1500), which led to an extension at Bascaran Elmentary School,
Bascaran, Solano, Nueva Vizcaya. The number of the staff members has grown to around
sixty (60) mentors. Some of them had served as facilitators and trainers in school, division
and regional seminars, especially the designated chairmen and heads of the different
department.

Students also showed active participation and exemplary performances in community


and provincial affairs.

As the school was already in the limelight, it began to accept practice teachers from
Nueva Vizcaya State Institute of Technology, Saint Mary’s University, and Aldersgate
College. From then, several developments have been made.

The school year 2005–2006 paved the entrance of a new school head, Dr. Eloisa C.
Ang who has opened more doors for progress, with her exemplary managerial skills, Solano
High School is now at par with other bigger institutions of learning.

In school year 2007-2008, the school was awarded as Peak Performing Secondary
School in the province, region, and national level. It was consistently awarded Champion in
School-Based Management and bagged the top award – Best Implementer of the Brigada
Eskwela for three consecutive school year, 2007-2008, 2008- 2009, 2009- 2010, thus
awarded as the Hall of Fame in the large school category.The school also started recording
its name in sports, technology and campus journalism. Electricity students and teakwondo
players with Mr. Filomeno Viloria, together with the Volleyball spikers of Mr. Val Menardo
Basilio marked national championship and top posts in the national competitions. Added to
these, The Chimes and Batingaw’s editorial staff under the moderators, Mrs. Jovelyn B.
Morales and Mr. Rommel Pilaspilas etched yearly records in the regional and national press
conferences, bringing the school publications as one of the Best School Papers of Region 2
and of the Philippines for ten consecutive years.

To ensure the most conducive learning avenue for the learners, an emerging progress
was apparent as far as physical infrastructure development was concerned. The unpainted
6CL two-storey building and 4CL two-storey building in the left and right wing of the
gymnasium were constructed. Later, the 9CL three-storey building, 2CL two-storey building
beside the school library, offices of the Chimes, Ang Batingaw, LRMDC, LSEN, and library
were also built.

The influx of enrolees from nearby barangay entailed the need for more classrooms to
accommodate learners, especially with the opening of the Senior High School program in the
school year 2016 – 2017. The school was then granted the following buildings: 8 CL two-
storey Senior High School building, Home Economics and Industrial Arts building,
Gymnasium and two-storey 8CL which were built through the leadership and initiative of Dr.
Eloisa C. Ang.

It was in November of 2016 that Dr. Roselle R. Mendoza, previous OIC of Bugkalot
High School and former SEPS-SMME of SDO Nueva Vizcaya, was welcomed to Solano
High School as its first Assistant Principal. On the same year, Solano High School General
Alumni Association Inc. was organized and registered in the Security Exchange Commission
wherein their first project was the construction of the school gate at the back of the
gymnasium.

On September 2017, Mr. Victor G. Taleon, formerly Secondary School Principal IV


of Bagabag National High School was installed as the new sschool hhead of this institution.
Under his administration, improvement of the physical facilities was continued to address the
various needs of the school. The extension of the gymnasium was built (now the school
library), as well as construction of Cat-Walk.

Through his leadership, the following projects were materialized: installation of


CCTVs and sound system in the school gymnasium, installation of air conditionn to rooms
and offices, procurement of computer laboratories, provision of televisions in the classrooms,
installation of wall fans and ceiling fans in the gymnasium, the improvement of lights on
stage, water system in the principal-led building, repairing of the two gates, provision of
basketball glass board and landscaped gardens.

Along learners’ development, aside from the increase of National Achievement Test
across the different learning areas, TVL Senior High School obtained a 100% NCII passing
rate in Electrical Installation and Maintenance (EIM), Computer System Servicing (CSS) and
Bread and Pastry. Numerous competitions were won at the regional, national and
international levels.

At present, Solano High School administration dreams SHS to be continuously a top-caliber


institution in all aspects especially academic, sports and technical programs with its present fast-
growing number of learners who are being over-filled into the sixty (69) functional classrooms in
the constructed eleven (11) buildings in 2 storey, 3-storey and 4 storey structures, respectively, in the
campus.

To cater them, the school through the leadership of Mr. Victor G. Taleon initiated and
worked out for the purchase of additional school site to provide the learners more spacious and
conducive buildings and facilities for all activities. In March 2020, after a year of seamless
preparation of requirements and tireless follow up, the Department of Education (DepEd) through the
Central office funded Solano High School an amount of Thirty Million Pesos (P30,000,000.00) for
the acquisition of its new location with an area of 10,000 sqm. situated at Bagahabag, Solano Nueva
Vizcaya.

To support SHS, the local government of Solano with Honorable Eufemia A. Dacayo, Mayor
of the Municipality of Solano spearheaded the construction of perimeter fence around the new site
with the amount of One Hundred Fifty Thousand Pesos (P150,000.00) from the Special Education
Fund (SEF).

To start the site development, the school administration through the principal and the Parents,
Teachers Association’s (PTA) officers and members headed by Ulysses M. Culambot, forwarded a
Resolution to Hon. Carlos M. Padilla, Governor of the Province of Nueva Vizcaya requesting fund
allocation for the construction of a two-storey building at the new school site.

This legacy project, along with the on-going unstoppable improvements of the school
facilities are expected to provide the four thousand two hundred ninety-one (4,291) learners and 148
faculty and staff a campus more conducive for quality education and ready for the opening of face-to-
face classes during this time of pandemic.

VISION

Solano High School envisions to be a center of quality education by producing graduates


imbued with desirable values and work attitudes and with competence in all the subject areas
in the secondary level who are inspired to become instruments of effective change for global
competition.

MISSION

Solano High School is located in the heart of the municipality of Solano that answers one’s
desire to grow and develop intellectually, physically, morally, and spiritually. It is an entity
which aims to be a center of continuing programs for human resource development, to have a
pool of caliber teachers and students through its facilities, relevant curricula and series of in-
service training and workshop.
