“Fall arrest equipment” is required

instead of “Safety belt”, etc. using in work

at high place, etc. on board

１．From 1st April, 2023, Safety belt , Lifeline

(equipment to be used for fall arrest) is changed to
Fall arrest equipment (※１). (Amendment of Regulation
for Labour Safety and Health of Seafarers)

Fall arrest equipment conforming to Standard for Fall arrest equipment (Notice of
Ministry of Health, Labour and Welfare No.11 of January, 2019) are full harness type(single
suspension) and body belt type(single suspension).
Body belt type(U-shaped suspension) is not included in fall arrest equip ment.
２．As a general rule, Full harness )

should be used as fall arrest equipment. Hook strap

Body belt type (single suspension) can also be used Lanyard Thigh
in cases of work at a high place that is 6.75 meters strap
or less above floor surface or sea level.
３．Seafarers using a full harness type must
receive Education
In case where it is mandatory to use a fall arrest equipment in a
work(※3), seafarers engaged in work using a full harness type must
receive “Education”(※4).
（※3）①Work at high place, ②Work over ship side, ③Fishery work, ④Work inside hold（excluding in
cases where fall preventive measures such as installing protective nets, protective sheets,
etc. are taken), ⑤Deicing work
（※4） Education is held by the Association for Promoting Safety and Sanitation for
Seafarers or as in-company Seminar, etc. and consists of classroom lectures and practical
skills in 3 hours or more.
